On January 13, 2021, Comrade Qi Zhongyan, Deputy Mayor and Party Working Committee Secretary of Jingpo Lake Management Committee, delivered a lecture on the spirit of the Fifth Plenary Session of the 19th CPC Central Committee at the committee. Members of the Party Working Committee leadership, all Party members of the first branch of the management committee, and young cadres participated in the lecture activity.
During the presentation, Comrade Qi Zhongyan emphasized the need to accurately grasp the profound connotation and spiritual essence of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China. The Fifth Plenary Session is a pivotal conference that builds on past achievements and charts the course for the future, marking a critical juncture as China enters a new stage of development and strives toward the great rejuvenation of the Chinese nation. It is a meeting of overarching and historic significance. The session clearly outlined the long-range objectives for 2035 and the goals of the 14th Five-Year Plan. Its successful convening has sounded the clarion call for comprehensively building a modern socialist country.
Comrade Qi Zhongyan demanded that guided by the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, efforts should be made to create a new situation in tourism work. As the host city of the Fourth Provincial Tourism Development Conference, the provincial party committee and government have clearly proposed to "make the Fourth Tourism Development Conference better and more distinctive." The municipal party committee and government have also established the overall idea of hosting a conference that is "distinctive, innovative, entrepreneurial, and beneficial to the city and its people." The Municipal Bureau of Culture and Tourism, the Jingpo Lake Management Committee, and the Jingpo Lake Tourism Group, as the leading departments and key task-responsible units for hosting the conference, must thoroughly implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, earnestly carry out the arrangements of the provincial and municipal party committees and governments, and, in light of the actual work of hosting the conference, take responsibility, innovate, and advance, and adopt practical measures to ensure that the spirit of the plenary session is implemented throughout the entire process, all areas, and every aspect of the hosting work. With the guidance of the plenary session spirit and the favorable opportunity of the province's collective support for the conference, they should leverage the momentum to promote the transformation, upgrading, and high-quality development of the tourism industry.
Comrade Qi Zhongyan emphasized the need to strengthen organizational support for the implementation of the plenary session's spirit, ensuring that all its arrangements are effectively carried out. The successful convening of the Fifth Plenary Session of the 19th CPC Central Committee has opened a new chapter in the comprehensive construction of a modern socialist country. At present, the primary task is to unify thoughts and actions with the spirit of the plenary session, actively create conditions and provide guarantees for the implementation of the plenary session's tasks in the cultural and tourism fronts of our city. Especially, given the changing epidemic situation, it is crucial to remain vigilant against epidemic prevention and control, not relax efforts, and establish a "peacetime-emergency combination" epidemic prevention and control system for scenic areas to ensure their epidemic prevention safety. Additionally, while rushing construction schedules and progress, safety production and the epidemic prevention safety of construction workers must not be neglected. Every effort should be made to ensure the safety of scenic area construction, epidemic prevention, and tourism safety.

After the meeting, Comrade Qi Zhongyan participated in the organizational life meeting of the first branch of the Jingpo Lake Management Committee, engaging in heart-to-heart talks with party members and cadres, and issued an initiative to them regarding the implementation of the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and the promotion of key tasks for the Tourism Development Conference. He actively guided party members and cadres to demonstrate their role, take responsibility, and contribute to the implementation of key tasks for the conference.
