On the afternoon of June 7, Xi Jinping visited Qinghai Shengyuan Carpet Group Co., Ltd. located in Chengzhong District, Xining City for inspection and research. In the production workshop, Xi observed raw materials, production processes, and product displays, gaining an understanding of the protection and inheritance of the national intangible cultural heritage—Jia Ya Tibetan carpet hand-weaving techniques. He expressed approval for the company's efforts in driving local employment and income growth for residents. In the company's testing and design departments, Xi carefully examined product wear resistance tests and design patterns, inquiring about product sales channels and the company's innovation-driven development. Xi emphasized that to promote high-quality development, it is essential to focus on the most distinctive industries and the most dynamic enterprises, cultivating high-quality companies through specialized industries and driving industrial upgrading through enterprise development. Qinghai has vast potential in developing specialized industries, and proactive efforts should be made to create a policy environment that encourages, supports, and guides the development of private enterprises. The innovation service system for enterprises should be accelerated, encouraging increased investment in technological innovation, integrating traditional craftsmanship with modern technology, and enhancing the core competitiveness of enterprises. Industrial cultivation and enterprise development should be better coordinated with employment, rural revitalization, and ethnic unity, fostering mutual promotion and synergy.

He also talked with residents who were handling affairs there. He learned about the community's services offering meals and health services for the elderly and non-profit after-school care for teenagers. In the community square, Xi talked with residents who gathered around him. He pointed out that communities should serve as a crucial platform for promoting ethnic unity and progress, and the fine tradition of solidarity among people of all ethnic groups should be carried forward to jointly build a harmonious family of ethnic unity. The key to effective community governance lies in primary-level Party organizations and Party members, Xi said, stressing the need to strengthen the Party organizations as a stronghold and give full play to the exemplary role of Party members and officials in the communities. He called for improving the mechanism of primary-level self-governance led by primary-level Party organizations, making community services more thorough and satisfactory, and enhancing the people's sense of fulfillment, happiness and security by addressing their concerns and solving their problems. Stressing the original aspiration and mission of the CPC, Xi urged continued and unremitting efforts to enable the people to live a happier life.

Shaliuhe Township's Guoluozangongma Village is a resettlement community for herders. The village was lifted out of poverty in 2017 with the development of industries such as cattle and sheep farming. Xi visited the village and was warmly invited by Tibetan herder Sonam Tsering to his home, where the herder presented a hada, a traditional Tibetan ceremonial scarf, to the leader. Xi looked around Sonam Tsering's home and chatted with the family in the living room. Sonam Tsering said excitedly that the good life of herders was all thanks to the good policies of the Party, and he expressed his heartfelt gratitude to the Communist Party of China and Xi. Xi said that this year marks the centenary of the Communist Party of China, noting that the Party has come a long way from its founding and the revolution to the building of New China. The people wholeheartedly support the Communist Party of China because the Party has always served the people wholeheartedly and worked for the happiness of all ethnic groups.

When Xi left Sonam Tsering's home, villagers gathered by the roadside to greet him enthusiastically. Xi said emotionally that he was very pleased to see the villagers living a happy life. He called for continued efforts, saying that by the time the People's Republic of China marks its centenary, the Chinese nation will stand firmer among all nations across the world. No ethnic group should be left behind in the building of a modern socialist China in all respects. Only when all ethnic groups are closely united like pomegranate seeds can the great dream of national rejuvenation be realized and the flower of ethnic unity and progress bloom forever, Xi said. He wished everyone "tashi delek," a Tibetan greeting meaning good luck.

On the morning of June 9, Xi Jinping listened to the work report of the Qinghai provincial Party committee and government, affirmed the achievements made in various tasks in Qinghai, and expressed hope that people of all ethnic groups and officials in Qinghai would forge ahead with innovation, take responsibility, and work hard to celebrate the 100th anniversary of the founding of the Communist Party of China with outstanding achievements.
Xi Jinping pointed out that entering a new stage of development, implementing new development concepts, and building a new development pattern, Qinghai's ecological security status, territorial security status, and resource and energy security status have become even more important. It is necessary to optimize the pattern of territorial space development and protection, adhere to green and low-carbon development, combine with reality, leverage strengths and avoid weaknesses, and embark on a path of high-quality development with local characteristics. Based on the unique resource endowment of the plateau, it is necessary to actively cultivate emerging industries, accelerate the construction of a world-class salt lake industrial base, build a national clean energy industry highland, an international eco-tourism destination, and a green organic agricultural and livestock product export base. It is essential to accelerate the reform of the scientific and technological system and mechanisms, increase support for scientific and technological innovation and the transformation of achievements, speed up the cultivation of innovative talents, and stimulate innovation vitality. It is necessary to implement the Party Central Committee's strategic plan for promoting the large-scale development of the western region in the new era to form a new pattern and promote the high-quality development of the joint construction of the "Belt and Road," actively connect with major regional strategies such as the development of the Yangtze River Economic Belt and ecological protection and high-quality development of the Yellow River Basin, and enhance the endogenous power of economic development. Party committees at all levels, especially the principal responsible comrades, must shoulder political responsibilities, coordinate financial, tax, auditing, and other work, strictly enforce financial and economic discipline, manage and use funds from all aspects effectively, effectively prevent financial risks, strictly implement the Party Central Committee's policies and work deployments on financial and economic work, and truly implement the requirements of tightening belts.

Xi Jinping emphasized that protecting Qinghai's ecological environment is a "national priority." It is necessary to firmly establish the concept that clear waters and lush mountains are invaluable assets and effectively protect the ecology of the Earth's third pole. The protection of the Sanjiangyuan should be the top priority of Qinghai's ecological civilization construction, and the major mission of maintaining ecological security, protecting the Sanjiangyuan, and safeguarding the "Chinese Water Tower" must be fulfilled. The construction of national parks should continue to be promoted, management systems should be rationalized, operational mechanisms should be innovated, supervision and management should be strengthened, policy support should be enhanced, and more replicable and promotable experiences should be explored. Ecological governance and restoration of snow-capped mountains and glaciers, river source basins, lakes and wetlands, grasslands and meadows, and sandy deserts should be strengthened, and efforts to protect biodiversity on the Qinghai-Tibet Plateau should be fully promoted. Active efforts should be made to promote ecological protection and high-quality development of the Yellow River Basin, comprehensively manage soil erosion, steadily enhance water conservation capacity, and promote the economical, intensive, and efficient use of water resources.

Xi Jinping emphasized the need to uphold the people's welfare, rely closely on the people, continuously benefit the people, and steadfastly advance common prosperity. Effective measures should be taken to implement the people-centered development philosophy, comprehensively addressing issues such as employment, income distribution, education, social security, healthcare, housing, elderly care, childcare, food safety, and public security, while properly balancing ecological and livelihood concerns to achieve harmony between ecological protection and livelihood security. Efforts should be made to effectively link the consolidation of poverty alleviation achievements with rural revitalization, enhance standardized and green production of agricultural and livestock products, expand and strengthen specialized organic industries, carry out rural construction initiatives, improve rural living environments, elevate the quality of farmers and herders, and enrich the culture of farming and pastoral areas. Xi Jinping asked the Qinghai Provincial Party Committee and government to convey his sincere condolences to people of all ethnic groups affected by the Madoi earthquake, urging them to effectively carry out post-disaster recovery and reconstruction, address the difficulties of the affected population, reassure them, warm their hearts, and jointly create a happy and prosperous life.

Xi stressed that Qinghai is a strategically important place for stabilizing Xinjiang and Tibet. The province must fully implement the Party's guidelines for governing Tibet in the new era and shoulder the primary responsibility. It must fully implement the Party's policies on ethnic affairs, forge a strong sense of community for the Chinese nation, and deepen the building of a demonstration province for ethnic unity and progress. It must fully implement the Party's basic policy on religious work, uphold the principle that religion in China must be Chinese in orientation, and actively guide religions to adapt to socialist society. It must adhere to the holistic approach to national security, maintain bottom-line thinking, and resolutely safeguard national security. Efforts should be made to carry out regular epidemic prevention and control, effectively prevent major workplace accidents, advance the regular crackdown on organized crime and local mafia, deepen the education and rectification of political and legal teams, and maintain social stability overall.

Xi noted that during its century-long struggle, the CPC has cultivated and developed a series of revolutionary spirits with distinct characteristics, which epitomize the firm conviction, fundamental principle, and fine traditions of the Party and serve as precious spiritual assets inspiring us to forge ahead unrelentingly. To learn and draw lessons from the Party's history, it is imperative to guide Party members and officials to inherit the Party's glorious traditions, and to cultivate high moral standards. First, they should uphold the virtue of loyalty to the Party, never forget the pledge of being loyal to the Party and never betraying the Party made upon joining it, remain loyal to the Party and the Party's cause, and follow the Party with unswerving commitment even at the cost of their lives. Second, they should uphold the virtue of benefiting the people, and always stand with the people through thick and thin, take responsibilities and act proactively, and fulfill their fundamental duty of serving the people. Third, they should uphold the virtue of self-discipline, be cautious in solitude and with minor issues, and strive to be an upright and clean person, a noble person, a moral person, a person free from vulgar tastes, and a person who is of value to the people. We should build a contingent of high-caliber officials who are loyal, clean, responsible, and professional, continue to improve Party conduct, build integrity, and fight corruption, and advance the efforts to see that officials do not have the audacity, opportunity, or desire to be corrupt, so as to ensure that the Party remains a strong and vibrant Marxist party.
