Xi Jinping, General Secretary of the CPC Central Committee, presided over the meeting.The meeting deliberated on the work report of the Political Bureau of the CPC Central Committee to the Central Committee.The meeting discussed the draft plan on reforming Party and state institutions and decided to submit the draft to the second plenary session of the 20th CPC Central Committee for deliberation after making revisions based on opinions expressed at the meeting.The meeting pointed out that since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping at its core has taken the deepening of reforms of Party and state institutions as a major task in modernizing China's system and capacity for governance. Guided by the principles of upholding the Party's overall leadership, putting the people first, optimizing institutions for greater synergy and efficiency, and exercising law-based governance in all respects, the CPC Central Committee has deepened reforms of Party and state institutions across the board, leading to systemic and holistic restructuring of the functions of Party and state institutions. These efforts have provided a strong guarantee for the historic achievements and transformations in the cause of the Party and the country, and have also accumulated valuable experience for continuing to deepen reforms of Party and state institutions.The meeting stressed that the 20th CPC National Congress made important plans for deepening institutional reforms, which are of great and far-reaching significance for building a modern socialist country in all respects and advancing the great rejuvenation of the Chinese nation on all fronts. We must follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, strengthen centralized, unified leadership of the CPC Central Committee, and advance the modernization of China's system and capacity for governance. We must adhere to the general principle of pursuing progress while ensuring stability, meet the requirements of advancing the five-sphere integrated plan and the four-pronged comprehensive strategy in a coordinated way, and adapt to the needs of fostering a new pattern of development and promoting high-quality development. We must adopt a problem-oriented approach, make overall plans for the reform of institutions of the CPC Central Committee, the National People's Congress, the State Council, and the Chinese People's Political Consultative Conference, and coordinate reforms at both central and local levels. We must deepen institutional reforms in key areas to ensure that the Party's leadership over socialist modernization is more scientific in institutional setup, more optimized in functional allocation, more improved in systems and mechanisms, and more efficient in operation and management.The meeting discussed candidates for leading positions of state organs to be recommended to the first session of the 14th National People's Congress and candidates for leading positions of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) to be recommended to the first session of the 14th National Committee of the CPPCC.The meeting decided to submit the above issues to the second plenary session of the 20th CPC Central Committee for deliberation.The meeting deliberated on the draft government work report to be submitted by the State Council to the first session of the 14th National People's Congress for review. It was noted at the meeting that the past year was one of truly momentous significance in the history of the Party and the country. The 20th National Congress of the Communist Party of China was successfully convened, where the grand blueprint for building a modern socialist country in all respects was drawn up. With Comrade Xi Jinping at its core, the Party Central Committee rallied and led the people of all ethnic groups across the country in rising to challenges and fully implementing the requirements for keeping the pandemic under control, stabilizing the economy, and ensuring safe development. Macro regulation was strengthened, and overall economic and social stability was maintained. The past five years was an extremely unusual and extraordinary period. We responded effectively to a multitude of unforeseen risks and challenges, achieved coordinated progress in epidemic response and economic and social development, and scored a full victory in the battle against poverty and completed the building of a moderately prosperous society in all respects as scheduled. China has achieved globally acclaimed successes in economic and social development.The meeting stressed that this year marks the start of implementing the guiding principles from the 20th CPC National Congress. To deliver on government work this year, we must, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and fully implement the guiding principles from the 20th CPC National Congress. In line with the arrangements made at the Central Economic Work Conference, we will make solid progress in advancing Chinese modernization, maintain the general principle of pursuing progress while ensuring stability, apply the new development philosophy in full, in the correct way, and on all fronts, move faster to create a new pattern of development, and pursue higher-quality development. We will better coordinate domestic and international interests, Covid-19 response with economic and social development, and development with security. We will deepen reform and opening up across the board, boost market confidence, and combine the strategy of expanding domestic demand with deepening supply-side structural reform. We will give priority to ensuring stable growth, stable employment, and stable prices, guard effectively against and defuse major risks, promote an overall improvement in economic performance, achieve a qualitative and quantitative rise in economic output, continue to improve living standards, and ensure overall social stability. These steps will enable us to get off to a good start in building a modern socialist country in all respects.The meeting noted that we must fully implement the plans and decisions of the Party Central Committee, put stability first and seek progress while maintaining stability, adopt a proactive fiscal policy and a prudent monetary policy, strengthen coordination and cooperation among various policies, and build synergy for promoting high-quality development. We should strive to expand domestic demand, move faster to build a modern industrial system, earnestly implement the Two Unwaverings, make greater effort to attract and utilize foreign investment, guard against and defuse major economic and financial risks effectively, ensure stable grain production and advance rural revitalization, promote green development, ensure the people’s basic living needs and develop social programs, and work hard to meet this year’s targets for economic and social development. We should strengthen the government’s self-improvement and encourage the conduct of thorough research and studies.The meeting also deliberated on other matters.
