Studying, publicizing, and implementing the spirit of the 19th CPC National Congress is the primary political task at present and for the period ahead. To thoroughly study, publicize, and implement the spirit of the 19th CPC National Congress, and in line with our committee's actual conditions, the following work plan is formulated:

 
  I. Target Requirements

Adhering to the principle of focusing on the central tasks, serving the overall situation, highlighting distinctive features, and ensuring full coverage for all, we take the spirit of the 19th National Congress of the Communist Party of China as our fundamental guide. We extensively and deeply carry out educational and learning activities, swiftly igniting a wave of studying, promoting, and implementing the spirit of the 19th Party Congress. This effort aims to educate and guide all cadres and employees of the commission to unify their thoughts and actions with the spirit of the Congress, channeling their efforts toward achieving the various goals and tasks set forth by the 19th Party Congress. By further unifying our thinking, boosting morale, clarifying direction, and striving with determination, we accelerate the development, construction, and transformation and upgrading of the scenic area.

II. Basic Principles

   
(1) Adhere to goal orientation and coordinated advancement.Integrate the study, publicity, and implementation of the spirit of the 19th National Congress of the CPC with the advancement of the regular and institutionalized "Two Studies, One Action" learning campaign, strengthen the unity of knowledge and action, and use the spirit of the 19th National Congress to unify thinking, arm minds, guide practice, and drive work.

(2) Adhere to leadership setting the example, with those above leading those below.Leverage the exemplary role of the Party Working Committee's theoretical study center group and its members, emphasize the primary role of grassroots party branches, and encourage leading party members and cadres to become models of learning based on understanding thoroughly, grasping the essence, and implementing effectively, fully mobilizing the enthusiasm and initiative of staff in studying and implementing.

(3) Adhere to promoting through platforms and highlighting distinctive features.We should conscientiously review and make good use of the effective experiences and practices from past education campaigns, strictly implement the "required actions," and creatively carry out the "optional actions." At the same time, we should improve our approaches to learning and publicity, effectively leveraging the features and strengths of new media such as WeChat, so as to continuously enhance the relevance and effectiveness of learning.

(4) Adhere to problem orientation and focus on practical results.Combine the study, publicity, and implementation of the spirit of the 19th National Congress of the CPC with addressing practical issues, focusing on resolving the prominent problems raised by the fourth inspection team of the municipal party committee, clarifying vague understandings among party members and cadres, and tackling hot and difficult issues of public concern. Educate and guide the majority of party members and cadres to integrate learning with practice, ensuring that the effectiveness of learning translates into improved work style and proactive engagement in their duties.

III. Specific Arrangements

(4) WeChat mutual learning.Utilize the "Employee Home" WeChat group of the Jingpohu Lake Management Committee to publish theoretical articles on the spirit of the 19th National Congress and exchange learning experiences. Party branch secretaries are responsible for organizing all party members in their branches to join the group for learning. Heads of various departments and units may encourage non-party employees under their supervision to join the group for learning.

(5) Self-Study by Party Members.Make the study of the spirit of the 19th Party Congress the primary focus of self-study for Party members in the near future. Each Party branch should guide its members to thoroughly study the original texts, carefully take notes, and earnestly grasp the principles. Each Party member and cadre is required to write no fewer than one study reflection.2article.

(6) Material-assisted learning.Purchase the "Guide to the Report of the 19th National Congress of the Communist Party of China" and "100 Questions on the Guide to the Report of the 19th National Congress of the Communist Party of China" for each Party branch, and provide each Party member with newly revised "Constitution of the Communist Party of China" and other supplementary learning materials from the 19th National Congress.

(7) Testing and Examination.Conduct a test on the spirit of the 19th Party Congress, requiring all Party branch secretaries to participate. Additionally, randomly select1a number of Party member cadres from each branch to take the test, in order to evaluate the learning outcomes. The test results will be publicly announced within a certain scope.

(8) Competition-based Learning.Organize a knowledge competition on the spirit of the 19th Party Congress, with those achieving outstanding results in the competition being2018Priority consideration will be given for the "July 1st" commendation of excellence awards this year.

(9) Learning Through Quizzes.Actively organize all staff of the committee to participate in the online quiz activities on the spirit of the 19th National Congress conducted by the Municipal Party Committee's Propaganda Department on the "Xuecheng Theoretical Learning" WeChat client, ensuring full participation of all in-service party members, and encouraging retired party members and non-party staff to actively engage.

IV. Implementation

(1) Strengthen Organizational Leadership and Meticulously Plan and Deploy.In accordance with the arrangements made by the central, provincial, and municipal party committees, all departments, units, and party organizations under the committee must prioritize the study, publicity, and implementation of the spirit of the 19th National Congress. Party branch secretaries are responsible for organizing study activities for their respective branch members, while heads of departments and units are responsible for organizing study activities for non-party comrades under their jurisdiction. Additionally, all departments, units, and party organizations under the committee must designate specific personnel to oversee the study of the spirit of the 19th National Congress, ensuring that it is planned, step-by-step, and effective.

(2) Deepen Understanding and Enhance Political Awareness.All staff and workers of the commission should earnestly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the Communist Party of China, ensuring thorough comprehension through original and practical learning with a sense of responsibility. All Party members and officials must adhere to arming their minds with the spirit of the 19th National Congress, further elevate their political stance, enhance political capabilities, firmly establish the "Four Consciousnesses," uphold the Party's purpose, and maintain absolute loyalty to the Party.

(3)Strengthen supervision and inspection,Ensure strict implementation of work。The Political Department will conduct supervision and assessment of how departments, units, and party organizations under the committee study, propagate, and implement the spirit of the 19th National Congress through participation in learning activities, review of study notes, and knowledge tests. Serious criticism will be issued for inadequate implementation.
