The meeting deployed key tasks to fully sprint towards achieving this goal, boosting morale and confidence while encouraging innovative thinking and methods to transform winter idleness into a busy season, making every effort to secure a "good start" in the first quarter.
At the scheduling meeting, the Heilongjiang Provincial Development and Reform Commission, the Provincial Department of Commerce, the Provincial Department of Culture and Tourism, the Provincial Department of Ecology and Environment, and the Provincial Department of Natural Resources delivered speeches focusing on their respective fields. Harbin City, Qiqihar City, and Qitaihe City spoke on achieving a "strong start" in the first quarter's economy. "Achieving a strong start in the first quarter requires innovative ideas and methods," said Wang Yixin. Heilongjiang will leverage its unique conditions to turn the winter lull into a period of activity—
First, by fully promoting the resumption, ramp-up, and expansion of production in existing enterprises, utilizing the support mechanism to collectively address challenges faced by market entities.
Second, by advancing preparatory work for project construction, optimizing approval services, and conducting outreach initiatives to enterprises. For projects within the approval authority of provincial and municipal levels, efforts will be made to approve as many as possible, ensuring both the quantity and quality of projects ready for commencement as soon as spring arrives.
Third, we will make every effort to expand market consumption, continue to capitalize on the ice and snow tourism sector, proactively organize festive consumption events, and launch promotional campaigns for automobiles, housing, and other sectors to stimulate a consumption boom.
Fourth, we must intensify efforts to attract investments externally, striving to achieve a cycle of project commencements, operational launches, and contract signings each quarter.
Fifth, it is essential to fully revitalize all types of businesses, with particular attention to small, medium, and micro enterprises as well as individual businesses, to restore the "bustling vitality" to Longjiang.
