Xinhua News Agency, Beijing, June 29 - On June 29, Premier Li Qiang of the State Council presided over an executive meeting of the State Council. The meeting heard a report on further strengthening the identification and rectification of major safety risks and hidden dangers in production, reviewed and approved the "Several Measures on Promoting Home Consumption," deliberated and passed the "Regulations of the People's Republic of China on Consular Protection and Assistance (Draft)," and discussed the "Public Security Administration Punishment Law of the People's Republic of China (Revised Draft)."
The meeting pointed out that the "6·21" particularly serious gas explosion accident in Yinchuan, Ningxia, resulted in numerous casualties and significant social impact, offering profound lessons. It is imperative to thoroughly implement the important directives of General Secretary Xi Jinping on production safety, further strengthen the identification and rectification of major safety risks and hidden dangers, and ensure meticulous and detailed work with a sense of responsibility that "never rests easy," effectively preventing major production safety accidents and safeguarding the lives and property of the people. Key contradictions must be addressed by not only identifying "hard injuries" in facilities, equipment, and the environment but also addressing the "soft weaknesses" of human factors, vigorously enhancing public safety awareness and the safety responsibilities and skills of practitioners. Comprehensive measures should be taken to address both symptoms and root causes, focusing on key industries such as gas, construction, and transportation, tackling current prominent issues while reducing safety risks at the source to prevent persistent hidden dangers and recurring accidents. Responsibilities related to production safety must be clearly defined, decomposed, and implemented throughout the entire chain of "one matter." All regions and relevant departments must adopt strict, practical, and detailed measures, enforce rigorous supervision without formalities, eliminate lax, lenient, weak, or superficial law enforcement, and effectively transmit responsibilities and pressures to the grassroots level to ensure that the identification and rectification efforts can uncover and solve problems and achieve tangible results.
The meeting noted that home consumption involves multiple sectors, long upstream and downstream chains, and substantial scale. Targeted measures to boost it will help drive household consumption growth and economic recovery. A combination of policies should be employed, with measures to promote home consumption coordinated with policies for renovating old residential communities, adapting homes for the elderly, building convenient living circles, and improving waste material recycling networks to form a synergistic force for consumption promotion. The quality and level of supply should be enhanced by encouraging businesses to offer more personalized and customized home products, further stimulating residents' willingness to consume and improving quality of life.
The meeting reviewed and approved the "Regulations of the People's Republic of China on Consular Protection and Assistance (Draft)." It emphasized the need to enhance the capacity and level of overseas security protection, accelerate the construction of an overseas security protection system, and better safeguard the legitimate rights and interests of Chinese citizens, legal persons, and unincorporated organizations abroad.
The meeting deliberated and adopted in principle the revised draft of the Law of the People's Republic of China on Penalties for Administration of Public Security, deciding to submit it to the Standing Committee of the National People's Congress for deliberation.
