The Jingpo Lake Administrative Law Enforcement Supervision Team formulated an implementation plan for grid-based management of patrol and control.

To further strengthen the inspection and control efforts in the Jingpohu Lake scenic area, protect the natural heritage of the Jingpohu Lake Global Geopark, and gradually establish a long-term management mechanism with clear responsibilities, standardized practices, effective supervision, and strong safeguards, this plan is formulated based on the actual inspection and control work of the Administrative Law Enforcement and Supervision Brigade.

1. Guiding Principles

By improving the grid-based management responsibility system and establishing an area-based grid management system, standardized, regulated, grid-based, and refined law enforcement can be achieved. Following the principle of combining vertical and horizontal divisions with an emphasis on regional zoning, a management grid with "full horizontal coverage and vertical depth" is formed within the Jingpohu Lake Scenic Area. This builds a long-term management system featuring "divided responsibility, comprehensive coverage, hierarchical management, layered accountability, and thorough grid implementation." It establishes a supervision network where one position covers multiple roles and one skill set serves multiple functions, as well as a working mechanism with clearly defined authority and responsibilities, transparent tasks, standardized procedures, and flexible operations.

2. Work Objectives

With the innovative grid-based regulatory system as the starting point, further clarify the daily oversight functions of grid zones, delineate the regulatory responsibilities of each zone, advance the shift of enforcement oversight to the frontlines, and progressively achieve the overarching goals of clear zones, clear responsibilities, clear baselines, and effective oversight.

3. Grid Supervision Organizational Structure

The Administrative Law Enforcement Supervision Team of Jingpohu Lake is responsible for overseeing the investigation and handling of "illegal construction and land use" and resource destruction activities within the Jingpohu Lake scenic area, bearing primary responsibility. It establishes and operates a four-level grid-based supervision system within its jurisdiction, coordinates with relevant departments to promptly dismantle illegal structures and rectify violations, and supervises and evaluates the performance of responsible entities in each supervisory zone under the four-level grid framework.

4. Grid area division

The Jurisdiction of the Jingpohu Lake Administrative Law Enforcement and Supervision Brigade covers key inspection areas including the core scenic zone, roads along the volcanic crater, roads along the Moyan Highway, roads along the tourist route, Jingpohu Lake Town, Shigangzi at Shipu Park, the western lakeside, the northern forest farm, Baoyue Bay, the aquatic breeding farm, and the South Lake Dam. To further clarify and refine the inspection and control responsibility mechanism, and to enhance the initiative in combating illegal construction and resource destruction, the Jingpohu Lake area is divided into three sections:

Area 1: Core Scenic Area to Volcanic Crater Scenic Area

Area Coverage: Along the tourist highway, Jingpohu Lake Town, core scenic areas; Shigangzi at Shipu Park; along the Moyan Highway; along the volcanic crater highway, volcanic crater scenic area.

Second Area: Core Scenic Area from East Gate to South Lake Dam Area

Area coverage and responsible persons: Tongcai Road area, Baoyue Bay scenic area; Nanhu Dam area, aquatic farming area, Longquan Sanatorium area.

Area 3: Huxi Lakeside Area along the Lake

Area and responsible person: Luxuan Island area along Huxi, CCB area, foreign trade area; Hekou area, Erlü area.

5. Grid supervision work content

(1) Implement the "Five Fixes": fix personnel, fix responsibilities, fix tasks, fix areas, and fix rewards and penalties. Ensure clear responsible entities, well-defined grid boundaries, and specific objectives and tasks.

(2) Regular inspections. Grid personnel shall conduct regular inspections and supervision of "illegal construction and illegal land use," damage to resources and environmental protection, etc., within their jurisdiction (once a month for Level 1 grids, once a week for Levels 2, 3, and 4 grids), promptly identify and stop various illegal activities, and assist in investigating and resolving such violations.

(3) Dynamic management. Personnel responsible for and involved in inspections at all grid levels shall be subject to dynamic management. Any personnel changes or adjustments shall be promptly supplemented or modified.

(4) Illegal investigation. Upon discovering various illegal activities during inspections, promptly conduct investigations and handle them accordingly.

(V) Information Reporting. Promptly report all types of illegal issues discovered during inspections to the higher-level grid, and the primary grid leader will submit handling opinions or suggestions to the Enforcement Bureau of the Scenic Area Management Committee.

6. Work Requirements

1. Unify thinking and understanding, strengthen organizational management

All grid personnel should fully understand the significance of implementing grid-based management, further unify their thinking, raise awareness, attach great importance in thought, and ensure implementation in action. They must organize patrols and control within the grid effectively to genuinely enhance the level and efficiency of administrative law enforcement management in Jingpohu Lake Scenic Area.

(2) Clarify job responsibilities and ensure smooth work transition

At all levels, grid leaders and grid workers must clarify their work responsibilities. The four-level responsibility grid should ensure fixed personnel, fixed posts, fixed duties, and fixed standards, with responsibilities clearly assigned to each individual, location, and task, achieving comprehensive management and zero gaps in work.

(3) Coordinate our efforts between the higher and lower levels and maintain close cooperation

The entire team must work together to manage all aspects effectively, promptly transferring any illegal or non-compliant issues beyond their jurisdiction to the relevant functional departments. For major problems, the entire team should collaborate closely, formulate measures, and carry out unified actions for centralized resolution.
