In 2023, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Jingpo Lake Management Committee earnestly studied Xi Jinping Thought on the Rule of Law, thoroughly implemented the decisions and deployments of the Central Committee for Comprehensive Law-Based Governance, and adhered to the spirit of the "Outline for Building a Law-Based Government (2021-2025)" issued by the CPC Central Committee and the State Council. Under the correct leadership of the municipal Party committee and government and with guidance from the municipal bureau of justice, the committee lawfully advanced various tasks related to building a law-based government, achieving new progress in comprehensive law-based administration. It effectively applied General Secretary Xi Jinping's major theory on China's ecological civilization construction—"lucid waters and lush mountains are invaluable assets"—to tourism practices in Mudanjiang, fully leveraging the leading and driving role of Jingpo Lake, a national key scenic area. The committee proactively served the central tasks of the municipal Party committee and government and successfully completed the annual tasks for building a law-based government. 1. Basic Situation of the Legal Government Construction Work Carried Out by the Mirror Tube Committee

Staff members in law enforcement positions at scenic areas participate in qualification (renewal) training and examinations for administrative law enforcement personnel as required and obtain law enforcement certificates, enhancing the training efforts for law enforcement personnel in scenic areas. Additionally, all law enforcement personnel are organized to undergo regular or ad hoc examinations on administrative law enforcement knowledge or professional skills. Through training and assessments, the overall competence and professional capabilities of law enforcement personnel have been effectively improved.
4. Strengthen law enforcement supervision.
Establish and improve the management system for law enforcement conduct and standardized work procedures. By collaborating with the Ning'an Court, the scenic area's customer service center has utilized facilities at the North Gate Complex and its staff to establish a Mirror Lake Tourism Circuit Court within the scenic area, serving both tourists and residents of surrounding villages.
