Notice on Safety Management of Prohibiting Sky Lanterns by the Jingpo Lake Management Committee

On the afternoon of February 26th, the Municipal Safety Committee Office held a video conference on city-wide safety management of the ban on sky lanterns at the Party and Government Office Center. The meeting, chaired by Deputy Director Fu Xiusheng, included work arrangements and clear requirements for the safety management of the ban on sky lanterns during this year's Lantern Festival on the 15th day of the first lunar month. Representatives from Mudanjiang Airport, the Municipal Fire Brigade, the Municipal Public Security Bureau, and the Municipal Urban Management and Law Enforcement Bureau delivered work reports.


After deliberation by the committee leaders and based on practical considerations, the following arrangements are made regarding safety precautions for sky lanterns during the Lantern Festival in the scenic area:


First, during the Lantern Festival, especially from 18:00 to 22:00 on the evening of March 2nd, the Jingpohu Lake Public Security Bureau, Law Enforcement Bureau, and Law Enforcement Squad must intensify patrols. Key areas such as the North Gate, East Gate, Waterfall, Air Dome Hall, and Mountain Villa Square should be closely monitored. Anyone found violating the ban should be dissuaded, educated, and have their lanterns confiscated. Those who refuse to comply and disrupt public order will be penalized and detained according to regulations.


Second, the Scenic Area Administration Bureau, Tourism Bureau, and Monitoring Center are responsible for promoting national, provincial, and municipal regulations on the ban of sky lanterns and related safety management and public security penalties. Key promotional content should be displayed in real-time on electronic screens throughout the scenic area in the coming days.


Thirdly, the Tourism Bureau and Customer Service Center established contact with key scenic villages adjacent to core attractions like Pubu Village, conveying the city's meeting directives and relevant requirements from the Mirror Management Committee via WeChat and QQ groups.


Fourth, service centers, gate management stations, ticketing offices, and other stationed units must immediately contact the Public Security Bureau, Law Enforcement Bureau, or Law Enforcement Team upon detecting any signs or clues of violations such as lantern releases, to prevent such illegal activities.
