Jiangsu Province Huai'an City Baima Lake Planning and Construction Management Office Visits Jingpo Lake Scenic Area for Study and Exchange

On October 25–26, a delegation of five officials, including Zhang Bai, Deputy Secretary-General of the Huai'an Municipal Government in Jiangsu Province, and Zhu Weijia, Deputy Director of the Baima Lake Planning and Construction Management Office and Party Secretary and Director of the Baima Lake Office of Huai'an City, visited Jingpohu Lake Scenic Area to study its practices in ecological protection, cultural tourism, health and wellness tourism, and other aspects of lake-type scenic area management. Accompanied by Li Dongjun, Deputy Secretary of the Party Working Committee and Director of Jingpohu Lake Management Committee, as well as Ma Xiaoqun, Deputy Director, and other relevant personnel, the delegation conducted an inspection tour.

The delegation visited key locations within the scenic area, including the new tourist service center, Diaoshuilou Waterfall, and Mountain Villa Dock, to observe the construction and development of the area firsthand. They then took a boat tour to explore the architectural and infrastructural conditions along the lakeshore in areas such as Baoyue Bay, Weizigou, and North Hutou, gaining detailed insights into the management systems and mechanisms involving the lake. Finally, the two sides held a symposium where they introduced their respective scenic areas' historical evolution, organizational structure, ecological conservation efforts, cultural tourism development, and health and wellness tourism initiatives. Both parties expressed their commitment to strengthening cooperation and exchanges, learning from each other’s experiences, and jointly advancing the development of lake-type scenic areas.

Baima Lake is located about 30 kilometers southeast of Huai'an City. It connects to the Grand Canal in the east, the Huai River's waterway into the Yangtze River in the south, Hongze Lake in the west, and the Huai River's waterway into the sea in the north. It serves as a transit lake for the eastern route of the South-to-North Water Diversion Project, is one of the top ten lakes in Jiangsu Province, and is among the 15 nationally designated key lakes with well-preserved ecosystems. The Baima Lake Ecological Protection Functional Zone spans a total planned land area of 887 square kilometers, with a controlled planning area of 610 square kilometers and a core area of 320 square kilometers. The lake covers a water surface area of 113 square kilometers (92 square kilometers within Huai'an City), stretching 17.8 kilometers from north to south and 6.4 kilometers from east to west. The lake boasts excellent ecological conditions and abundant aquatic resources.

Currently, Baima Lake is promoting the integration of four major sectors—leisure tourism, health and wellness, cultural creativity, and ecological agriculture—as part of its ecological functional zone development. Efforts are underway to streamline management systems and operational mechanisms, advance multi-plan coordination, and strive for the creation of a national-level Baima Lake Tourism Resort.
