





To fully implement the 2019 tasks of the Lake Chief System and solidly advance the management and protection of JingpohuLake, the JingpohuLake Management Committee convened the first Lake Chief System work meeting of 2019 on April 3. During the meeting, several documents were transmitted, including "Order No. 1" of the Heilongjiang Provincial Chief of Rivers and Lakes, the "Notice on Issuing the Action Plan for the Centralized Rectification of Outstanding Issues in Rivers and Lakes in Heilongjiang Province," the "Mudanjiang City Action Plan for the Centralized Rectification of Outstanding Issues in Rivers and Lakes," and the "JingpohuLake Action Plan for the Centralized Rectification of Outstanding Issues in Rivers and Lakes." A comprehensive summary of the previous year's Lake Chief System work was also presented. Sun Dezhi, Deputy Party Secretary and Director of the Working Committee, presided over the meeting and delivered an important speech.
Sun Dezhi pointed out that in 2018, under the overall arrangements of the municipal Party committee and government, the JingpohuLake Management Committee focused on the centralized rectification of pollution in JingpohuLake and made every effort to advance the Lake Chief System work, achieving three main milestones: First, the establishment of a system. A responsibility system for the Lake Chief System at JingpohuLake was constructed, ensuring clarity in responsible entities, work duties, and target tasks. Second, the strengthening of mechanisms. Various operational mechanisms, plans, and systems of the Lake Chief System were established and improved to provide guarantees for effective work. Third, the treatment of pollution. With a focus on pollution control at JingpohuLake, phased results were achieved in the protection and management of the lake.
Regarding the next steps, Sun Dezhi emphasized the need to further strengthen the sense of responsibility, maintain a problem-oriented approach, make vigorous efforts to address prominent issues, and fully advance the transformation of the JingpohuLake chief system from "establishment" to "effectiveness." First, it is essential to heighten the urgency of the lake chief system work, effectively reinforce the sense of responsibility, truly form a collaborative force, continuously innovate working mechanisms, and fully advance the tasks of the lake chief system and lake governance in 2019. Second, it is necessary to further demonstrate the effectiveness of pollution control in JingpohuLake. This requires systematic planning, a problem-oriented approach, and joint governance to fundamentally improve the condition of rivers and lakes. Third, there must be a further strengthening of the responsibility for protecting JingpohuLake. This involves reinforcing accountability, enhancing supervision and inspection, and encouraging public participation. It also requires raising awareness, clarifying work approaches, strengthening measures, and close coordination to continuously achieve new results in the protection and management of the JingpohuLake basin.
