Motor Vehicle Entry Management Measures(Provisional)

To standardize the order of Jingpohu Lake National "5A" Tourist Attraction, comprehensively improve the service quality and management level of the scenic area, and in accordance with the requirements of the Notice on the Management of Motor Vehicle Entry into Jingpohu Lake Scenic and Natural Reserve issued by the Mudanjiang Municipal Government Office, these measures are formulated.

One %% Types of Vehicles Permitted %% Official Vehicles %% : Vehicles allocated by party and government agencies at all levels for staff stationed in scenic areas, used for administrative affairs management within the scenic areas. %% Law Enforcement VehiclesVehicles for comprehensive law enforcement and daily supervision by administrative law enforcement units within the scenic area.

    According to vehicle usage nature, there are six permitted vehicle types allowed entry into the core scenic area of Jingpohu:

1、Official vehiclesVehicles allocated by Party and government agencies at all levels for staff stationed in scenic areas to manage administrative affairs within the area.

2、Law enforcement vehicles：Vehicles used by administrative law enforcement units within scenic areas for comprehensive law enforcement and daily supervision.

3、Work Vehicles：Electricity supply and communication vehicles engaged in public affairs within the scenic area; vehicles for medical emergencies, forest fire prevention, etc.; non-operational convalescent home vehicles under relevant departments; vehicles for scenic area landscaping maintenance, environmental sanitation cleaning, sewage facility management, etc.; management and operation vehicles of state-owned units within the scenic area.

4、Life Vehicles：Logistics support vehicles for hotels and business outlets within the scenic area that have complete licenses and meet the opening approval conditions of the Scenic Area Management Committee.

5Construction Vehicles：Vehicles for various engineering projects and maintenance operations of landscape features approved by the Mirror Management Committee.

6Temporary vehicles: Vehicles approved by the Jingguan Committee for use in large-scale events within the scenic area.

II. Vehicle Access Approval

(1) Approval Authorities

1、Four categories: official, law enforcement, work, and daily lifeVehicles are subject to approval by the Scenic Area Administration Bureau of the Jingguan Committee.

    2、Construction vehiclesThe preliminary review is conducted by the specific implementation department of the Management Committee. After approval by the project supervisor, it is then reviewed and approved by the Scenic Area Administration Bureau of the Jingguan Management Committee.

    3Temporary vehicles require approval from the primary leadership of the Mirror Management Committee.

(2) Approval Process

1The vehicle application process approved by the Scenic Area Administration Bureau of Jingguan Committee:

The application period starts from April 25th each year. Approved vehicles are granted a one-year access period and must undergo re-approval the following year.

2、The vehicle application process requiring preliminary review by specific project departments of the Jingguan Committee:

Eligible vehicle applicants must present the "the corporate code certificate or business license, engineering renderings, construction plans, and original and copied contracts tothe Management Committee of the Scenic Areathe specific project department in charge for processing.

3、Approval Process for Large-Scale Event Vehicles by the Leading Officials of the Mirror Management Committee

Eligible vehicle applicants must present the "corporate code certificate or business license, along with the event plan" tothe Management Committee of the Scenic Areafor preliminary review by the Scenic Area Administration Bureau, and then submit tothe Management Committee of the Scenic AreaApproval by the main leaders.

(3) Access Permit

Vehicles approved for entry must obtain an "access permit" from the Scenic Area Management Bureau of the Mirror Management Committee and affix it in the designated location before being allowed to enter and pass through.

III.Management of Permitted Vehicles

(1)Vehicle Access Admission Notice

     The Scenic Area Administration of Jingpohu Lake Management Committee will transmit the complete information of approved vehicles to the Information Command Center of Jingpohu Lake Management Committee for filing. The Information Command Center will then relay the approved vehicle information to the Gate Management Station of Jingpohu Lake Management Committee for filing, and entry will be permitted in accordance with the "Interim Measures for the Management of Motor Vehicle Entry into the Jingpohu Lake Scenic Area and Nature Reserve."

(2)Entry and Exit Management for Approved Vehicles at the Gates (East and North Gates)

11. Public security, power supply, forest fire prevention, firefighting, and medical vehicles approved for entry may enter and exit through the North Gate.

22. Other official, law enforcement, and work vehicles approved for entry may enter and exit through the North Gate between 17:00 and 7:00 the next day.

3For temporary or emergency situations requiring entrance or exit through the north gate, approval must be obtained fromthe Management Committee of the Scenic Areabefore proceeding. In special circumstances, the gate management station may grant temporary access based on the actual situation, followed by a written explanation afterward.

4All other authorized vehicles must enter and exit through theeast gate.

5AllAll vehicles entering the gate area must adhere to the principle of "separating pedestrians and vehicles, verifying before entry."

(3)Management of Approved Vehicle Parking Within the Scenic Area

1、Official, law enforcement, and operational vehiclesVehicles must strictly adhere to traffic regulations and park in designated parking areas. Parking in tourist attractions or crowded visitor areas is strictly prohibited.

2Private vehicles are prohibited from passing between 9:00 AM and 4:00 PM daily.During the restricted hours, vehicles are only permitted to park within the designated parking areas of the unit or assigned parking lots.

    3Construction vehicles and temporary vehicles must follow approved routes and schedules; during prohibited periods, they must be parked at designated locations.

IV. Supervision and Penalties

    1The discipline inspection and supervision department is responsible for reviewing and supervising the approval and entry of authorized vehicles, and regularly reports the implementation status to the Party Working Committee and higher-level discipline inspection departments.

2The Scenic Area Management Bureau of Jingpohu Lake Management Committee takes the lead, with the support of the Comprehensive Law Enforcement Bureau and its enforcement teams, in overseeing the daily management of authorized vehicles. If any authorized vehicle violates regulations—such as entering without "separation of people and vehicles," carrying tourists, exceeding time limits or designated areas, or parking at tourist attractions—the first offense will result in a verbal warning, the second a severe warning along with a written self-criticism, and the third will lead to revocation of access privileges, barring entry to Jingpohu's core scenic area for the entire year.

    3The Mirror Tube Management Committee's Information Command Center is responsible for collecting entry information of authorized vehicles,overseeing the implementation of the "driver-vehicle separation" policy for authorized vehicles through technical means,archiving entry video screenshots, and submitting them electronically on the 15th and 28th of each monthDiscipline InspectionSupervisionDepartment.

41. The Jingpohu Lake Management Committee's gate area management station is responsible for the entry of approved vehicles, strictly enforcing the regulations of "segregation of pedestrians and vehicles, verification for entry."
