Xi Jinping Inspects Zhejiang, Stressing the Need to Always Work Hard, Stay Ahead, and Lead the Charge to Strive for Writing a New Chapter of Chinese Modernization in Zhejiang; Inspects Zaozhuang, Shandong on Return Trip to Beijing

Xi Jinping, General Secretary of the Communist Party of China Central Committee, President of the People's Republic of China, and Chairman of the Central Military Commission, recently inspected Zhejiang Province. He emphasized the need to fully, accurately, and comprehensively implement the new development philosophy, focus on building a new development pattern and promoting high-quality development, concentrate on constructing a demonstration zone for common prosperity, and create an important window showcasing the superiority of the socialist system with Chinese characteristics in the new era. He called for persisting in drawing the blueprint to the end, continuously advancing the "Eight-Eight Strategy" deeply and solidly, always working hard, staying ahead, and leading the charge to strive for writing a new chapter of Chinese modernization in Zhejiang.

On September 20-21, accompanied by Yi Lianhong, Secretary of the Zhejiang Provincial Committee of the CPC, and Governor Wang Hao, Xi Jinping visited Jinhua, Shaoxing, and other locations. He conducted research in rural areas, commercial markets, exhibition halls, and cultural parks.

On the morning of the 20th, Xi Jinping visited Lizu Village in Houzhai Subdistrict, Yiwu City, Jinhua, for an inspection and research. In recent years, Lizu Village has seen significant improvements in its living environment, attracted various entrepreneurial entities, and thrived in rural tourism, earning the title of a National Civilized Village. Xi Jinping learned about the developmental changes in Lizu Village at the village’s Party-mass service center, the "Common Prosperity Market," and a tie-dye shop, among other places. Upon hearing that the village’s annual per capita income had reached 52,000 yuan, Xi Jinping was very pleased. He said that Lizu Village has solidly advanced common prosperity, serving as a microcosm of the remarkable achievements of Zhejiang's "Thousand and Ten Thousand Project." He encouraged them to make persistent efforts and achieve even greater success in promoting rural revitalization. Rural revitalization provides young people with a stage to showcase their talents, and he hopes more young people will play an active role in rural revitalization. As he left the village, local residents gathered around the General Secretary to warmly see him off. Xi Jinping told everyone that rural revitalization holds immense potential and promises bright prospects, urging the villagers to strive hard together toward a better tomorrow of common prosperity.

Later, Xi Jinping visited the Yiwu International Trade Market for inspection. He used a digital screen to get a real-time understanding of the market’s operations and the running of the "Yixin'ou" freight train service. He also walked into the market to engage in cordial exchanges with merchants and representatives of small business owners, inquiring in detail about market conditions. He emphasized that Yiwu’s small commodities have broken into a big market and grown into a major industry, which is a remarkable achievement, with everyone being a participant, builder, and contributor. He called on the trade market to scale new heights and make greater contributions to expanding domestic and international markets and facilitating the dual circulation of domestic and international economies.

This year marks the 60th anniversary of Comrade Mao Zedong’s instruction to learn and promote the "Fengqiao Experience." On the afternoon of the 20th, Xi Jinping visited Fengqiao Town, Zhuji City, the birthplace of the "Fengqiao Experience," to tour the Fengqiao Experience Exhibition Hall and learn about the dynamic practices of the "Fengqiao Experience" in the new era. Xi Jinping pointed out that it is essential to uphold and develop the "Fengqiao Experience" in the new era, adhere to the Party’s mass line, correctly handle contradictions among the people, rely closely on the masses, and resolve issues at the grassroots level while they are still in their infancy.

Later, Xi Jinping traveled by car to the Cultural Park of the Eastern Zhejiang Canal in Shaoxing for inspection. He walked along the ancient canal to observe the waterway and surrounding historical and cultural relics, gaining a detailed understanding of the canal’s developmental history and local efforts to rationally utilize water resources and advance the protection of the Grand Canal. Xi Jinping stressed that the Grand Canal is the world’s longest artificial canal and a highly valuable cultural heritage. The culture of the Grand Canal is an important part of China’s outstanding traditional culture, and efforts must be made to protect, inherit, and utilize it well, revitalizing the ancient Grand Canal with a new contemporary vibrancy.

On the afternoon of the 21st, Xi Jinping listened to a work report from the Zhejiang Provincial Party Committee and Provincial Government, affirming the achievements made in various tasks in Zhejiang and putting forward new requirements for the province.

Xi Jinping pointed out that Zhejiang must take the lead in shaping new development advantages through scientific and technological innovation. It is essential to place greater emphasis on enhancing scientific and technological innovation capabilities, integrate strengths and premium resources in this field, and accelerate breakthroughs in cutting-edge areas. The principal role of enterprises in scientific and technological innovation should be reinforced to promote the in-depth integration of innovation, industrial, financial and talent chains, and accelerate the commercialization of research findings. The real economy must serve as the foundation for building a modern industrial system. Traditional industries should be guided and supported in their efforts to quickly adopt advanced and applicable technologies, and propel manufacturing toward higher-end, smarter and greener development. Zhejiang should further develop itself into a national pilot zone for the innovative development of the digital economy, and foster a number of internationally competitive industrial clusters in strategic emerging businesses and digital sectors. Basic scientific and technological capabilities should be strengthened, the reform of systems for scientific and technological management should be deepened, and a hub for scientific and technological innovation should be built. The development of industrial and supply chains should be planned with a global vision, and their resilience and security should be continuously improved. The province should be steadfast in promoting the green transition of its growth model and establishing a sound economic system for green, low-carbon and circular development.

Xi Jinping stressed that Zhejiang should take the lead in demonstrating common prosperity. It is necessary to focus on narrowing urban-rural, regional, and income gaps, and further improve the institutional mechanisms for integrated urban-rural development. We should adhere to an employment-first policy, pay attention to expanding employment opportunities in promoting the transformation and upgrading of traditional industries and the development of emerging industries, and solve the employment problems of key groups. We should deepen the reform of the income distribution system and improve a multi-level social security system. We should comprehensively advance rural revitalization, actively develop distinctive rural industries, and deepen the "Project of Demonstrating 1,000 Villages and Renovating 10,000 Villages." We should strengthen the construction of a safe Zhejiang and a law-based Zhejiang, and create more experience in advancing the modernization of the primary-level governance system and governance capacity.

Xi Jinping pointed out that Zhejiang should forge ahead in deepening reforms and expanding openness. It should take the reforms in key areas as the driving force to advance institutional innovation across all sectors. With a vision of serving the whole nation and embracing the world, it should plan and carry out reforms, steadily expand institutional opening-up concerning rules, regulations, management and standards, bring into play the functions of various platforms for opening-up, and explore new methods and channels for utilizing foreign investment and expanding foreign trade. It should proactively adapt to the restructuring of international economic and trade rules, and take the initiative in piloting and testing reforms in service sector opening-up, digital development and environmental protection. It should uphold the principle of "unswervingly consolidating and developing the public sector and unswervingly encouraging, supporting and guiding the development of the non-public sector," and the policies of "non-public sector's status, role, and contribution to economic and social development remain unchanged," encourage and support private enterprises in actively participating in the global division of labor in industries and allocation of resources, and enhance their core competitiveness.

Xi Jinping stressed that Zhejiang should actively explore ways to develop a modern Chinese civilization. It should better shoulder the new cultural mission of the new era, continue the historical and cultural heritage, strengthen the protection of cultural heritage, and promote the creative transformation and development of fine traditional Chinese culture. It should uphold the Chinese cultural stance, actively develop new culture that reflects the requirements of the times and has contemporary features, and develop the modern form of Chinese civilization. It should carry forward the great founding spirit of the Party, widely foster and practice the core socialist values, and develop advanced socialist culture. It should promote the flourishing development of cultural programs and industries, continue to advance the standardization and equalization of urban and rural public cultural services, strengthen civic morality, and build a society that loves reading. It should strengthen cultural exchanges and dissemination through such platforms as the Hangzhou Asian Games and Asian Para Games and the World Internet Conference, and continuously enhance the appeal of Chinese culture and the influence of Chinese civilization.

Xi Jinping stressed the need to uphold and strengthen the Party's overall leadership and improve Party building. Officials should adopt a correct view on their performance, make decisions based on reality and in a scientific way, take a long-term perspective and lay a solid foundation, and work in a down-to-earth manner to deliver solid outcomes. They should guard against pointless formalities and bureaucratism. Officials should receive more training and gain more experience in practice. The mechanism to motivate and protect officials who act with a strong sense of responsibility should be improved to encourage them to pursue entrepreneurship and dedicate themselves to work. A cordial and clean relationship between government and business should be fostered. Party organizations at all levels should strengthen organizational leadership and work guidance for the second batch of the education campaign. They should take into account the characteristics of different levels, fields and targets, and provide targeted guidance in light of actual conditions. They should make coordinated efforts to address problems and ensure that the public can see tangible results.

On the afternoon of September 24, while returning to Beijing, General Secretary Xi Jinping visited Zaozhuang City in Shandong Province for an inspection, accompanied by Lin Wu, Secretary of the Shandong Provincial Committee of the Communist Party of China (CPC), and Zhou Naixiang, Governor of Shandong Province. Zaozhuang is one of the regions in China with the largest contiguous planting area, the most varieties, and the most complete industrial chain for pomegranates. Xi Jinping visited the Guanshi Pomegranate Garden Germplasm Resource Bank in Yicheng District, where he inspected pomegranate trees and learned about the local history of pomegranate cultivation, the collection and preservation of germplasm resources, and industrial development. He also went to a pomegranate orchard to inquire with local farmers about this year’s planting, harvest, and income. Learning that the vigorous development of deep processing and potted cultivation of pomegranates has effectively boosted farmers' incomes, Xi Jinping expressed his delight. He pointed out that with the improvement of people's living standards and the growing market demand for high-quality specialty products, the pomegranate industry holds great potential for development. Efforts should be made to build the brand, enhance quality, extend the industrial chain, strengthen market competitiveness and comprehensive benefits, and help more fellow villagers achieve common prosperity. He wished the villagers a life as thriving and prosperous as pomegranate fruits.
