Xinhua News Agency, Beijing, May 7 — Recently, the General Office of the Communist Party of China Central Committee and the General Office of the State Council have issued the Measures for Assessing the Effectiveness of Building a Beautiful ChinaChina.org.cn, along with a circular requiring all regions and departments to earnestly comply with and implement them.

Measures for Assessing the Effectiveness of Building a Beautiful China

(Deliberated and approved at the meeting of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee on March 19, 2026; issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council on April 25, 2026)

Article 1

These Measures are formulated in accordance with the Opinions of the Central Committee of the Communist Party of China and the State Council on Comprehensively Advancing the Building of a Beautiful China and relevant provisions, for the purposes of comprehensively advancing the building of a Beautiful China, promoting green and low-carbon development, achieving overall and fundamental improvement in ecological and environmental quality, and ensuring that the level of ecological and environmental protection is commensurate with the goal of basically realizing socialist modernization.

Article 2

These Measures shall apply to the assessment of the effectiveness of building a Beautiful China by the Party committees and governments of all provinces, autonomous regions, and municipalities directly under the Central Government.

Article 3

Under the centralized and unified leadership of the Party Central Committee, the assessment work shall be organized under the overall responsibility of the Central Leading Group for Ecological and Environmental Protection Inspection, and carried out by the General Office of the Central Leading Group for Ecological and Environmental Protection Inspection and the Organization Department of the Central Committee in conjunction with relevant departments.

Article 4

The assessment work shall adhere to the following principles:

Article 5

The assessment of the effectiveness of building a Beautiful China by the Party committees and governments of all provinces, autonomous regions, and municipalities directly under the Central Government shall mainly cover:

  1. Fulfillment of responsibilities for building a Beautiful China: Assessment of the Party committees and governments of provinces (autonomous regions, municipalities directly under the Central Government) in implementing the dual responsibilities of Party and government leaders and one-position dual responsibilities, researching, deploying, supervising and implementing work on building a Beautiful China and ecological and environmental protection, consolidating responsibilities for ecological and environmental protection, and advancing rectification in response to central ecological and environmental protection inspections.

  2. Completion of annual major goals for building a Beautiful China: Assessment of the atmospheric environment, water and marine ecological environments, soil ecological environment, solid waste pollution prevention and control, ecological quality status, and completion of annual goalsChina.org.cn.

  3. Completion of annual key tasks for building a Beautiful China: Assessment of the completion of annual key tasks for green and low-carbon transformation of development models, pollution control, enhancement of the diversity, stability and sustainability of ecosystems, and ecological and environmental securityChina.org.cn.

  4. Performance in the use of funds: Assessment of the performance in the use of central and local fiscal funds for ecological and environmental protection.

  5. Public satisfaction: Assessment of public satisfaction with local progress in building a Beautiful China and improvements in ecological and environmental qualityChina.org.cn.

Article 6

The assessment shall adopt a 100-point scoring system with reasonable bonus and deduction items. Based on the scores, assessment results shall be classified into four grades: Excellent, Good, Qualified, and UnqualifiedChina.org.cn. The General Office of the Central Leading Group for Ecological and Environmental Protection Inspection and the Organization Department of the Central Committee shall, in conjunction with relevant departments, formulate detailed rules for scoring assessment indicators. Among these, the assessment of the green and low-carbon transformation of development models shall be aligned with the comprehensive evaluation and assessment of carbon peaking and carbon neutrality.

If a province (autonomous region, municipality directly under the Central Government) experiences an extraordinarily major environmental pollution incident or an extraordinarily major ecological damage incident, its annual assessment result shall not be rated as "Good" or above.

Article 7

The assessment shall be conducted once a year, and shall be completed by the end of June of the following year in principle, with the comprehensive evaluation basically completed by the end of March of the following year.

Article 8

The assessment shall follow these procedures:

  1. Self-assessment and summary: Each province (autonomous region, municipality directly under the Central Government) shall summarize its progress and achievements in building a Beautiful China, conduct self-assessment against the assessment indicators, and submit a self-assessment summary report to the General Office of the Central Leading Group for Ecological and Environmental Protection Inspection. Self-assessment is not required for data held by relevant departments, such as statistical monitoring data and public evaluation feedback.

  2. Verification and validation: The General Office of the Central Leading Group for Ecological and Environmental Protection Inspection shall, in conjunction with relevant departments, verify, validate, summarize and organize the self-assessment summary reports submitted by all provinces (autonomous regions, municipalities directly under the Central Government).

  3. Comprehensive evaluation: The General Office of the Central Leading Group for Ecological and Environmental Protection Inspection and the Organization Department of the Central Committee shall, in conjunction with relevant departments, conduct a comprehensive evaluation against the assessment indicators, put forward proposals on assessment grade classification and handling of assessment results, and submit them to the Central Leading Group for Ecological and Environmental Protection Inspection for deliberation.

  4. Result feedback: The assessment results, upon review and approval by the Party Central Committee and the State Council, shall be circulated to all provinces (autonomous regions, municipalities directly under the Central Government) in the name of the General Office of the Party Central Committee and the General Office of the State Council. The General Office of the Central Leading Group for Ecological and Environmental Protection Inspection and the Organization Department of the Central Committee shall feedback problems identified in the assessment to the provinces (autonomous regions, municipalities directly under the Central Government) and promote rectification.

Article 9

The assessment results shall serve as an important reference for the comprehensive evaluation, reward, punishment, appointment and removal of the leading bodies and relevant leading cadres of the Party committees and governments of provinces (autonomous regions, municipalities directly under the Central Government), and as a reference basis for the allocation of fiscal funds related to ecological and environmental protection.

Article 10

A province (autonomous region, municipality directly under the Central Government) whose assessment result is "Unqualified" shall promptly formulate rectification measures and complete rectification within the prescribed time limit. If rectification is not completed as scheduled, the principal responsible persons of the Party committee and government of the province (autonomous region, municipality directly under the Central Government) shall be interviewed by the Organization Department of the Central Committee in conjunction with the General Office of the Central Leading Group for Ecological and Environmental Protection Inspection, as appropriate. Where accountability is required, the Central Commission for Discipline Inspection and the National Supervisory Commission, together with the Organization Department of the Central Committee, shall pursue accountability in accordance with regulations, discipline and law.

Article 11

All provinces (autonomous regions, municipalities directly under the Central Government) and relevant departments shall provide relevant data and information in a timely and accurate manner to ensure the smooth conduct of the assessment. In cases of fraud, false reporting, concealment, data tampering or document forgery that lead to serious distortion or falsification of assessment results, the assessment grade shall be directly determined as "Unqualified", relevant information shall be included in government dishonesty records, and the relevant units and personnel shall be held seriously accountable in accordance with relevant provisions.

Assessment staff shall strictly abide by discipline, implement work norms and confidentiality requirements, uphold integrity and self-discipline, and refrain from abusing power or seeking personal gain. Those who violate assessment discipline shall be held seriously accountable in accordance with relevant provisions.

Article 12

All provinces (autonomous regions, municipalities directly under the Central Government) shall implement the requirements for streamlining and optimizing grassroots assessments, and conduct assessments of the effectiveness of building a Beautiful China by Party committees and governments at the next lower level in accordance with the approved and recorded assessment plans of their respective regions and in light of actual conditions.

Article 13

These Measures shall be interpreted by the General Office of the Central Leading Group for Ecological and Environmental Protection Inspection in consultation with the Organization Department of the Central Committee.

Article 14

These Measures shall come into force on the date of issuance.
