Through immediate actions to achieve results, emphasizing learning from one case to apply to others, and promoting the establishment of rules and systems to deepen effectiveness, the committee has made every effort to complete the "second half" of the municipal inspection team's work, ensuring thorough and complete rectification of the identified issues. I. Progress of the Rectification Work

The issues pointed out by the Fourth Municipal Inspection Team in their feedback to the Party Committee of JingpohuLake Tourism Group were objective, pertinent, and struck at the core. The requirements put forward were targeted and instructive. The Group's Party Committee attached great importance to the feedback, demonstrating a clear stance of complete agreement and sincere acceptance. Treating rectification implementation as a critical political task, the committee urged leading by example and full participation, elevating political awareness, strengthening political consciousness, and taking responsibility to ensure rectification is carried out with the political self-discipline of strict Party governance and the resolve akin to a warrior cutting off his wrist to win the "tough battle," using the tangible results of rectification to drive the establishment of systems and the implementation of work.

(1) Unify thinking and understanding, and elevate political stance. The Party Committee of the Tourism Group fully accepted the inspection feedback, adhering to the implementation of the feedback from the Fourth Municipal Inspection Team as the foremost political task and an inescapable responsibility. The rectification work was promptly initiated, with multiple Party Committee meetings and special sessions to advance and implement rectification measures. Each issue was analyzed in detail to study corrective actions, formulate rectification plans, and establish rectification records. The overall arrangement and deployment of the rectification work were conducted, requiring Party organizations at all levels, departments, and subsidiaries under the Group to further enhance their political stance, firmly establish the "Four Consciousnesses," unify thinking and understanding, correctly approach the inspection rectification work, and strengthen the resolve for rectification and implementation. High standards and strict requirements were upheld to advance rectification and implementation.

(2) Strengthen organizational leadership and consolidate responsibilities.Tourism GroupThe leadership team earnestly assumed the primary responsibility for rectifying the inspection feedback. After receiving the feedback from the municipal Party committee inspection team, the group immediately established a leading group for rectifying the inspection feedback of Mudanjiang JingpohuLake Tourism Group Co., Ltd., with the main responsible comrade of the group Party committee serving as the leader, other Party committee members as deputy leaders, and heads of Party organizations at all levels, relevant departments, and subsidiary companies as members. The group formulated and issued the "Implementation Measures for the Group Leadership Team to Take Responsibility for Rectifying the Inspection Feedback by Division," forming a rectification framework of "Party committee leadership, individual responsibilities, and specialized promotion." During the "Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind" education campaign, the group held a democratic life meeting to review issues in light of the inspection feedback. The leadership team members took the lead in delving into problems, conducting self-examination and analysis, and insisting on putting themselves in the position to deeply analyze the causes of the problems. This ensures that responsibilities are clearly assigned, guaranteeing that every issue is addressed, managed, and resolved by specific individuals, with accountability enforced for any lapses. A timeline was established for all rectification tasks, adopting a check-off management system according to the schedule. The principal leader of the Group Party Committee regularly reviews progress reports on rectification work each month, coordinating and resolving rectification issues collectively, and personally overseeing the resolution of complex and challenging problems.

2. Implementation of Rectification Measures Based on the Feedback from the Inspection Team

This ensured accountability at all levels, guaranteeing that every rectification issue was assigned, managed, and implemented by specific individuals, with responsibility assigned for any problems that arose. In line with the rectification timeline, a schedule was created for all issues, and progress was tracked and managed accordingly. The principal leader of the Group's Party Committee regularly reviewed progress reports on rectification efforts each month, coordinating and resolving issues collectively, while personally overseeing complex and challenging problems.

1. The Party organization has weak political awareness and poor execution capability.

1) There is inadequate study, communication, research, and implementation of the Party's theories, guidelines, policies, and decisions made by the central and higher-level Party committees. Party affairs work has long been in a state of paralysis.

Rectification ProgressFirstly,Since the official establishment of the Group Party Committee in April 2019,regular Party committee meetings have been held to conscientiously study, communicate, and implement the Party's theories, guidelines, policies, and decisions from the central and higher-level Party committees, disseminating them throughout all levels of Party organizations. During the"Staying True to Our Founding Mission" education campaign, through processes like "following procedures," conducting research, holding democratic life meetings for leadership teams, and examining and analyzing issues, the campaign has genuinely armed minds with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, guiding practice and advancing work.Second,Comprehensively implement the Friday study system, normalize expanded theoretical study sessions for the center group, and adopta "Party Theme Day+" format to organize activities such as concentrated study sessions for Party members, organizational life meetings, political birthday celebrations, and volunteer services. In celebration of the 70th anniversary of the founding of the People's Republic of China and during the second batch of "'Stay True to the Original Aspiration and Keep the Mission Firmly in Mind' themed education" activities, the Party Committee of the Tourism Group organized a special Party Day event titled "Magnificent Seventy Years, Striving in the New Era" and "Stay True to the Original Aspiration and Keep the Mission Firmly in Mind" at the Volcano Resistance League Secret Camp Memorial Hall in the Underground Forest Scenic Area of the Volcano Crater, retracing the path of the Resistance League.Third,Establish study plans for Party members and cadres in accordance with the "Theoretical Study Center Group System for the Party Committee of the JingpohuLake Tourism Group," convene at least one Party Committee meeting each month to study and deploy Party building work, and construct a responsibility system for Party building that defines subjects clearly, assigns responsibilities explicitly, and ensures organic connections.Fourth,In accordance with the "Standards for Meeting Minutes of the JingpohuLake Tourism Group Party Organizations (Trial)", relevant meeting minutes are meticulously recorded. 2)Long-term non-implementationDecision-making procedures for "three major and one big" matters. The identification of "three major and one big" matters is ambiguous, and the Party Committee of the aquaculture farm has no deliberation items related to "three major and one big" matters.

Rectification ProgressFirstly,Since the formal establishment of the Group Party Committee in April 2019, a "Three Major and One Big" decision-making scheme has been formulated. All matters pertaining to major decisions, important personnel appointments, significant project arrangements, and large-scale fund operations must be collectively decided by the leadership team, thereby strengthening collective leadership, democratic management, and democratic decision-making.Second,RegardingFrom 2007 to 2016, a re-measurement was conducted for the 10 cases where the actual area of leased tidal flats and fish ponds in aquaculture farms exceeded the contracted area. It strengthensthe "Three Meetings and One Lesson" system, enhances the daily management of Party member education, and strives to improve the ideological and political awareness as well as decision-making capabilities of each branch and leading cadre.Second,The Party Committee of the Aquaculture Farm formulated the "Requirements for Party Affairs Study at JingpohuLake Aquaculture Farm," regularly studied Party building work, conducted periodic inspections and assessments, commended those who fully leveraged the core leadership role of Party branches, and criticized and rectified branches with inadequate performance, thereby enhancing the cohesion and combat effectiveness of the Party branches.Third,regularly convening branch committee meetings and organizational life meetings,making the rules for branch discussions more reasonable and the atmosphere healthier, thereby promoting substantial and effective progress and achievements in branch work.

2) The implementation of the organizational life system is inadequate.

Rectification ProgressFirstly,the Group Party Committee formulated and strictly implemented the "Intra-Party Organizational Life System of JingpohuLake Tourism Group," which has promoted the standardization, institutionalization, and scientific management of the Party organization activities within the tourism group. It has fully leveraged the leadership, supervision, and safeguarding roles of the Party organization.Second,democratic life meetings were held in a timely manner.On August 17, 2019, a special democratic life meeting was convened to conduct a comparative review speech on the "Feedback Opinions on the Inspection of the Party Committee of JingpohuLake Tourism Group" by the fourth inspection team of the Municipal Party Committee. On November 4, a thematic democratic life meeting on the theme of "Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind" was held, which advanced the scientific development of intra-party political life and promoted the democratic construction of intra-party political life.Third,Urge party organizations at all levels to hold organizational meetings on time. Before the meeting, extensively solicit opinions and engage in in-depth heart-to-heart talks; during the meeting, seriously identify problems, deeply analyze their root causes, and clarify the direction for rectification; after the meeting, implement rectifications one by one, achieving the goal of exchanging ideas and enhancing unity among party members.

3) Heart-to-heart talks became mere formalities. In 2018, the joint party branch of the group's headquarters failed to conduct mutual talks between branch committee members, between committee members and ordinary party members, and among party members themselves.

Rectification ProgressThe Group Party Committee has formulated and strictly adhered to the "JingpohuLake Tourism Group Heart-to-Heart Talk System," persistently carrying out in-depth heart-to-heart conversations. These are assessed according to the "JingpohuLake Tourism Group Party Committee Annual Evaluation Measures for Party Building Work Responsibility System (Trial)." Regular supervision ensures the implementation of heart-to-heart talks, strengthening communication between branch committee members, between committee members and ordinary party members, and among party members themselves.

3. Democratic decision-making is not implemented effectively, with low sensitivity.

1) The rules of deliberation and decision-making have not been followed for a long time, with unclear decision-making bodies. Meeting records lack classification, and participants are disorganized.

Inadequate study of the spirit of the 19th National Congress

1) Among the 12 Party branches in the entire group, only 4 branches studied the spirit of the 19th National Congress through general membership meetings.

2. The Party's organizational structure is not sound.

2) Party branches have not undergone reelection for a long time.

Rectification Status:In accordance with the Party Constitution and the "Interim Regulations on the Election Work of Primary Organizations of the Communist Party of China," strict organization has been implemented to ensure that party organizations at all levels carry out their term changes on time. This promotes the standardization and institutionalization of the tenure of primary-level party organizations, effectively drives the development of intra-party activities, and extends the comprehensive strict governance of the Party to the grassroots level.

3. Weak Foundations in Party Building Work

1) Marginalization of Party Building Work. The political responsibility of overseeing Party building has not been earnestly fulfilled, with no full-time personnel assigned to handle Party affairs, and Party-building materials are hastily supplemented and bound on the spot.

Rectification ProgressThe Group Party Committee adheres to synchronizing Party construction with enterprise development, establishing Party organizations and working institutions simultaneously, and equipping Party organization leaders and Party affairs staff concurrently. It has incorporated enterprise Party building work into the "Articles of Association of Mudanjiang JingpohuLake Tourism Group Co., Ltd.," further strengthening the political responsibility of advancing Party construction and unifying the enhancement of Party leadership with the improvement of corporate governance. The "JingpohuLake Tourism Group Party Building Archives Management System (Trial)" was formulated to classify and archive Party building materials promptly and manage them strictly and standardizedly, thereby elevating the overall level of Party building material management.

2) The implementation of basic Party building systems is inadequate. The records of the "Three Meetings and One Lecture" are not rigorous.

By strengthening the construction of the asset management system, asset management behaviors have been standardized, and asset management has been enhanced.Second,The "Asset Management System" has been refined.According to the system requirements, subsidiaries were organized to self-check the accounting status of assets. The responsible persons signed off and reported to the tourism group for summary and filing, ensuring that accounts match and records correspond with physical assets. This has improved the daily management of assets and effectively implemented asset management practices.Third,The vehicles that were under-recorded as fixed assets in 2012 had been properly accounted for in the fixed assets records by 2014. The real estate property of the former Tokyo Fisheries Office has gone through the necessary accounting procedures, ensuring the security and integrity of the assets while maintaining and increasing their value.Fourth,Strict enforcement of the audit system for departing leading cadres was implemented.

3) Excessive use of cash payments beyond the scope for material purchases.

Rectification Progress: First,Each subsidiary company, in accordance with the requirements of the "Fund Management System," strictly handles cash receipts and payments as per regulations, effectively eliminating the occurrence of large cash payments.Second,For any procurement transactions exceeding 1,000 yuan, subsidiaries have uniformly adopted transfer payments.Records of large fund payments are maintained and subject to supervision and management.

2. Bureaucracy exists to varying degrees.

1) The meal allowance for office staff at the aquaculture farm is 20 yuan per person per day (including rest days), while the allowance for frontline workers is only 10 yuan per person per day (weekdays only).

Rectification ProgressFirstly,Adjust the meal allowance for office staff to 10 yuan per person per day.The meal allowance for office staff on holidays has been canceled, achieving equal treatment and boosting employee motivation.

2) The company seals were under centralized management by the group, requiring businesses to travel hundreds of kilometers to use them, imposing unnecessary burdens and expenses.

Rectification ProgressFirst,From August 1 to September 10, 2019, based on proper handover procedures, the official seals of 10 subsidiaries including Jingpohu Lake Aquaculture Farm, Sightseeing Boat Company, Jingpohu Lake Hotel, Europe Hotel, Sightseeing Vehicle Company, Property Management Company, Culture Media Company, Taxi Company, Jingpohu Lake International Travel Agency, and Jingzhi Hotel were transferred to their respective self-management. This changed remote seal usage to local usage, significantly reducing the processing time.Second,On September 17, 2019, considering the actual situation where the official seals of each subsidiary had been handed over to their own management, the Group Company Office issued the revised and approved "Group Company Seal Management Measures" (Mu Jing You Ji Fa [2019] No. 17) in the form of a red-headed document to all departments and subsidiaries of the group. This ensured the correctness, standardization, and seriousness of the company's seal usage, effectively safeguarding the company's interests.

3. Inadequate implementation of the "dual responsibilities"

1) The group's Party organization failed to regularly study Party governance and discipline enforcement.

Rectification Progress: First,The group's Party committee regularly studies Party-building work, establishes and improves various rules and regulations, signs responsibility agreements for Party conduct and integrity at all levels, and implements the primary responsibility of governing the Party. It has strengthened and standardized political life and oversight within the Party, enhancing the awareness of primary responsibility among Party organizations and leading cadres at all levels.Second,The group's leadership actively communicated with the Municipal Commission for Discipline Inspection and Supervision to propose the establishment of a disciplinary inspection and supervision department for the tourism group, which will be implemented according to relevant regulations upon approval.Third,Party organizations at all levels have appointed discipline inspection members in accordance with regulations, completing all election procedures. The Party committee of the tourism group has been further strengthened.Party Conduct Constructionand the intensity of anti-corruption efforts.

2)Overfishing. The use of pole screens (commonly known as "soul-trapping arrays" or "extermination nets") by the JingpohuLake Aquaculture Farm does more harm than good, and fishing continues during the closed season without implementingthe principle of "catching the large and releasing the small, rotating catches and releases."

Rectification Progress: First,In fishery production, strictly adhere to government regulations, ban non-compliant fishing gear, and effectively curb overfishing,Ensure orderly fishery production in the lake area"Keep the big, release the small, and rotate fishing and releasing."Second,Conduct planned fish stocking, maintain the ecological balance of lake waters, effectively reduce fishery resource losses, and ensure orderly and rational utilization of fishery resources.

3) Indiscriminate setting of lake-blocking nets.

Rectification ProgressFirst,Actively cooperateWith the work of the Mudanjiang Municipal Party Committee and Government's Internet Cleanup Leading Group, 22 block nets in the lake areahave been cleared and removed, with 19 block nets already cleaned up, effectively managing illegal fishing activities.Second,Regarding the three disputed lake-blocking nets,legal action was taken onSeptember 3, 2019, by filing a lawsuit with the Ning'an City People's Court to resolve the disputes lawfully and prevent further escalation.
