





The Central Inspection Team has been stationed in our province since February 19th to carry out a three-month inspection. In accordance with the requirements of the provincial and municipal petition departments and based on the actual situation of our committee, this plan has been specially formulated.
Work Principles and Objectives %% To ensure the goal of maintaining stability in petition-related work during the inspection period by the Central Inspection Team in our province, in accordance with the requirement of "managing within our jurisdiction while coordinating beyond it," the principle of "joint management, coordinated efforts, and mutual communication" shall be implemented among the Jingpohu Lake Management Committee, Jingpohu Lake Tourism Group, and Jingpohu Lake Town. All departments and units must treat the task of ensuring stability in petition-related work during the Central Inspection Team's inspection as the most critical political mission at present. Each entity must fulfill its duties, learn from past experiences and lessons, meticulously plan, and spare no effort to control issues at their source. It is imperative to prevent any incidents of unauthorized petitions to Beijing or the provincial capital by the Jingpohu Lake Management Committee, Jingpohu Lake Tourism Group, or Jingpohu Lake Town during this period, and to avoid negative media coverage due to mishandling of petition-related issues, thereby fostering a harmonious and stable social environment. %% II. III. Work Requirements
1. Enhance awareness and effectively strengthen leadership.Fully recognize the importance and necessity of handling petition work effectively during the current period. Based on the characteristics of petition-related conflicts at Jingpohu, it is essential to regularly analyze, continuously assess, monitor developments, and identify early signs to prevent issues at their source. Strictly adhere to the principle of "territorial management, tiered responsibility, and accountability by the responsible party." Further clarify that the primary leader of the unit is the first responsible person for petition work, while the responsible leadership serves as the direct accountable person for petition matters in their respective departments or projects. Other team members should manage both their regular duties and petition-related responsibilities. Ensure personnel are assigned appropriately, responsibilities are clearly defined, measures are implemented effectively, and issues are resolved thoroughly.
Second, responsibilities must be clearly defined and the work system emphasized.The petition handling leading group should hold a situation analysis meeting at least every half month. All responsible units must earnestly perform their duties and handle petition cases actively and conscientiously according to procedures. It is essential to strengthen petition investigations and information reporting. For major petition cases, early intervention is necessary to manage the situation effectively, with timely reports to primary leaders, responsible leaders, and the petition department. Each unit should conduct continuous conflict investigations based on its actual conditions, ensuring that potential petition issues are detected, reported, addressed, and resolved promptly.
Third, clarify responsibilities and implement a case-handling system.According to the division of responsibilities among the leadership team, each member is responsible for handling petitions within their respective areas. For prominent petition issues such as unpaid wages for migrant workers and outstanding construction payments, they must be addressed in accordance with the "Five Ones" approach (i.e., one issue, one dossier, one leader assigned, one working team, and one set of solutions) and resolved based on laws and policies. This ensures comprehensive management, including understanding the situation, providing ideological education, resolving conflicts, stopping complaints and visits, and maintaining stability.
Four musts: Strict discipline must be upheld,and accountability must be strictly enforced.Petition work shall be included in cadre assessments and annual target management, implementing a "one-vote veto" system for such work. Units or individuals found shirking, perfunctory, failing to handle petitions without justifiable reasons, not resolving cases on time, or not processing them according to regulations shall be publicly criticized and reprimanded. For incidents involving escalatory or abnormal petitions, or other emergencies where the responsible unit fails to promptly arrive at the scene to manage the situation, resulting in severe impacts or losses, or for cases where important petition information is concealed, falsely reported, or delayed, leading to serious consequences, the relevant units and responsible persons shall be held strictly accountable in accordance with applicable laws and regulations.
