In accordance with the unified deployment of the Municipal Party Committee, from April 26 to June 6, 2019, the First Inspection Team of the Municipal Party Committee conducted a "look-back" inspection of the Party Working Committee of the Mirror Management Committee. On August 13, the First Inspection Team provided feedback on the "look-back" inspection opinions, highlighting a total of 25 specific issues across six areas, including unresolved rectifications from the previous inspection round. To comprehensively implement the rectification of feedback opinions, the Party Working Committee of the Management Committee placed high importance on the matter, significantly elevated political stance, firmly established the "Four Consciousnesses," and integrated these efforts with the "Stay True to Our Original Aspiration and Keep Our Mission Firmly in Mind" thematic education campaign. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Committee promptly convened a special meeting to study and formulate a rectification work plan, clearly defining rectification goals, timelines, detailed measures, and responsible departments, thus rigorously and practically advancing the implementation of rectification efforts. After nearly three months of earnest rectification, preliminary results have been achieved, with 23 out of the 25 issues already resolved, and the remaining 2 issues actively progressing. In line with the principles of Party affairs openness and the requirements of inspection work, the rectification progress is hereby disclosed.

I. Overview of Rectification Work Progress

(1) High priority and focused efforts.The Management Committee Party Work Committee placed high importance on the feedback from the first inspection team of the municipal Party committee's "look back" inspection. A leading group for rectification was established, with the main leader of the committee serving as the head, members of the leadership team as deputies, and heads of various departments and units as members. Special meetings were held to study and arrange rectification work, and the "Responsibility Division Plan for Implementing the Rectification of Feedback from the First Inspection Team of the Municipal Party Committee's 'Look Back' Inspection" was carefully formulated. The rectification work ledger was meticulously sorted out, ensuring clarity in rectification content, completion time, responsible personnel, work requirements, and safeguard measures. The "look back" rectification work proceeded orderly under the unified leadership of the Party Work Committee. The main leaders of the Management Committee personally directed the efforts, tackling difficult issues such as institutional reform and mixed staffing. Members of the leadership team took on their leadership responsibilities, guiding the units under their charge to study rectification measures item by item and urging the implementation of rectification step by step.

(2) Effective integration and balanced consideration.The Party Working Committee of the Management Committee consistently adheres to a problem-oriented approach, aligning with the feedback and rectification suggestions provided by the First Inspection Team of the Municipal Party Committee, primarily achieving the following three integrations.First,adhere to the combination of short-term and long-term measures. Based on the nature of the issues and the requirements for rectification, immediate solutions are implemented for problems that can be resolved right away; for those requiring more time, follow the established plan with clear responsibilities and set specific deadlines to ensure phased results within the stipulated time; for long-term rectification tasks, persist in efforts according to the responsibility allocation plan, ensuring thorough implementation without resolution or meeting standards, never withdrawing until the goals are achieved.Second,We adhere to the principle of integrating the study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, using inspection rectification to enhance education and learning, and leveraging education and learning to promote the implementation of inspection rectification. This ensures that all Party members and officials deeply understand the significance of the "look-back" inspections, the Party's responsibility to govern itself strictly, and the commitment to full and rigorous Party self-governance. A positive atmosphere of comprehensive rectification has been fostered throughout the management committee.Third,We have integrated rectification implementation with work planning. In conjunction with the "Stay True to the Original Aspiration and Keep the Mission Firmly in Mind" thematic education campaign, the Party Working Committee has convened four concentrated study and discussion sessions to thoroughly identify issues in the scenic area's rectification work and scientifically plan development pathways. This transforms the rectification outcomes into a vital force driving the comprehensive revitalization and all-round development of JingpohuLake Scenic Area.

(3) Establishing rules and systems, focusing on long-term effectiveness.In response to the issues identified by the first municipal inspection team during the "look-back" review, we have formulated and improved a total of 11 regulations and systems covering party building, personnel management, internal operations, and environmental enhancement, and conducted one special rectification campaign. Members of the Party Working Committee conscientiously implemented the "dual responsibilities" requirement, assigning tasks to individuals and transmitting pressure to positions, ensuring accountability at every level and thorough implementation at each stage. While addressing the rectification of problems identified in the inspection feedback, we promptly summarized the rectification experience, studied and established scientific, effective, and long-term working mechanisms to consolidate and sustain the rectification results. By leveraging the rectification process to improve our work, we aim to drive a transformation in the work style of all committee cadres, striving to make the inspection rectification efforts a powerful impetus for the scientific development of the scenic area.

II. Implementation of Rectification Measures Based on Inspection Feedback

(1) Completion Status of Rectification Tasks from the Previous Inspection Round

1、Completed 4 rectification tasks partially.

    (1) Prioritizing business over Party building, failing to regularly convene Party Work Committee meetings to study and arrange Party construction work. Inadequate rectification situation: The Party Work Committee proposed holding at least one meeting per month to study and arrange Party construction work, but this was not actually achieved. In 2018, 16 Party Work Committee meetings were held, with only one focusing on Party construction work.

Rectification progress: ① After receiving feedback from the first inspection team of the municipal Party committee, the Jingguanwei Party Work Committee attached great importance to the rectification of Party construction work. From the leadership of the Party Work Committee to grassroots Party organizations, the awareness of responsibility for Party construction work has significantly increased. A system for regularly studying and analyzing Party construction work was established. In July 2019, special attention was given to reviewing the progress of Party construction and Party conduct and integrity building, analyzing the situation of Party construction work, and making key arrangements for it. ② With the deepening of the "Stay True to the Mission, Never Forget the Original Aspiration" thematic education, the leadership of the Party Work Committee took the lead in studying and arranging Party construction work. By following procedures, conducting research in grassroots Party organizations, giving special Party lectures to the grassroots Party organizations under their charge, and soliciting opinions and suggestions from grassroots Party members and staff, the training for grassroots Party organization secretaries and Party affairs cadres was strengthened. ③ The Party Work Committee earnestly studied and formulated normative documents such as the "Implementation Plan for Jingguanwei to Promote Standardized Party Branch Construction and Carry Out Star-Rated Evaluation Management of Party Branches" and the "Responsibility List for 'Three Levels and Four Positions' in Party Construction Work of JingpohuLake Management Committee," comprehensively improving the quality of Party construction work led by the Party Work Committee.

(2) There is formalism in carrying out major Party activities, with issues such as substituting documents for meetings in deployment. Unrectified situation: The problem of substituting documents for meetings still exists. In 2017, the Party Working Committee issued 46 documents, and in 2018, it issued 70, a year-on-year increase of 34%.

Rectification measures: ① The Party Working Committee leadership earnestly studied the central, provincial, and municipal documents on combating formalism and bureaucratism, adhered to taking the lead in improving work styles, and in principle avoided lengthy meetings, with most sessions controlled within one hour. Meeting procedures were significantly streamlined, with opening and closing remarks required to be concise and to the point. Items arranged during work deployment meetings were not additionally issued as separate documents. Apart from the fixed weekly study meetings, work meetings were substantially reduced, while brief work notifications via WeChat groups increased, effectively curbing the spread of phenomena such as "using meetings to implement meetings and documents to implement documents," which are manifestations of formalism and bureaucratism. This has tangibly improved the work style of the Management Committee. ② The workflow for issuing documents was further standardized, with strict approval procedures implemented to enhance control at the source. The number of documents issued has significantly decreased, while the quality of document drafting has markedly improved. Since 2019, the Party Working Committee has issued 50 documents, a 28.6% decrease compared to 2018. ③ Utilizing online platforms like WeChat, groups such as the JingpohuLake Party Building Work Group, JingpohuLake Employee Home Group, and JingpohuLake Department-Level Cadres Group were established. Various departments and units promptly release relevant notices and work requirements, significantly reducing the distribution of paper documents and the time spent on phone notifications. This has alleviated the pressure on grassroots units to travel for document retrieval and improved auxiliary office efficiency and effectiveness.

(3) Team members frequently miss branch activities. Insufficient rectification: Regarding the issue of team members missing branch activities, the Party Working Committee proposed conducting monthly inspections of organizational life in grassroots Party branches, but this has not been implemented, and the problem of team members missing branch activities persists.

Rectification status: ① A Party Working Committee theoretical study center group expanded meeting was convened to thoroughly study the "Implementation Measures (Trial) on Strictly Regulating the Dual Organizational Life System for Party Member Leaders" and relevant provisions in the "Constitution of the Communist Party of China" regarding Party members' participation in organizational life. Members of the leadership team recognized the importance of strengthening their own organizational discipline and work style cultivation, adopting a proactive attitude to participate in future branch activities. ② The "Two-way Communication System for Members of the Jingguan Working Committee Leadership Team to Participate in Branch Activities" was formulated, urging timely two-way communication between leadership team members and branch secretaries to solicit opinions, ensuring participation rates in branch activities. ③ In November, the Management Committee's general branch conducted an inspection of leadership team members' participation in branch activities, reviewing meeting and activity attendance records and supporting materials across various branches. The inspection revealed that since 2019, leadership team members attended 139 branch meetings and activities, with 76 occurring after September, showing a significant increase in participation rates.

(4) Severe mixing of personnel roles across positions. Incomplete rectification status: Six individuals employed at the JingpohuLake Tourism Group still require coordination with the Organization Department for resolution; nine personnel reassigned after the dissolution of the Infrastructure Engineering Department under the Commission-affiliated institution await absorption post-institutional reform; and nine others holding critical positions at the grassroots level face delayed resolution due to the ongoing organizational restructuring freeze on cadre appointments and removals, pending the issuance of Jingguan's "Three Determinations Plan."

Rectification Progress: ① The Party Working Committee's principal leader has submitted a special report to the Municipal Party Committee's Organization Department. The Administrative Committee presented the "Opinions on Addressing the Issue of Public Institution Personnel Holding Positions in Group Companies," to which the Organization Department responded via phone. In accordance with the spirit of the "Mudanjiang City Deepening State-Owned Enterprise Reform Implementation Plan" (Mu Fa [2019] No. 15) jointly issued by the Municipal Party Committee and Municipal Government, the Party Working Committee leadership has decided to proceed with a three-year transition period as outlined in the city's state-owned enterprise reform plan. ② The Administrative Committee has reported on the "Three Determinations Plan" and institutional reform matters to the municipal leadership, the National Forestry and Grassland Administration, and provincial and municipal forestry and grassland bureaus. Aligned with the "Guidance on Establishing a Protected Natural Areas System Centered on National Parks" issued by the General Offices of the CPC Central Committee and the State Council, the Provincial Forestry and Grassland Bureau proposed advancement requirements in "six aspects," clarifying that a new "Three Determinations Plan" will be formulated after the "multi-plan integration" for JingpohuLake's protected natural areas. Currently, the integration of protected natural areas within JingpohuLake has been designated as a provincial pilot project, with direct guidance from the Provincial Forestry and Grassland Bureau. A seminar on the integration and optimization of protected natural areas in JingpohuLake was held, and personnel from the Provincial Forestry and Grassland Bureau as well as national and provincial forestry and grassland planning and design institutes have conducted on-site research at JingpohuLake. Our committee is actively maintaining close communication with national and provincial authorities, having dispatched cadres to attend the special training sessions and symposiums on the "Guidance on Establishing a Protected Natural Areas System Centered on National Parks" organized by the National Forestry and Grassland Administration. This ensures timely updates on national policies and prepares for the scientific development of integration and optimization plans as well as new reform strategies. ③ The "Institutional Reform Plan for Public Institutions Under the Heilongjiang Province JingpohuLake Administrative Committee" has been drafted and submitted to the Municipal Party Committee's Organization Department. Given that the plan is currently under review, to reasonably arrange mixed personnel allocations and properly resolve mixed staffing issues among grassroots units, personnel adjustments will be made only after the public institution reform plan is approved.

2、Other issues identified in the rectification work.

(5) Falsification problems exist in the rectification outcomes.

Rectification measures: ① On August 13, the main leader of the Management Committee convened an expanded meeting of the Party Working Committee, during which the falsification of rectification outcomes and the responsible individuals were publicly criticized. Strict disciplinary measures were emphasized regarding the falsification and copying incidents, serving as a warning and educational lesson for Party members and officials. ② A review system for various summaries and reporting materials of the Jingguan Management Committee was established, clarifying the hierarchical review and approval process for submitted materials, reinforcing the responsibilities of material writers and reviewers to ensure the authenticity and accuracy of all reports. ③ The main leader of the Management Committee held admonitory talks with the individuals involved in the falsification and copying incidents, criticizing and educating them for their actions. The responsible individuals made profound self-criticisms at their respective Party branch meetings, and branch members unanimously pledged to prevent similar issues from recurring.

(6) The rectification progress was not made public.

Rectification Progress: ① In accordance with the feedback requirements, our committee publicly announced the rectification status on September 3, 2019, through a Party Working Committee document. The following documents were distributed to each unit: "Report on the Continuous Progress of Rectification and Implementation of Feedback from the Fourth Inspection Team of the Municipal Party Committee by the Party Working Committee of JingpohuLake Management Committee," "Feedback from the First Inspection Team of the Municipal Party Committee on the Inspection of the Party Working Committee of JingpohuLake Management Committee," and "Work Plan for the Division of Responsibilities in Rectifying Feedback from the First Inspection Team of the Municipal Party Committee Regarding the 'Follow-up Inspection' by the Party Working Committee of JingpohuLake Management Committee." All units were required to thoroughly study and communicate these documents to every staff member. ② Comrade Zhang Haijun, responsible for the rectification work, along with Comrade Wang Limin, Director of the Political Department, conducted reminder talks and issued criticism and education for failing to publicize the rectification results as required, emphasizing stricter adherence to work discipline in the future. ③ As part of the thematic education campaign, all cadres in the Political Department studied "Selected Important Expositions by Xi Jinping on 'Remaining True to Our Original Aspiration and Keeping Our Mission Firmly in Mind'" and "Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era: A Study Outline," as well as important speeches by General Secretary Xi Jinping. This strengthened political theory learning and enhanced the political awareness and proactive adherence to regulations among department staff.

(2) Main Issues Identified During Inspection

1、Insufficient ideological emancipation and weak efforts in resolving bottleneck issues.

(7) Inadequate ideological emancipation and lack of strong implementation have failed to effectively address the bottleneck issues in the tourism development of JingpohuLake. The leadership's thinking and working methods remain stuck in outdated patterns, lacking effective solutions to overcome the constraints hindering JingpohuLake's tourism development, resulting in weak progress and implementation.

Rectification Progress: ① The Party Working Committee convened 8 expanded theoretical study sessions for its central group, while grassroots Party organizations at all levels held over 50 study meetings. Members of the Party Working Committee, department-level cadres, and all Party members and officials were organized to thoroughly study General Secretary Xi Jinping’s speeches at the symposium on revitalizing Northeast China and his directives during his inspection of Heilongjiang, as well as the remarks made by Provincial Party Secretary Zhang Qingwei during the media open day of Heilongjiang’s delegation at the Second Session of the 13th National People’s Congress. Aligning with the municipal Party committee’s requirements for the "Staying True to Our Founding Mission" thematic education initiative, which emphasizes early action and reform, key study materials included *Excerpts from Xi Jinping’s Statements on the "Staying True to Our Founding Mission" Thematic Education*, *Compilation of Important Regulations Within the Communist Party of China*, *Study Reader on the Spirit of the Northeast Anti-Japanese United Forces, the Beidahuang Spirit, the Daqing Spirit, and the Iron Man Spirit*, and other reference materials for Heilongjiang’s "Staying True to Our Founding Mission" campaign. These efforts further solidified the ideological foundation for conducting the major discussion activities effectively. ② On December 28, 2018, March 29, 2019, and June 28, 2019, the committee held three concentrated study and discussion sessions on emancipating the mind. Members and department-level cadres actively participated in discussions, identifying prominent issues currently facing the scenic area and proposing solutions. By comparing their own work with the strengths of leading domestic scenic areas, members of the Party Working Committee and department-level cadres conducted thorough self-examinations, summarizing 30 subjective and objective problems. They also proposed 35 practical rectification measures and formulated the *JingpohuLake Management Committee’s Task List for Emancipating the Mind and Promoting High-Quality Development Through Major Discussions*, which detailed rectification measures and deadlines to enhance the effectiveness of problem-solving and drive high-quality development of the scenic area. ③ Strengthened industry management for businesses operating within the lake area.The "Work Plan for Organizing Joint Inspections of Business Units in Lake Areas by Various Functional Departments" was formulated and issued, standardizing the business approval process, rectifying 4 business units with pollution discharge issues, and participating in 4 provincial and municipal summer tourism market inspections as well as 6 joint inspections involving fire safety, environmental protection, and pricing. This achieved dynamic supervision and routine management of sales outlets, hotels, and guesthouses in the scenic area. Efforts to enhance tourism service quality included organizing a management and employee training program for JingpohuLake Scenic Area, inviting 6 provincial-level or higher experts to provide vocational training for over 400 employees, and selecting 24 personnel including tour guides, receptionists, and volcano customer service staff to participate in the city's cultural and tourism bureau-organized training on tour guide knowledge. Additionally, two training sessions were conducted at grassroots-level service units. A total of 195 management and operational staff were trained on standardized procedures for handling tourist complaints, and they attended the "2019 Provincial Tour Guide and Scenic Area Interpreter Continuing Education Training" organized by the city's cultural and tourism bureau. The "Complaint Handling Process and Requirements" was revised, and a pre-payment system for tourism-related complaints was implemented, improving tourist satisfaction. ④ Aligning with the "Guidance on Establishing a Protected Natural Areas System Centered on National Parks" issued by the Central Committee and the State Council, the management committee’s leadership proactively reported the direction and suggestions for institutional reform to the municipal committee and its office. Once approved, efforts will be expedited to coordinate and approve the "Three Determinations Plan" for the JingpohuLake Management Committee to streamline its institutional mechanisms. ⑤ A leading group for optimizing the business environment was established, headed by the management committee’s leadership, to comprehensively address historical issues by forming a task list and conducting specialized research on each item. Two problem-solving meetings have been held so far, proposing practical measures.For issues with clear solutions achievable in the short term, steps and deadlines have been set. For long-standing problems lacking solutions, efforts to identify resolution methods have been intensified to ensure lawful and proper handling of historical issues, preventing new unresolved problems. ⑥ Based on guidance and engagement in the group’s tourism product development, a joint meeting system for "Grassroots Services and Brand Building" was established. Four meetings were held with relevant departments of the tourism group company, and after gathering feedback, proposals were submitted for approval by the Party Working Committee, with prompt responses provided. Further integration of marketing efforts with JingpohuLake Tourism Group was emphasized to ensure a substantial increase in visitor numbers and boost ticket revenue.

(8) Weak innovative consciousness and lack of responsibility have led to the slow progress in the intelligent construction of JingpohuLake Scenic Area. There remains a problem of insufficient innovative awareness and weak ability to accept new things in work, resulting in the very slow pace of intelligent construction at JingpohuLake Scenic Area.

Rectification measures: ① Organized members of the Party Working Committee and department-level cadres to thoroughly study General Secretary Xi Jinping's speech at the Northeast Revitalization Symposium and his instructions during the inspection of Heilongjiang. They deeply understood the important deployment in the speech regarding "focusing on cultivating and strengthening new drivers to stimulate endogenous momentum for innovation-driven development," studied the theoretical knowledge of intelligent scenic areas in depth, and listened to reports from the responsible leaders on the construction of intelligent scenic areas. This laid the foundation for scientific decision-making in the intelligent scenic area construction. ② Sent eight relevant personnel from the Tourism Bureau, Finance Bureau, JingpohuLake Public Security Bureau, JingpohuLake Maritime Department, and Tourism Group to visit four scenic areas including Huangshan. Additionally, six personnel from the Tourism Bureau, Finance Bureau, Gate Area Management Station, Ticket Center, and Monitoring Center were organized to visit the Hailin Snow Village scenic area to study the experience of intelligent scenic area construction. Technical design proposals were discussed and negotiated with four companies: China Unicom Mudanjiang Branch, China Mobile Mudanjiang Branch, Harbin Cultural Investment Company, and China Telecom Mudanjiang Branch. The scenic area was surveyed seven times by these four companies, and design proposals were reviewed multiple times, resulting in work recommendations for our committee's intelligent scenic area platform project. These were reported to the responsible municipal leader and received full affirmation, confirming the construction of our committee's intelligent scenic area project through service procurement. Currently, the project bidding documents and procurement procedures have been fully completed, and preparations are being made to publicly tender for procurement services.

(9) There were ideological reservations, criticism lacked depth, and the democratic life meeting of the leadership team failed to achieve the effect of "reddening faces and sweating."

Rectification status: Since the feedback from the inspection "look back," our committee has not yet conducted a democratic life meeting. However, the Party Working Committee leadership has reached a consensus to strictly adhere to the requirements of the Central Committee's "Several Regulations on Democratic Life Meetings for Party Member Leading Cadres in Party and State Organs at or Above the County Level" and the provincial committee's implementation opinions when holding the meeting. ① Organize team members to carefully study the notice documents issued by the municipal committee before each democratic life meeting, watch the educational film "How to Conduct a High-Quality Democratic Life Meeting," and significantly enhance the leadership team's emphasis on the meeting. ② The leader of the Party Working Committee will personally draft the team's self-examination materials and set clear requirements for the self-examination materials of other team members, ensuring rigorous review and approval. ③ Strengthen the primary responsibility of the Party Working Committee leader, enhance the organization of the leadership team's democratic life meeting, implement the pre-meeting heart-to-heart talk system, and firmly reject any attempts to obscure or downplay issues, or substitute work problems for ideological ones, requiring revisions. During the meeting, any superficial or irrelevant criticism, or even mutual flattery, will be promptly corrected to effectively utilize the sharp tools of criticism and self-criticism, achieving the effects of "reddening faces," "sweating," and "taking a bath."

2、Theoretical learning was done perfunctorily.

(10) Superficial political theory study. The study arrangements lack systematic planning, the content is not enriched, and theoretical learning is not solidly implemented.

Rectification measures: ① Strictly implemented the "Theoretical Study Center Group System of the JingpohuLake Management Committee Party Working Committee," revised the 2019 annual theoretical study plan for the Party Working Committee, introduced specialized study topics, diversified learning methods, and designated leading study leaders, thereby enhancing the systematic nature of study. From the beginning of the year to date, a total of 21 study activities have been conducted, including 3 thematic studies, 6 concentrated discussions, and 6 viewings of educational films. Additionally, the "JingpohuLake Management Committee Party Working Committee Leadership Group’s 'Staying True to the Original Aspiration and Keeping the Mission Firmly in Mind' Thematic Education Concentrated Study and Discussion Work Plan" was formulated, leveraging the thematic education initiative to further improve the effectiveness of study. ② The Committee has incorporated the issue of irregular Party Day activities among subordinate Party organizations into the "JingpohuLake Management Committee 'Political Check-up' Rectification Record," specifying rectification measures and responsible persons. It requires annual Party Day activity plans to be formulated at the beginning of each year. Based on the approval of these plans, each branch must submit their thematic education activity plans for review and filing with the general Party branch before implementation. After the activities, results and supporting materials must be reported to the general Party branch to ensure that Party Day activities are well-planned and yield results. ③ In late October, the Committee inspected the participation of Party members and cadres from 4 Party branches in the "Study Strong Country" platform and their note-taking for the "Staying True to the Original Aspiration and Keeping the Mission Firmly in Mind" thematic education. A "Notice on the Inspection of the 'Study Strong Country' Platform and 'Staying True to the Original Aspiration and Keeping the Mission Firmly in Mind' Thematic Education Study Notes" was issued to further standardize the political theory study system and ensure the thorough implementation of all study content.

3、The Party building efforts are not solid enough, and the foundational work is relatively weak.

(11) Supplementary content added after the meeting minutes.

Rectification status: ① In strict accordance with the requirements of the "JingpohuLake Management Committee Party Working Committee Deliberation Rules," faithfully record the Party Working Committee meeting minutes and compile meeting summaries, designating a dedicated person from the Political Department to be responsible for recording the meetings and organizing the summaries. ② Established a three-level review system for Party Working Committee meeting minutes, where the recorder accurately documents the meeting content according to standards, the department head conducts an initial review, and the supervising leader performs the final review. Three issues that need clarification: First, regarding the feedback from the first inspection team of the Municipal Committee's "look back" inspection that "the 5th study session of the Party Working Committee’s theoretical study group in 2018 listed five study topics, but the fourth one was missing from the actual records, indicating post-meeting additions," the fourth study topic in the 5th session of the 2018 Party Working Committee theoretical study group was the "Mudanjiang Municipal Confidentiality Bureau Confidential Case Notification." Since the content was classified, it was orally conveyed and then retrieved, and only the title was recorded in the study notes, omitting the specific content, which led to directly listing the fifth study topic after the third. Second, regarding the feedback that "after the second 'three major and one large' (三重一大) meeting in 2019, the third meeting was skipped, jumping directly to the fourth, resulting in inconsistent numbering," our committee does not maintain a separate numbering sequence for "three major and one large" meeting records. Instead, these matters are recorded separately according to the requirements, with each item noted under the corresponding Party Working Committee meeting number. Since the third Party Working Committee meeting did not discuss any "three major and one large" matters, the fourth meeting's "three major and one large" information was recorded directly. Third, regarding the issue of "blank pages left in meeting records," our committee uses uniformly printed meeting record books, with four pages allocated per meeting. The first page contains pre-printed fields such as "Meeting Name, Time, Chairperson, Recorder, Location, Attendees, Observers, Absentees, Main Topics, and Discussion Records," while the remaining three pages are blank for recording details. However, some meetings had fewer topics, leaving one and a half pages unfilled, and the next meeting's records had to start on a new page with pre-printed fields, resulting in blank pages.

(12) The foundational materials lack authenticity.

Rectification measures: ① On August 13, the Management Committee convened an expanded meeting of the Party Working Committee, during which criticism was publicly issued regarding the incidents of copying the Party branch secretary's speech and the similarity in personal reflections, along with the relevant responsible parties. Strict disciplinary measures were emphasized concerning the falsification and copying issues, serving as a cautionary lesson for Party members and officials. ② The principal leader of the Party Working Committee and the leader in charge of law enforcement separately conducted admonitory talks with the fourth branch secretary and the individuals responsible for the copying. The fourth branch secretary and the responsible individuals each made self-criticisms within the fourth branch of the organization, serving as a warning to other Party members and officials to prevent similar incidents from recurring. ③ Our committee conducted inspections on the upload status of the Party-building cloud platform and the recording of the "Three Meetings and One Lesson" logs across all organizational branches. Issues such as discrepancies in platform entries and errors in the "Three Meetings and One Lesson" logs were addressed during the Party organization secretaries' training session, where feedback was provided alongside training and guidance to standardize the operational requirements of the Party-building cloud platform. The Party statistics information was promptly updated for 1 transferred-out member and 2 transferred-in members to ensure the accuracy and authenticity of member records. ④ The "Jingguan Management Committee's Party-building Responsibility Deduction System" was enhanced and refined. The fourth branch was disqualified from year-end Party-building excellence evaluations due to the copying of materials, and the responsible individuals were required to submit profound self-criticisms.

    (13) Weaknesses in Party Member Development. The development of Party members is uneven, with insufficient attention given to cultivating and developing Party members in certain grassroots units.

Rectification Measures: ① A comprehensive review of Party member development across all Party organizations under the committee was conducted. This involved detailed analysis of the sectoral distribution, age structure, and educational backgrounds of Party members, as well as compiling statistics on active applicants for Party membership. Special emphasis was placed on strengthening the cultivation of applicants in organizations with fewer and older Party members, laying the groundwork for balanced development of Party members in grassroots organizations. ② In August 2019, the selection and appointment process for leadership positions at the Tokyo City Fisheries Experimental Station was initiated. Through the selection procedure, one station chief and one deputy station chief were appointed in addition to the existing deputy station chief, with both assuming their roles by the end of November. While enhancing the leadership team at the station, the Party organization was re-established. By leveraging the Party organization's role as a stronghold and its exemplary function, efforts were made to gradually elevate the political awareness and stability among the station's staff. ③ Taking the "Stay True to the Mission, Never Forget Why We Started" thematic education as an opportunity, the Tokyo City Fisheries Experimental Station organized collective studies on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Additionally, the committee's leadership addressed issues of concern to the staff during their investigations, boosting the motivation for learning and development awareness among the workforce. Moving forward, efforts will be intensified in political theory education, and by inviting fisheries experts to deliver lectures, the ideological understanding and professional technical capabilities of the staff will be comprehensively enhanced.

(14) Grassroots branches conduct insufficient research on Party building work.

Rectification measures: ① On November 1, 2019, a special training session for Party branch secretaries at the grassroots level was held. It collectively organized the study and interpretation of the implementation plan for promoting the standardized construction and star-rating evaluation management of grassroots Party branches. Participants earnestly studied the "three-level four-position" responsibility list for Party building work, with a focus on standardizing the main content of the "Three Meetings and One Lecture" system, further enhancing the ability of grassroots Party branch secretaries to oversee Party building work. ② During the training, collective reminder talks were conducted with responsible persons of grassroots Party organizations to strictly enforce organizational discipline. It further emphasized the requirements to regularly study Party building work, carry out diverse themed Party day activities based on actual conditions, and strictly adhere to scheduled times for Party lecture education. ③ Since the launch of the thematic education campaign, members of the leadership team and responsible persons of Party organizations at all levels have been able to earnestly fulfill their Party building responsibilities according to actual conditions. Leadership team members have actively strengthened organizational leadership for Party building work in their respective units, urging Party organizations at all levels to strictly implement the relevant regulations of the "Three Meetings and One Lecture" system, ensuring a comprehensive improvement in its quality. ④ The agency general branch held two committee meetings on September 12 and October 15, achieving the goal of monthly committee meetings. These meetings discussed agency Party building work, reviewed and approved the "Jingguanwei 'Political Health Check' Rectification Ledger," and continuously followed up on the implementation of its contents.

4、The structure of the cadre team is irrational, and the foundational work concerning cadres is not standardized.

(15) Unreasonable structure of the leadership team. The age structure is unreasonable, the professional structure is unreasonable, and the knowledge structure is unreasonable.

Rectification measures: ① The principal leader of the committee, in conjunction with the rectification and implementation of issues identified during the annual assessment of the leadership team by the municipal party committee, reported to the Municipal Party Committee Organization Department on the problems of unreasonable age, professional, and knowledge structures within the management committee's leadership team, as well as the status of cadre team building. The leaders of the Municipal Party Committee Organization Department indicated they would comprehensively address the issues concerning the management committee's leadership and cadre team construction. At the end of October, one section-level cadre was promoted to a division-level position within the internal organization, and two section-level cadres from public institutions were transferred to section-level positions in government agencies, with the transfer procedures currently underway. ② Utilizing the weekly Friday afternoon study sessions for party members and cadres and the expanded study meetings of the party working committee's theoretical study center, three sessions were conducted focusing on professional knowledge in tourism, planning, environmental protection, and law, along with three concentrated discussions. Each team member engaged in no less than 10 hours of self-study, and one study tour was organized to four scenic spots including Huangshan to learn about smart scenic area construction, further enhancing the overall professional knowledge and capabilities of the leadership team. ③ In line with the "Remaining True to Our Original Aspiration and Keeping Our Mission Firmly in Mind" thematic education, the "JingpohuLake Management Committee Party Working Committee's Thematic Education on 'Remaining True to Our Original Aspiration and Keeping Our Mission Firmly in Mind' Concentrated Study and Discussion Work Plan" was formulated. The party working committee's theoretical study center diligently organized seven in-depth study sessions on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and important series of speeches, and conducted three thematic discussions focusing on eight aspects including party building. These efforts have inspired the leadership team to strengthen their convictions, remember their purpose, take responsibility, continuously improve their work style, and enhance their work capabilities.

    (16) Inadequate standardization in foundational cadre work. Cadre rosters have numerous missing entries, personnel files are filled out improperly, and there is a lack of required documentation in cadre files.

Rectification measures: ① Standardized and improved the "Cadre Rosters" for the Management Committee's offices and grassroots units by adding information such as ethnicity, date of transfer, graduation institution, major, and time in current position. The roster details of 210 active cadres were cross-checked against their personnel files to ensure accuracy and authenticity. ② Re-standardized key documents in cadre personnel files, including annual performance evaluation forms, appointment and removal approval forms, and transfer records, creating standardized templates. Personnel responsible for filling out these forms are required to strictly adhere to the templates, with oversight by the file administrator and the deputy director in charge of personnel, followed by review by department heads, thereby further standardizing the content of cadre files. ③ As part of the "look-back" file review initiative, our committee re-examined 153 cadre personnel files, identifying discrepancies in the "three ages, two experiences, and one identity" of 18 cadres. Investigations are currently underway, and findings will be submitted to the Party Working Committee for reassessment. Strict adherence to file management standards is enforced, ensuring timely archiving of personal personnel documents. Missing materials in cadre files are thoroughly investigated, with reports submitted to the Party Working Committee for organizational verification and determination.

(17) Unreasonable employee structure. The staff in affiliated public institutions generally have low educational qualifications, with many vacant positions and a lack of professional cadres. %% Rectification measures: ① Conducted statistical verification of the educational qualifications of staff within the management committee and its public institutions, encouraging and supporting 4 employees with lower qualifications to pursue on-the-job higher education. Coordinated with the Municipal Human Resources and Social Security Bureau’s Technical Worker Management Section and Vocational Skill Appraisal Center to clarify policies for technical worker promotions. Plans are in place to organize technical workers across the committee for position upgrades in accordance with city-wide requirements, further enhancing their professional skills. Additionally, developed a "Management Committee Technical Worker Position Level Statistics Table" for tracking position levels among administrative and institutional staff, facilitating better support for service personnel. ② In mid-September, the committee initiated the selection and appointment process for leadership positions in some grassroots public institutions. Adjustments were made to the leadership teams of the Dongjingcheng Fisheries Experiment Station (which had weak performance) and the Landscaping Management Office and Administrative Law Enforcement Supervision Team (facing heavy workloads). Specifically, one vacant leadership position (both principal and deputy) at the Dongjingcheng Fisheries Experiment Station and one deputy position each at the Landscaping Management Office and Administrative Law Enforcement Supervision Team were filled. Through organizational procedures like recommendations and evaluations, two junior cadres were promoted, and one section-level and one deputy section-level cadre were transferred laterally. ③ Enhanced efforts to attract talent, continuously optimizing and improving the cadre structure. Six civil servants were recruited for internal departments, who also participated in city-wide training for new civil servants. These individuals have been included in the management committee's talent pool, laying a solid organizational foundation for comprehensive quality improvement.

Rectification Status: ① Conducted statistical verification of the educational backgrounds of administrative and institutional staff under the Management Committee, encouraging and supporting 4 employees with lower qualifications to pursue on-the-job higher education (associate degree or above). Communicated with the Municipal Human Resources and Social Security Bureau's Technician Management Section and Vocational Skills Appraisal Center to clarify policies related to technician promotions. In accordance with city-wide requirements, the committee will organize technician rank promotions to enhance their professional skills. Additionally, formulated the "Management Committee Technician Position Rank Statistics Table" for administrative and institutional units to track technician ranks, facilitating better services for logistical staff. ② In mid-September, the committee initiated the selection and appointment process for leadership positions in some grassroots institutions. Adjustments were made to the leadership teams of the Dongjingcheng Fisheries Experimental Station (which had weak performance) and the Landscaping Management Office and Law Enforcement Supervision Brigade (which face heavy tasks). Specifically, 1 vacant principal and 1 deputy position were filled at the Dongjingcheng Fisheries Experimental Station, and 1 deputy position each was filled at the Landscaping Management Office and Law Enforcement Supervision Brigade. Through organizational procedures such as recommendations and evaluations, 2 junior staff were promoted, and 1 section-level and 1 deputy section-level cadre were laterally transferred. ③ Enhanced efforts in talent recruitment to continuously optimize and improve the cadre structure. Six civil servants were recruited for internal departments, who then participated in city-wide training for new civil servants. They were included in the Management Committee's talent pool, laying an organizational foundation for全面提升综合素质.

5、The work style rectification is not substantial or reliable, and the business environment has not significantly improved.

(18) The work style rectification is not solid. The formulated "Plan" is not substantial, with problems of implementing documents merely by issuing more documents, and pre-meeting legal studies are merely nominal.

Rectification Measures: ① Members of the Party Working Committee of the Administration Committee conducted reminder talks with heads of their respective departments. Through these discussions, department leaders enhanced their understanding of the campaign to improve work styles and combat formalism, and implemented all requirements of the work style rectification in practice. ② The "2019 Implementation Plan for Deepening Work Style Rectification and Optimizing the Business Environment at the Mirror Administration Committee" was readjusted and optimized, with measures further detailed based on the committee's actual work to enhance relevance. Grassroots units were required to revise their "Plan for Deepening Work Style Rectification and Optimizing the Business Environment," ensuring alignment with local conditions to improve pertinence and timeliness. ③ Continued advancement of the special campaign against "inaction and misconduct," with increased reminders and supervision for key positions such as frontline service departments and grassroots leaders. As a result, the quality of comprehensive administrative law enforcement in the scenic area has significantly improved. ④ Established and improved a pre-meeting legal study mechanism for the Party Working Committee, formulating the "Pre-Meeting Legal Study Plan for Mirror Administration Committee Party Working Committee Meetings." Study activities will be earnestly organized through methods such as leading study by Party officials, expert legal interpretations, and video-based learning materials.

(19) Inadequate internal management.

Rectification measures: ① Members of the Party Working Committee of the Management Committee conducted reminder talks with the heads of relevant departments where issues were identified, instructing them to submit thorough self-criticisms. They were required to strictly enforce work discipline, improve mechanisms, clarify responsibilities, and propose solutions and methods for future work. ② The Garden Management Office conducted a comprehensive inventory of workplace safety, revamped the safety management system, designated safety officers, and prohibited storing any flammable oils in warehouses. A vehicle fueling log was established, mandating all current vehicles and machinery to refuel only at designated gas stations to ensure safety measures are effectively implemented. ③ The Administrative Law Enforcement Bureau directed its subordinate unit, the Administrative Law Enforcement Supervision Team, to establish a registration system for temporarily seized items, implementing multi-level sign-off procedures. Dedicated personnel and storage were assigned to ensure accurate records. ④ In line with office space standardization efforts, in early September, the Management Committee adjusted office allocations in the urban administrative building according to regulations. Post-adjustment, uniform office numbers and doorplates were installed, displaying staff names and contact information. An updated office layout map was also created, with full completion of these adjustments scheduled by November 25. ⑤ The "Jingguanwei Office Environment Responsibility Zone System" was formulated, defining responsibilities for public area cleanliness, office interior/exterior maintenance, and periodic or random inspections. Currently, urban office environments strictly adhere to this system, achieving fundamental improvements. To address messy and unhygienic conditions in lakeside institutions, the "Management Committee Subordinate Institution Office Environment Management System" was established. Led by Deputy Director Ma Xiaoqun, two inspections were conducted across all subordinate institutions. Additionally, to maintain cleanliness and ensure regular or spot-check inspections are enforced, environmental hygiene tasks have been incorporated into performance targets.

6、Inadequate fulfillment of primary responsibilities, with weak efforts in party conduct and integrity construction.

(20) Lack of primary responsibility and weak supervision. The Party Working Committee has not prioritized party conduct and integrity construction sufficiently, leading to inadequate fulfillment of primary responsibilities.

Rectification Status: ① Earnestly fulfilled the main responsibility for Party conduct and integrity building and anti-corruption, formulated the "2019 Work Plan for Party Conduct and Integrity Building and Anti-corruption of JingpohuLake Management Committee," organized the signing of responsibility agreements for Party conduct and integrity building, and fully implemented the responsibility system in strict accordance with the plan and agreement requirements. The dual reporting system was strictly enforced; since the beginning of the year, written reports on work progress have been submitted to the Discipline Inspection Working Committee twice, along with 13 work updates. Subordinate Party organizations at all levels reported their progress in Party conduct and integrity building and anti-corruption to the Party Working Committee once. The Party Working Committee held two special meetings on Party conduct and integrity building and anti-corruption, discussing four topics, while subordinate Party organizations convened over 30 branch committee and general membership meetings to study related work, further solidifying the main responsibility for Party conduct and integrity building. ② Attached great importance to the construction of disciplinary inspection personnel; currently, the committee has two part-time disciplinary inspection staff. For the 2020 civil service recruitment, plans were made to recruit one full-time disciplinary inspector, which has been submitted to the Municipal Party Committee Organization Department's Civil Service Bureau and is expected to be completed by the end of October 2020. Strengthened the selection of disciplinary inspection members in subordinate Party organizations at all levels. On November 20, 2019, a specialized training session was organized for disciplinary inspection members of Party organizations at all levels, focusing on laws and regulations related to disciplinary inspection work and relevant provisions, effectively enhancing their capabilities in supervision and discipline enforcement. Established a post responsibility system to further clarify the duties of disciplinary inspection members, fully leveraging their role in grassroots Party organizations at all levels.③ Conducted regular inspections of the Party conduct and integrity building responsibility system, adopting the municipal Party committee’s "three assessments in one" model. During the Party building work inspection in July 2019, a simultaneous inspection and assessment of Party conduct and integrity building was carried out. Additionally, grassroots Party organizations under the committee strengthened daily supervision of Party members and officials, actively implemented the first form of supervision and discipline enforcement. For emerging or potential issues among Party members and officials, timely reminder talks were conducted, with uniformly printed records of heart-to-heart talks, effectively establishing a new pattern of early and small-scale intervention.

   (21) Limited forms of integrity education, resulting in ineffective educational outcomes.

Rectification Status: ① Combined with the special integrity education activity "Snow City Warning Bell," formulated and issued the "2019 Integrity Education Work Plan of JingpohuLake Management Committee," and strictly conducted integrity education, legal and disciplinary education, warning education, and preemptive education according to the plan. ② On the basis of centralized learning through the Party Working Committee’s theoretical study center group and fixed Friday study days, incorporated integrity education into the important content of Party branch "three meetings and one lesson." Since the beginning of the year, 13 out of 21 Party Working Committee center group study sessions included content on Party conduct and integrity building, including four case analyses and six viewings of integrity-themed films. Subordinate Party organizations at all levels conducted over 50 specialized study sessions on Party conduct and integrity building, including 12 case analyses and five thematic discussions. Organized all Party members to write over 200 reflections based on negative典型案例, and conducted one test assessment.③ While strictly implementing the "Three Meetings and One Lecture" system, Party organizations at all levels under our committee have carried out a variety of patriotic education and integrity-building activities. For example: On June 24, the retired Party members’ branch organized retired veteran Party members to visit the Geyushu Northeast Anti-Japanese United Forces Secret Camp Red Education Base in Muling City to celebrate the "July 1" themed Party Day activity, retracing the path of the Anti-Japanese United Forces. On June 28, the Party Working Committee organized over 110 Party members and cadres to commemorate the Party's birthday with a themed Party Day activity in front of the Anti-Japanese United Forces Monument at JingpohuLake. On October 10, the Party Working Committee organized all Party members of the committee to carry out a themed Party Day activity titled "Struggling for Seventy Years, Building the Chinese Dream Together" and "Remaining True to Our Original Aspiration and Keeping Our Mission Firmly in Mind," retracing the path of the Anti-Japanese United Forces at the Underground Forest Scenic Area of the Volcanic Crater. On November 14, all Party members and cadres of the committee were organized to receive integrity education at the Integrity Education Base of the Municipal Party School. Through these diverse themed Party Day activities, the reverence of all Party members and cadres for revolutionary martyrs was further inspired, effectively strengthening the cohesion and combat effectiveness of grassroots Party organizations and Party members and cadres, and enhancing their consciousness and initiative in maintaining integrity in governance.

    (22) Issues exist with outstanding receivables and payables.

Rectification Status: ①In late September, the Management Committee established a cleanup team comprising staff from the Finance Bureau, Office, Planning Bureau, and Resources Bureau to conduct a comprehensive review of outstanding receivables. In light of the complex and longstanding nature of these receivables, the responsible leadership personally examined and systematically addressed each item. ②The Management Committee formulated the "Jingguanwei Fixed Assets Inventory Plan" to conduct a thorough inventory of fixed assets, expected to be completed by the end of the year, thereby further standardizing the management of fixed assets. ③Urged the Aquatic Products Experiment Station and the Tourist Service Center to promptly rectify the identified issues, both of which completed the rectification in September 2019.

III. Next Steps

(1)Actively promoting the institutional reform of the JingpohuLake Management Committee.In line with the "Guidelines on Establishing a Natural Protected Area System with National Parks as the Main Body" issued by the General Offices of the CPC Central Committee and the State Council, we will redefine the direction of reform under new policies. Following the "six aspects" advancement requirements proposed by the Provincial Forestry and Grassland Bureau, the integration of natural protected areas in the JingpohuLake region has been designated as a provincial pilot project. Efforts will be made to include JingpohuLake's issues in the "Detailed Opinions on Provincial Natural Protected Areas Work," which will soon be issued under the joint name of the Provincial Party Committee and Provincial Government. This aims to achieve "multi-plan integration" for JingpohuLake's natural protected areas, conducting preliminary research and preparations to scientifically formulate an integration and optimization plan.

(2) Comprehensively Strengthen the Leadership Team and Cadre Development.Further enhance the political theory study of leadership teams and Party member cadres, taking the "Stay True to the Mission, Never Forget Why We Started" education campaign as an opportunity to reinforce the political construction of leadership teams. Fully elevate the "Four Consciousnesses" among leadership teams, ensuring a deep understanding of their connotations, embedding the "Four Consciousnesses" firmly in the heart, and proactively practicing and establishing the significance of the "Four Consciousnesses" in Party building work. Establish a correct orientation for personnel selection, strictly adhering to the "Regulations on the Selection and Appointment of Party and Government Leading Cadres" and related provisions when selecting cadres. Intensify training efforts for Party member cadres. Beyond participating in various learning activities organized by the full committee and branches, communicate with municipal human resources and social security departments to explore joint continuing education training programs with universities, thereby improving the educational level and competency of Party member cadres.

(3) Ensuring Thorough Implementation of Inspection Rectification Issues %% Adhering to a problem-oriented approach, efforts will focus on completing the "second half of the article" regarding the rectification of issues identified in the "look-back" inspection by the first municipal inspection team. All responsible leaders and units must demonstrate a high sense of political responsibility and regard the advancement of inspection rectification as a crucial reflection of political commitment. Strict compliance with the rectification work ledger is required, aligning with the rectification measures and timelines to ensure full progress, with each resolved issue being closed upon completion. Close attention will be paid to the unfinished rectification tasks from the inspection feedback, and strong advancement will be made according to the rectification measures and deadlines. The Management Committee will continue to consolidate the results of rectifying the issues identified in the inspection feedback, thoroughly implementing the rectification work to provide a solid organizational foundation for the comprehensive revitalization and all-round development of JingpohuLake Scenic Area. %% The general public and cadres are welcome to supervise the implementation of the inspection rectification.
