To implement preferential policies for special groups such as students, minors, the elderly, active-duty military personnel, persons with disabilities, and religious personnel, in accordance with the "Heilongjiang Province Regulations on the Protection of the Rights and Interests of the Elderly," the "Heilongjiang Province Measures for the Care and Benefits of Military Personnel," andthe "Notice of the National Development and Reform Commission on Implementing Ticket Discounts for Religious Personnel at Tourist Attractions Related to Religious Sites" (NDRC Price [Year] No. [Number]),the "Notice of the National Development and Reform Commission on Further Improving the Current Management of Ticket Prices at Tourist Attractions" (NDRC Price [Year] No. [Number]),No.), "Notice of the National Development and Reform Commission on Further Implementing Preferential Ticket Price Policies for Youth" (Fa Gai Price [2005〕2714No.) and the "Notice of the National Development and Reform Commission on Further Improving the Current Management of Admission Ticket Prices for Tourist Attractions" (NDRC Price [2020] No.)2007〕227No.) and the "Notice of the National Development and Reform Commission on Further Implementing Preferential Ticket Price Policies for Youth" (NDRC Price [2020] No.)2012〕283) and other regulations, the preferential policies on ticket reduction and exemption for special groups in tourist attractions under government pricing management in our province are further clarified as follows:

1. Scenic spots for children with a height of1.2meters (inclusive1.2meters) or below,6One year old (inclusive)6years old) or younger,65One year old (inclusive)65Seniors aged [age] and above, individuals with disabilities (including retired disabled military personnel), and active-duty military personnel (including retired military officers) are eligible for free admission upon presenting valid identification; for6minors under the age of [age] (excluding6[age]) to18One year old (inclusive)18[age]), full-time undergraduate students and those with lower academic qualifications,60One year old (inclusive)60[age]) to65minors under the age of [age] (excluding65Senior citizens (aged 60 and above) are eligible for a 50% discount on admission tickets upon presenting valid identification.

2. For religious activity sites within tourist attractions, the following individuals shall enjoy free admission when visiting these religious sites upon presenting valid credentials: religious personnel and staff affiliated with the religious activity sites within the attraction; religious personnel of the same religion as that of the religious activity sites within the attraction; and believers of the same religion who have undergone initiation ceremonies and hold valid credentials (such as Buddhist/Taoist lay disciple certificates, refuge certificates, etc.).

3. Where laws, regulations, or other provisions stipulate different ticket exemption or discount policies for special groups, those provisions shall prevail.

4. Local price authorities shall strictly implement the ticket exemption and discount policies for special groups in accordance with this notice and distribute the above preferential policies to relevant attractions within their jurisdictions for compliance. They shall strengthen supervision and inspection of the implementation of ticket price policies and preferential measures. Any violations of these preferential policies shall be penalized according to the "Price Law of the People's Republic of China" and other relevant regulations.

V. This notice shall come into effect from the date of issuance. In case of any discrepancy between previous regulations and the provisions of this notice, the latter shall prevail.
