In response to heavy rainfall, gales and severe convective weather triggered by Typhoon Bavi, the 9th typhoon of the year, Jingpo Lake Scenic Area convened an emergency flood prevention deployment meeting on July 13. The meeting fully implemented the requirements of Mudanjiang municipal emergency flood control work conference, activated a full wartime flood prevention status, and rolled out targeted, rigorous flood control and safety guarantee measures to protect tourists and scenic facilities.

Based on real-time hydrological and meteorological monitoring, continuous heavy rainfall upstream in Mudanjiang and Dunhua has led to a rapid rise in water levels of the Mudanjiang River and Hailang River. Affected by the overlapping flood peaks, the risk of reservoir dam overflow has advanced significantly, resulting in a more severe flood situation than previously predicted. In view of the urgent situation, the scenic area has adopted over-standard prevention and emergency arrangements to ensure full preparedness.

The meeting defined key flood prevention work requirements and strict wartime disciplines. All staff shall be on duty for the next five days with 24-hour on-site shifts and unblocked communication, and no leave is allowed without special circumstances. A comprehensive hidden danger investigation has been carried out across the scenic area, covering waterfall scenic spots, waterfront trestles, low-lying zones, tourist centers, ongoing construction works and electrical facilities. Hazardous underwater cables and immersion-prone power equipment have been cut off and rectified to eliminate electric shock risks.

The scenic area has fully stocked up emergency supplies such as flood prevention sandbags, built temporary protective barriers in low-lying sections, and targeted rectified historical hidden dangers including water piping and backflow. All high-altitude construction operations have been suspended, and construction materials and wastes have been standardized managed to prevent water pollution and secondary disasters.

In terms of tourist service and emergency response, the scenic area strictly implements the first-contact responsibility system for tourist demands. Emergency rescue personnel and vehicles remain on 24-hour standby to ensure timely disposal of tourist assistance and emergency evacuation. For safety purposes, the waterfall core area has been temporarily closed. Tourists are guided to view the waterfall at designated safe viewing bridges, while parking and entry routes have been dynamically adjusted to maintain orderly sightseeing.

In the next step, Jingpo Lake Scenic Area will keep a close eye on real-time rainfall and water level changes, adhere to daily patrol and hazard inspection, and continuously optimize emergency plans. All staff will stay on front-line duty with full alert to build a solid flood prevention safety line and fully safeguard the life and property safety of tourists as well as the stable operation of the scenic area.
