Xi Jinping, General Secretary of the Communist Party of China Central Committee, President of the State, and Chairman of the Central Military Commission, stressed on the afternoon of the 5th, while participating in the deliberation of the Jiangsu delegation at the second session of the 14th National People's Congress, that it is imperative to firmly grasp the primary task of high-quality development and develop new quality productive forces according to local conditions. In the face of a new round of scientific and technological revolution and industrial transformation, we must seize the opportunity, intensify innovation, foster and expand emerging industries, make forward-looking plans for future industries, and improve the modern industrial system. Developing new quality productive forces does not mean neglecting or abandoning traditional industries. We must guard against herd behavior and bubble formation, and avoid adopting a one-size-fits-all approach. All regions should proceed from reality, establish before abolishing, act according to local conditions, and provide differentiated guidance. Based on local resource endowments, industrial foundations, and research conditions, they should selectively promote the development of new industries, models, and drivers, upgrade traditional industries with new technologies, and actively advance industrial upgrading toward higher-end, smarter, and greener production.

Xi Jinping stressed that Jiangsu has favorable conditions and capabilities for developing new quality productive forces. Xi Jinping stressed the need to plan major measures for further deepening reform in an all-round way, so as to continuously inject strong impetus into promoting high-quality development and advancing Chinese modernization. Efforts should be made to improve the basic systems of the market economy, including property rights protection, market access, fair competition, and social credit, to build a high-standard socialist market economy. The systems and mechanisms for implementing the "two unwaverings" should be improved to support the growth and expansion of the private sector and private enterprises, and to stimulate the internal dynamism and innovative vitality of all types of business entities. Reforms in the systems of science and technology, education, and talent should be deepened to remove bottlenecks hindering the development of new quality productive forces. Xi Jinping stressed that since the 18th National Congress of the Communist Party of China, we have implemented a series of strategies for coordinated regional development, major regional strategies, and functional zoning strategies, which have played an important supporting role in building a new development paradigm and promoting high-quality development. Jiangsu should fully integrate into and serve the development of the Yangtze River Economic Belt and the integrated development strategy of the Yangtze River Delta, strengthen coordination with other regional development strategies and major regional strategies, and jointly build innovation, industrial, and supply chains on a broader scale, so as to better leverage the radiating and driving force of this major economic province on regional and even national development.

Xi Jinping stressed the need to continue consolidating and enhancing the upward momentum of economic recovery and boosting development confidence across society, with Party members and officials taking the lead in building confidence and working hard.
