





On December 30, 2025, the Standing Committee of the Mudanjiang Municipal People's Congress held a press conference on the implementation of the "Regulations on the Ecological Protection of Jingpohu Lake Water" (hereinafter referred to as the "Regulations"). These Regulations are the first ecological and environmental protection legislation enacted by Mudanjiang after gaining local legislative authority and will officially take effect on January 1, 2026. Wei Zhihong, Deputy Director of the Municipal People's Congress Standing Committee, introduced the main contents of the Regulations, and Vice Mayor Li Chuanzhu attended the press conference and answered questions from reporters.
As the direct responsible unit for the protection and management of Jingpohu, Li Dongjun, Director of the Jingpohu Lake Management Committee, attended the press conference and answered reporters' questions regarding water pollution prevention and aquatic ecological conservation efforts. He stated that the implementation of the "Regulations" provides solid legal safeguards for the scientific protection and sustainable development of Jingpohu. The committee will firmly adhere to the requirements of the "Regulations" and advance aquatic ecological conservation efforts in three key areas: first, strengthening publicity and guidance to conduct multi-level legal education, enhancing enforcement capabilities and social participation; second, deepening coordinated governance by improving information-sharing and joint enforcement mechanisms with units such as the Ning'an City government and the Tokyo Forestry Bureau; and third, focusing on pollution prevention by strictly controlling wastewater discharge into the lake, conducting regular lake clean-ups, ensuring ecological flow, and continuously maintaining Jingpohu's healthy ecosystem characterized by "clean water, green shores, and beautiful scenery."
The "Regulations" consist of 33 articles that clarify the scope of application, protection standards, and responsibilities of all parties. They establish a coordinated mechanism to systematically prevent point-source and non-point-source pollution while promoting aquatic ecological restoration and green industrial transformation. As the city's first specialized legislation targeting a single lake basin, the implementation of the "Regulations" marks a new phase of legal and refined protection for Jingpohu.
Moving forward, under the leadership of the municipal Party committee and government, the Jingpohu Lake Management Committee will voluntarily accept oversight from the People's Congress, collaborate with all stakeholders to rigorously implement the "Regulations," reinforce the ecological and legal protections for Jingpohu, and contribute to Mudanjiang's ecological civilization and high-quality development.
