





Recently, the Tourism Administration of the Jingpohu Lake Management Committee in Heilongjiang Province officially launched a star-rating assessment for hotels and homestays. Drawing on the core framework and evaluation principles of the "Star Classification and Assessment of Tourist Homestays" (DB23/T 3875—2024), the initiative adapts the scoring criteria by integrating Jingpohu's ecological protection requirements, regional cultural characteristics, and tourism service scenarios to formulate a star-rating management standard for the scenic area. This aims to comprehensively regulate accommodation service quality and enhance the upgrading of ice-and-snow tourism.
The evaluation follows the principles of scientific rigor, fairness, and dynamism, assessing accommodations across ten dimensions including environmental facilities, safety measures, guest services, and unique experiences. Ratings are categorized into three levels: three-star, four-star, and five-star based on scores. Eligible B&Bs must possess all required licenses, have operated normally for at least one year, and maintain a record free of major complaints or regulatory violations in the past year.
The Jingpohu Lake scenic area will guide the accommodation sector through star ratings to undergo "micro-renovations and refined upgrades," integrating ice and snow culture with the scenic lake and mountains to create distinctive offerings. It will simultaneously launch integrated "accommodation + tourism" services to ensure visitors enjoy a comfortable and worry-free stay. This rating initiative not only provides clear guidance for tourists choosing accommodations but also drives the transformation of the scenic area's lodging industry toward standardization, quality enhancement, and unique differentiation.
