Jingpo Lake Management Committee Collaborates with Multiple Units to Conduct First Joint Cruise and Lake Inspection

In accordance with the requirements of the Lake Chief System, to thoroughly implement various tasks of the Jingpohu Lake Chief System and promote continuous improvement of the lake's ecological environment, on August 5, the Jingpohu Lake Management Committee joined forces with six units including Mudanjiang Maritime Safety Administration, Municipal Water Affairs Bureau, Municipal Ecology and Environment Bureau, Municipal Transportation Bureau, and Municipal Agriculture and Rural Affairs Bureau to carry out the first joint cruise and inspection of Jingpohu.

During the pre-joint inspection working meeting, the joint inspection team outlined the tasks and key focus areas for the joint inspection operation. They clarified work requirements and inspection discipline, summarized and discussed issues arising from the implementation of the "Joint Vessel Pollutant Manifest System," defined their respective supervisory responsibilities, and further improved the land-water coordination for the transfer and disposal of vessel water pollutants to enhance joint regulatory capabilities.

The joint inspection team then boarded the Hai Xun 13009 from Jingpohu Lake Villa Pier to conduct a joint cruise inspection of the Jingpohu Lake waters. The inspection focused on the following aspects: the provision and use of anti-pollution equipment and documentation for vessels; the presence of illegal vessel discharges or the operation of outdated vessels in violation of regulations; the reception, transfer, and disposal of pollutants such as domestic sewage, oily wastewater, and garbage generated by vessels; pollution-related activities in vessel operations, as well as shipbuilding and repair on land or underwater; the availability of reception facilities for vessel pollutants and waste at ports, docks, and mooring points; the resolution of recorded river and lake issues and the cleanup of "four types of disorder" along the shore; shoreline water pollution control, outfall remediation, and sewage compliance; and issues related to livestock farming, agricultural non-point source pollution, and fisheries law enforcement.

During the inspection process, all member units pooled regulatory resources, consolidated oversight efforts, strengthened law enforcement, diligently fulfilled their responsibilities, coordinated with each other, clarified tasks, and implemented rigorous measures, achieving significant results through the joint inspection.
