On February 18, Premier Li Qiang of the State Council presided over the third plenary meeting of the State Council to discuss the draft government work report to be submitted to the second session of the 14th National People's Congress for deliberation, and to mobilize efforts for a good start to the year.

Li Qiang pointed out that reporting work to the National People's Congress is a statutory duty of the State Council, and producing a high-quality government work report plays an important role in pooling consensus and strength from all sides. It is necessary to actively respond to public concerns, fully listen to opinions from all quarters, and further refine the report.

Li Qiang pointed out that at the beginning of its term, this government made it clear that it would strive to be an executor, a doer, and a实干家 in implementing the decisions and plans of the Party Central Committee. Over the past year, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the State Council has firmly adhered to this定位 and advanced various tasks in a solid manner. Whether in this year's work or throughout the entire term of this government, we must unwaveringly uphold this定位, continuously enrich its practical内涵, and achieve new progress in fulfilling our duties.

Li Qiang stressed that the whole year’s work depends on a good start in spring. As the Spring Festival holiday has ended, all departments under the State Council should, in line with the plans of the Central Economic Work Conference, quickly get down to work, take solid steps in all tasks, and strive for new achievements in high-quality development. First, we should stay confident and motivated, further boost morale, and work with full enthusiasm. We should take solving the real problems that are of concern to the people and businesses as a breakthrough in our work, do more to boost confidence and expectations, maintain consistency and stability in policy making and implementation, and take solid and effective actions to boost the confidence of the whole society. Second, we should prioritize solid work and seize the day. We should foster a strong commitment to solid work, translate the sense of responsibility of “always having the people’s concerns at heart” into the ability to “have a clear picture of what to do in every task,” strive to gain the first-mover advantage in our work, and ensure that our work will deliver solid outcomes as quickly as possible. We should win the people’s trust with solid work and performance, and ensure that the final results are in line with the decision-making of the CPC Central Committee. Third, we should tackle difficulties head-on. We should plan and advance our work with a systematic approach, solve problems on our way forward with reform measures, break free from stereotyped thinking and path dependency, and enhance the creativity and leadership in our work to resolve problems and issues. Fourth, we should enhance efficiency and synergy. We should further strengthen our overall perspective, take the initiative in our work, make good use of the macro-policy orientation consistency evaluation mechanism, improve the government service mechanism of “efficient handling of one matter,” and establish and improve the closed-loop management mechanism for implementation, so as to constantly enhance overall administrative efficiency.

All members of the State Council attended the plenary meeting, while responsible persons from relevant departments and units were present as non-voting participants.
