To thoroughly implement the important speeches and directives of General Secretary Xi Jinping and the spirit of the 20th National Congress of the Communist Party of China,and to encourage Party members and public officials to take responsibility and actively contribute, fostering a positive, healthy, and entrepreneurial political atmosphere and favorable environment, the Party Discipline Inspection Commission of Heilongjiang Province, the Heilongjiang Provincial Supervision Commission, and the Heilongjiang Provincial Public Security Department have jointly initiated a special campaign to combat false accusations and frame-ups across the province, effective immediately. The relevant matters are hereby announced as follows.

The term "false accusation and framing" in this special campaign refers to the act of fabricating facts or forging materials to report issues with the intent of causing others to suffer adverse political consequences, reputational damage, or accountability. This includes: distorting facts for personal political gain to frame, smear, or defame others; spreading rumors and slandering others due to unmet unreasonable demands for selfish motives; or creating baseless rumors and spreading false information out of personal grudges or jealousy to vent personal resentment.

The special campaign aims to support and encourage Party members and public officials who dare and excel in struggle, take responsibility and initiative, and manage fearlessly without worrying about offending others, with a focus on investigating and punishing the following acts of false accusation and framing:

Adhering to a "zero-tolerance" policy towards false accusations and framing, every case discovered will be investigated and dealt with, ensuring strict accountability without leniency. For those whose actions constitute the crime of false accusation and framing, criminal responsibility will be pursued in accordance with the provisions of the Criminal Law of the People's Republic of China. For acts that do not constitute a crime but violate the provisions of the Public Security Administration Punishments Law of the People's Republic of China, public security authorities will impose administrative penalties such as detention or fines according to the law. If the perpetrator is a Communist Party member or a public official, disciplinary and administrative sanctions will also be imposed based on the Regulations of the Communist Party of China on Disciplinary Actions and the Public Officials Sanctions Law of the People's Republic of China, respectively, by the discipline inspection and supervision authorities.

For party members and public officials who have suffered adverse effects due to false accusations and meet the stipulated conditions, appropriate measures—such as written clarifications, face-to-face explanations, meeting announcements, or public notices—should be employed within a defined scope to clear their names, in accordance with administrative authority and procedural rules. This timely action conveys a strong message of standing by those who take responsibility and upholding integrity, while setting a clear direction for fostering righteousness and combating misconduct.

Ensure the rights of supervision, reporting, and accusation for the broad masses of Party members, cadres, and the public in accordance with regulations, discipline, and law, and fully leverage the role of public supervision; encourage and support objective, fair, and truthful problem reporting; advocate for society to consciously resist the unhealthy trend of false accusations and slander, vigorously promote the new ethos of integrity and virtue, and jointly foster a social atmosphere of unity, harmony, and progress.

Support and encourage the broad masses of Party members, cadres, and the public to actively provide leads on false accusations and slander cases. The identity of the whistleblower and the content of the report will be kept strictly confidential, and the legitimate rights and interests of the parties involved will be protected according to the law.
