On July 24, the provincial Party committee leadership issued important instructions regarding the pollution control at Jingpohu. On August 6, Vice Director Cong Li of the Provincial Department of Environmental Protection led a team to our city for a special inspection. The Mudanjiang Municipal Party Committee and Government attached great importance to this matter, taking swift action, organizing meticulously, and advancing the pollution control efforts at Jingpohu Lake in a solid and orderly manner.
1. High-level Promotion and Rapid Initiation of Pollution Control in Jingpohu
On August 15, the Municipal Standing Committee meeting listened to a report from the Jingpohu Lake Management Committee regarding pollution control efforts at Jingpohu, discussed and preliminarily approved the "Jingpohu Lake Pollution Control Work Plan." On August 17, the Municipal Government Executive Meeting reviewed a report from the Jingpohu Lake Management Committee on the "Special Action Plan for Concentrated Pollution Control at Jingpohu," implementing various preliminary pollution control tasks to be completed by the end of 2018. The Municipal Party Committee and Government decided to launch a 100-day special campaign from August 30 to the end of the year, issuing the "Special Action Plan for Concentrated Pollution Control at Jingpohu" to tackle prominent pollution issues in the Jingpohu Lake basin. On September 4, the Municipal Party Committee and Government convened the "Mudanjiang City Jingpohu Lake Pollution Control Kickoff Meeting," where the "Concentrated Control Plan" was announced. Comrade Han Jiabin, Deputy Leader of the "Jingpohu Lake Pollution Control Leading Group," signed the "Jingpohu Lake Pollution Control Target Responsibility Agreement" with member units of the group on behalf of the Municipal Party Committee and Government. The Municipal Environmental Protection Bureau, Jingpohu Lake Management Committee, Tokyo Forestry Bureau, and Ning'an Municipal Government delivered statements of commitment. Comrade Han Jiabin provided an overall arrangement and deployment for advancing pollution control efforts at Jingpohu, marking the full launch of the initiative. Subsequently, through repeated discussions and consultations to gather opinions and suggestions, the principles, objectives, methods, and key tasks for the current phase of pollution control at Jingpohu Lake were determined. The Municipal Party Committee and Government issued the "Jingpohu Lake Pollution Control Work Plan," deepening the efforts.
II. Steady Progress to Ensure Effective Implementation
Since the comprehensive launch of the pollution control efforts at Jingpohu, all member units, under the unified leadership and organization of the Jingpohu Lake Pollution Centralized Remediation Leading Group and its office, have earnestly implemented the decisions and arrangements of the municipal Party committee and government, coordinating and advancing the work systematically. Among these efforts: the "Jingpohu Lake Pollution Control Plan" has completed on-site operations; the Ning'an Municipal Party Committee and Government established the Ning'an City Jingpohuside Pollution Control Work Leading Group, formulating the "Ning'an City Jingpohu Lake Pollution Control Special Action Plan," the "One River, One Policy Implementation Plan for the 'Rivers Around Jingpohu' in Mudanjiang's Ning'an City Jingpohu Lake Town and Bohai Town Sections," and the "Ning'an City Agricultural Non-point Source Pollution Control Pesticide Waste Packaging Recycling and Centralized Disposal (Interim) Measures"; Ning'an City Jingpohu Lake Town held a mobilization meeting for the "Lakeside Comprehensive Cleanup and Garbage Removal Campaign," initiating a "mass and people's war to protect Jingpohu"; the Municipal Agriculture Committee and Animal Husbandry Bureau, according to their task divisions, went deep into Ning'an City to provide work guidance, with the 430,000 yuan in Jingpohu Lake stocking funds secured by the Municipal Agriculture Committee now in place and stocking activities initiated; the Municipal Water Resources Bureau and Planning Bureau conducted research in Ning'an City, the Jingpohu Lake Hydropower Plant, and the Jingpohu Lake Management Committee; the Municipal Industry and Commerce Bureau held a "Phosphorus Ban Special Action" meeting, signing responsibility agreements with various responsible units and launching a special action to prohibit the sale and use of phosphorus-containing cleaning products in the Jingpohu Lake area; the Mudanjiang Maritime Safety Administration fully initiated investigations into ship pollution; the Jingpohu Lake Tourism Group Company started projects for sewage and oil waste from tourist boats and waste collection vessels; the Municipal Party Committee Organization Department, Propaganda Department, Municipal Government Work Committee, Municipal Party Committee, and Government Inspection Office, as assisting departments, all proactively contacted the Leading Group Office to fulfill their assigned tasks. Overall, the current pollution control campaign at Jingpohu Lake has been rapid in action, practical in measures, and tight in supervision, with all targets advancing in an orderly manner. As of now, out of the 33 key tasks, 6 have been completed, 14 are over halfway done, 7 are in progress, 3 are progressing but face significant difficulties, and 2 are delayed until before "May.1" next year, with 1 lagging behind. During this period: 3 centralized progress reports were heard, 4 work routine meetings were held, 5 special information bulletins were produced, and 6 supervision and advancement sessions were conducted.
III. Coordinated and Joint Actions to Win the Pollution Control Battle
To ensure victory in the fight against pollution at Jingpohu, on September 29, the Municipal Jingpohu Lake Pollution Control Leading Group, chaired by Office Director and Deputy Secretary-General of the Municipal Government Cheng Peng, held a progress meeting on the concentrated pollution control efforts. The meeting summarized previous work, listened to reports from 17 member units responsible for specific tasks, and discussed solutions for key issues such as inter-departmental collaboration, pollution control challenges, comprehensive environmental law enforcement, and non-point source pollution control. Arrangements were made to accelerate pollution source investigations, implement responsibility list objectives, plan pollution control projects, secure funding, and strengthen coordination and supervision. On October 16, Mudanjiang City held another meeting of the Jingpohu Lake Pollution Control Leading Group. Attendees included Han Jiabin, Member of the Municipal Standing Committee and Secretary of the Political and Legal Affairs Committee and Leader of the Leading Group; Du Jijun, Deputy Mayor; Cheng Peng, Deputy Secretary-General of the Municipal Government; and representatives from 24 member units. The meeting reviewed progress in concentrated pollution control efforts, with reports from 18 member units, including the Jingpohu Lake Management Committee, Ning'an Municipal Government, Municipal Environmental Protection Bureau, and Tokyo Forestry Bureau, on task implementation, challenges, and next steps. Secretary Han Jiabin delivered an important speech, emphasizing the need to strengthen understanding, boost confidence and determination for the "100-day campaign," intensify measures, deepen implementation, and enhance supervision to ensure success in this critical battle.
IV. Next Steps Work Plan
In the next step, the pollution control of Jingpohu Lake will focus on addressing issues such as "demarcating jurisdiction, clarifying responsible entities, standardizing basic records, strengthening joint law enforcement, enhancing public awareness, and securing additional funding." Key measures include: accelerating the survey of returning farmland to forests along the lakeside and toilet renovations, eliminating remaining lake enclosure nets for aquaculture, installing sewage and oil collection devices on operating tourist boats, improving the "Overall Plan for Ecological Environmental Protection of Jingpohu," enhancing garbage collection, transfer, and disposal along the lake, strictly enforcing the phosphorus ban, formulating a work plan for returning farmland to forests, increasing supervision of commercial establishments, expediting the completion of the "National Good Lakes Project," and prioritizing the treatment of rivers flowing into the lake.
