





Institutional Functions
The Management Committee of Jingpo Lake Scenic Area and Nature Reserve in Heilongjiang Province is responsible for the unified administration of administrative, economic, and social affairs within the scenic area.
Main Functions:
(1) Responsible for the formulation, revision, and management of detailed control plans for the scenic area. The planning formulation and revision are led and organized by the Management Committee, submitted to the Mudanjiang Municipal Government for review and approval, and then reported to the Provincial Government for final approval.
(2) Responsible for establishing and implementing rules and regulations for the management of the scenic area.
(3) Approving construction projects in scenic areas according to planning, with major construction projects subject to approval by the Mudanjiang Municipal Government or the Provincial Government.
(IV) Responsible for the management of the development, construction, protection, and tourism service industry of the entire scenic area.
(V) Completion of other tasks assigned by the provincial government and the Mudanjiang municipal government.
Management Structure and Division of Responsibilities。
I. Leadership Composition (5 members)
Li Chuanzhu: Vice Mayor of Mudanjiang Municipal Government, Member of the Party Leadership Group, and Secretary of the Party Working Committee of the Jingpo Lake Scenic and Natural Reserve Management Committee of Heilongjiang Province, responsible for the overall work of the Party Working Committee of the Jingpo Lake Management Committee.
Li Dongjun: Deputy Party Secretary of the Working Committee, Director, and Second-Level Inspector of the Jingpo Lake Scenic Area and Nature Reserve Management Committee in Heilongjiang Province, overseeing comprehensive daily operations.
Liang Yuntian: Deputy Director and Party Working Committee Member of the Management Committee of Jingpo Lake Scenic Area and Nature Reserve in Heilongjiang Province. Responsible for ecological environmental protection of the scenic area (Lake Chief System), landscaping, and sanitation work. Oversees the administrative management of waterway transportation, ports, and waterways within the Jingpo Lake area, as well as the maintenance and management of waterway infrastructure. In charge of the Land Resources and Environmental Protection Bureau (Geopark Network Management Office), Social Affairs Management Bureau, Landscaping and Sanitation Center, Environmental Monitoring Center, and Boat and Dock Service Center.
Army: Deputy Director of the Management Committee, Party Working Committee Member, and Third-Level Investigator of Jingpo Lake Scenic Area and Nature Reserve in Heilongjiang Province. Responsible for daily operations, planning and construction, comprehensive law enforcement, work safety, public complaints, national security, peacekeeping in Mudanjiang, reservoir maintenance and flood prevention in the scenic area. Oversees the Office, Finance Bureau, Planning and Construction Bureau, Administrative Law Enforcement Bureau, Jingpo Lake Reservoir Maintenance Center, Administrative Law Enforcement Supervision Brigade, and Dongjingcheng Fisheries Experiment Station.
Li Xijun: Deputy Director of the Management Committee of Jingpo Lake Scenic Area and Nature Reserve in Heilongjiang Province, Member of the Party Working Committee, and Third-level Researcher. Responsible for Party building, discipline inspection, organization, personnel, mass organization work, as well as scenic area tourism management, investment promotion, business environment, network security, comprehensive statistics, and fair competition. Oversees the Political Department, Tourism Administration Bureau, General Party Branch of the Organs, Labor Union, Gate Area Service Center, Tourist Service Center, Ticket Center, and South Lake Scenic Area Service Center.

(1) Political Department
Responsibilities: Responsible for promoting and implementing the Party's guidelines, policies, and principles, fulfilling requirements for organizational development, ideological propaganda, and cadre and personnel work, drafting relevant systems and organizing their implementation; responsible for leadership team and cadre development, undertaking cadre assessment, selection, appointment, transfer, evaluation, supervision, and personnel file management; responsible for institutional staffing, recruitment, salary and benefits, social insurance, professional title evaluation and appointment, talent work, and annual evaluations; responsible for services and management of retired cadres; responsible for theoretical education, ideological work, online public opinion monitoring, and cadre training.
(2) General Office
Responsibilities: Oversee the daily operations of the office, handle documents, information, petitions, confidential matters, archives, finance, policy research, supervision and inspection, performance evaluation, government transparency, and external liaison. Organize the drafting of comprehensive materials and important documents. Manage reception, major events, and conference arrangements. Responsible for optimizing the business environment and advancing IT infrastructure development.
(III) Finance Bureau %% Responsibilities: Responsible for fiscal budgeting and state-owned asset management. Oversees treasury fund management and the implementation of the centralized treasury payment system. Handles government procurement approvals. Manages bidding for transportation, service, and other projects within the scenic area. Collects resource usage fees from operators. Conducts supervision and inspection of fiscal execution and accounting management. Administers ticketing for the scenic area. Manages non-tax revenue and government debt. %% (IV) Social Affairs Bureau %% Responsibilities: Implements national, provincial, and municipal policies, laws, regulations, and normative documents related to waterway transportation. Formulates development plans for waterway transportation within the Jingpo Lake area. Controls the total number of vessels in Jingpo Lake waters. Administers fisheries, port, and transport administration within the Jingpo Lake area. Reviews and manages advertisements and signage in the scenic area. Oversees place names and religious activity sites within the scenic area.
Responsibilities: Responsible for fiscal budget and state-owned asset management. Oversee the management of treasury funds and the implementation of the centralized treasury payment system. Handle the approval of government procurement. Conduct bidding for transportation, service, and other projects within the scenic area. Collect fees for the paid use of operator resources. Supervise and inspect fiscal execution and manage accounting. Administer ticket sales in the scenic area. Manage non-tax revenue and government debt.
(IV) Social Affairs Bureau
Responsibilities: Responsible for implementing national, provincial, and municipal policies, laws, regulations, rules, and normative documents related to waterway transportation, and formulating development plans for waterway transportation within Jingpo Lake. Oversees total vessel control in Jingpo Lake waters, as well as fisheries administration, port administration, and transport administration within the area. Manages the review and approval of advertising billboards in the scenic area and administers place names and sites within the scenic zone.
(V) Tourism Administration Bureau %% Responsibilities: Responsible for implementing the policies, laws, and regulations related to development and reform, investment promotion, economic and information technology, culture and tourism, and science and technology. Oversees the formulation and organization of cultural and tourism development plans. Manages the formulation of tourism industry policies, tourism promotion, brand building, cultural exchanges, and industry regulation. Conducts supervision and inspection of service quality and tourism market order. Establishes and implements management systems for the survey, excavation, identification, protection, management, and utilization of cultural and tourism resources. Handles the construction, maintenance, operation, management, and statistical analysis of the scenic area's smart platform and official website, as well as the statistics, reporting, and dissemination of comprehensive scenic area information. Addresses tourist complaints and manages personnel diversion and safety monitoring during peak tourist periods. %% (VI) Administrative Law Enforcement Bureau %% Responsibilities: Oversees the construction of the rule of law, legal publicity, and law enforcement supervision, and carries out administrative law enforcement related to nature reserves and scenic areas as stipulated by relevant laws, regulations, and rules. Implements policies, laws, and regulations on emergency management and handles daily emergency management tasks for the scenic area, establishing and implementing safety assurance systems.
Responsibilities: Implement policies, laws, and regulations related to development and reform, investment promotion, economy and information technology, culture and tourism, and science and technology. Develop and organize the implementation of cultural and tourism development plans. Formulate tourism industry policies, promote tourism, build brands, facilitate cultural exchanges, and manage the industry. Supervise service quality and the order of the tourism market. Establish and implement systems for the survey, excavation, appraisal, protection, management, and utilization of cultural and tourism resources. Build, maintain, operate, and manage the scenic area’s smart platform and official website, as well as conduct statistical analysis. Collect, report, and publish comprehensive information about the scenic area. Handle and resolve tourist complaints. Coordinate personnel diversion and safety monitoring during peak tourist periods.
(VI) Administrative Law Enforcement Bureau
Responsibilities: Responsible for the construction of the rule of law, legal publicity, law enforcement supervision, and other related tasks. Undertakes administrative law enforcement as stipulated by relevant laws, regulations, and rules concerning the management of nature reserves and scenic areas. Ensures the implementation of policies, laws, and regulations related to emergency management, handles daily emergency management tasks for the scenic area, and establishes and enforces safety assurance systems.
(7) Planning and Construction Bureau
Responsibilities: Responsible for implementing policies, laws, and regulations related to natural resources, forestry and grassland, and housing and urban-rural development, formulating relevant normative documents and rules, and organizing their implementation. Responsible for the preparation, revision, and organization of plans for nature reserves and scenic areas. Responsible for pre-approval of construction activities within scenic areas and the management of construction projects undertaken by the management committee within these areas.
(Eighth) Bureau of Land Resources and Environmental Protection %% Responsibilities: Responsible for implementing policies, laws, and regulations related to ecological and environmental protection, establishing and improving ecological protection systems for Jingpo Lake, and organizing their implementation. Leads the coordination of investigations, handling, and emergency responses for major environmental pollution incidents and ecological damage events. Oversees the implementation and supervision of the pollutant discharge permit system. Conducts preliminary reviews of activities altering the natural state of water resources and the aquatic environment, as well as other activities impacting the ecosystem. Coordinates and supervises ecological and environmental protection and restoration efforts. Manages the planning and implementation of the Global Geopark initiative. Administers the geopark, facilitating scientific research, promotional training, and domestic and international exchanges and cooperation.
Responsibilities: Responsible for implementing the policies, laws, and regulations related to ecological and environmental protection, establishing and improving the relevant systems for the ecological protection of Jingpo Lake, and organizing their implementation. Responsible for leading the coordination in the investigation, handling, and emergency response of major environmental pollution incidents and ecological damage events. Responsible for implementing the pollutant discharge permit system and overseeing its enforcement. Responsible for conducting preliminary reviews of activities that alter the natural state of water resources and water environments or otherwise impact the ecosystem. Responsible for coordinating and supervising ecological and environmental protection and restoration efforts. Responsible for the planning and organizational implementation of the World Geopark. Responsible for the management of the Geopark, conducting scientific research, promotional training, and domestic and international exchange and cooperation activities.
III. Grassroots Public Institutions (10) %% (1) Mudanjiang Jingpo Lake Reservoir Management and Protection Center
(1) Mudanjiang Jingpo Lake Reservoir Management and Protection Center
There are 3 internal departments: Office, Engineering Management Section, and Water Resources & Environmental Management Section.
Responsibilities: Conduct safety monitoring, maintenance, and repairs of the reservoir dam to ensure its security; operate, manage, and maintain the reservoir's gate facilities to restore waterfall discharge when water levels reach 349 meters; monitor, record, and report water resource data; coordinate with hydropower companies on water level management and flood prevention matters.
(2) Law Enforcement and Supervision Team of Jingpo Lake Scenic Area
Responsibilities: Entrusted by the Jingpo Lake Management Committee, responsible for the supervision and inspection of planning and construction management within the scenic area, investigating and penalizing illegal activities according to law; responsible for the supervision and inspection of the protection and management of natural resources, aquatic resources, cultural relics, landscapes, infrastructure, and public facilities within the scenic area; responsible for maintaining and regulating the tourism order in the scenic area.
(3) Mudanjiang Tokyo City Fisheries Experiment Station
Responsibilities: Conducting promotion, application, and dissemination of scientific achievements in Jingpo Lake fisheries; introducing, experimenting with, and demonstrating new fishery varieties and technologies; guiding the use of fish medicines, monitoring, forecasting diseases and pests of aquatic animals and plants, and ensuring aquatic product quality and safety; overseeing the enhancement and release of rare fish species in Jingpo Lake.
(4) Jingpo Lake Garden and Environmental Sanitation Center
Responsibilities: Overseeing landscaping, landscape maintenance and repair, protection and maintenance of public facilities, environmental sanitation cleaning and waste removal, and commercial market management within the Jingpo Lake Scenic Area.
(5) Jingpo Lake Tourist Service Center
Responsibilities: Providing tourists with travel information and related services; receiving and handling tourist complaints; offering public welfare services for special groups such as the disabled, elderly, and children, as well as general visitors; managing the Geopark Museum within the scenic area; overseeing the Hongluonü Cultural Park and the Stele Forest; managing and training scenic area tour guides.
(6) Jingpo Lake Gate Area Service Center
Responsibilities: Managing all gate areas of the Jingpo Lake Scenic Area; verifying tickets and granting access to visitors; maintaining and managing parking lots and facilities at the gate areas.
(7) Jingpo Lake Scenic Area Ticket Center
Responsibilities: Oversee ticket operations for the scenic area; manage registration, statistics, and clearance notifications for official receptions; conduct business training and management for ticket sellers; review and supervise ticket discount policies.
(8) Jingpo Lake South Lake Scenic Area Service Center
Responsibilities: Comprehensive management of resource protection, planning and construction, tourism order, environmental sanitation, and commercial catering services within the Nanhu Scenic Area; responsible for the ticketing of Nanhu Scenic Area, boat tickets, and various fees and management; assisting relevant departments in inspecting and correcting various violations and illegal cases.
(9) Jingpo Lake Scenic Area Environmental Protection Monitoring Center
Responsibilities: Monitoring wastewater, exhaust gas, and noise generated by pollution discharge units such as hotels and restaurants within the Jingpo Lake Scenic Area, as well as monitoring exhaust emissions and oil pollution from motorized boats. Responsible for submitting environmental reports to Mudanjiang Central Station and providing monitoring data for relevant departments to investigate and handle various violations and illegal cases that cause environmental pollution.
(10) Jingpo Lake Boat and Dock Service Center
Responsibilities: Regulating the tourism service order of ships and docks in the Jingpo Lake water area to comprehensively improve the quality of tourism services; responsible for the daily review and registration of ships entering and leaving the port for operation and private use; responsible for the information registration, statistics, reporting, and ship file management of ships; responsible for the preliminary review of newly built, modified ships, and ships before launching annually.
