





Xinhua News Agency, Beijing, March 14 - Premier Li Qiang of the State Council presided over the first executive meeting of the new State Council on March 14, studying the work related to the establishment of State Council institutions and discussing the "State Council Work Rules (Revised Draft)." The new State Council has begun its full operation.
The meeting emphasized that General Secretary Xi Jinping delivered a series of important speeches during the National Two Sessions, which are highly political, ideological, guiding, and targeted. The new government must take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guide, deeply study and comprehend General Secretary Xi Jinping's important speeches and the spirit of the National Two Sessions, and earnestly implement them. The meeting stressed that the State Council is first and foremost a political institution and must clearly highlight politics, deeply understand the decisive significance of the "Two Establishments," strengthen the "Four Consciousnesses," maintain the "Four Confidences," and achieve the "Two Safeguards." It is necessary to uphold integrity and innovation, systematically study and grasp General Secretary Xi Jinping's important instructions and the decisions and deployments of the Party Central Committee, vigorously promote the practice of investigation and research, deeply study major issues, propose significant measures, and advance major tasks, creatively implementing all assignments effectively. The meeting also called for enhancing the awareness of "playing chess as a whole," promoting unity and cooperation, mutual support, and coordination to work efficiently together.
In accordance with the "Plan for the Reform of Party and State Institutions" reviewed and approved at the Second Plenary Session of the 20th Central Committee of the Communist Party of China and the State Council Institutional Reform Plan reviewed and approved at the first session of the 14th National People's Congress, the meeting reviewed and approved the establishment of special agencies directly under the State Council, departments directly under the State Council, administrative offices, institutions directly under the State Council, and state bureaus managed by ministries and commissions. The meeting pointed out that institutional reform is currently a major political task, and it is essential to unify thoughts and actions with the decisions and deployments of the Party Central Committee, prioritize politics and consider the overall situation, organize meticulously and implement carefully to ensure timely adjustments of institutions, responsibilities, and teams, and guarantee the normal operation and orderly transition of all work during the reform period. Taking this institutional reform as an opportunity, it is necessary to adapt to the needs of building a new development pattern and promoting high-quality development, further transform government functions, improve working mechanisms, enhance capabilities, and refine work styles to better integrate an effective market with a proactive government.
The meeting discussed the newly revised "State Council Work Rules" and decided to submit the revised draft to the first plenary meeting of the State Council for deliberation. The meeting emphasized that to do the State Council's work well, it is essential to uphold the authority of the Party Central Committee and centralized, unified leadership as the most fundamental political discipline and rule, adhere to and improve the implementation mechanism of the Party Central Committee's major decisions and deployments, consciously align with the major requirements of the Party Central Committee, and ensure the full and faithful implementation of the Party Central Committee's decisions and deployments. It is necessary to adhere to scientific and democratic decision-making, uphold the rule of law in administration, and promote the standardized, orderly, and efficient operation of government work. The meeting also called for shouldering the political responsibility of exercising strict governance over the Party, persistently implementing the spirit of the Central Committee's Eight-Point Decision and its detailed rules, consciously accepting supervision from all sides, and continuously advancing the construction of a clean government.
