Municipal Commission for Discipline Inspection and Supervision Reports Two Typical Cases of Improperly Hosting "Graduation Banquets," Emphasizing Strict Discipline Requirements
1. The Case of Jiang Long, Party Branch Secretary of Qingping Village, Qingshan Town, Linkou County, Improperly Hosting a "Graduation Banquet."In July 2022, Jiang Long improperly hosted a "graduation banquet" with 6 tables and accepted 13,000 yuan in gifts from management service recipients. In October 2022, Jiang Long received a severe disciplinary warning within the Party.

The issue of Ning Huayu, the director of the public security committee in Qunli Village, Chaihe Town, Hailin City, improperly hosting a "graduation banquet" under his father's name.In June 2022, Ning Huayu booked a banquet under the name of his father, Ning, and improperly hosted a "graduation banquet" for his daughter with 55 tables, setting up a gift register to collect monetary gifts. During the verification and evidence collection, his wife, Li, refused to cooperate and destroyed the gift register. Ning Huayu proactively returned 34,000 yuan in gifts based on memory, including 4,000 yuan from service recipients and 30,000 yuan from other relatives and friends outside of immediate family members. In September 2022, Ning Huayu was given a severe intra-party warning as disciplinary action.

The two cases reported above highlight that the issue of improperly hosting "graduation banquets" persists despite prohibitions, and violations of discipline continue to occur. All party members and officials should deeply learn from these lessons, consciously exercise caution from the outset, and nip problems in the bud.

  To further enforce discipline, the Municipal Commission for Discipline Inspection and Supervision reminds all party members, public officials, and employees in the city to strictly adhere to the "Six Prohibitions":
  1. It is strictly prohibited to use the occasion of children's academic advancement to organize or participate in disguised or altered activities such as "graduation banquets" or "teacher appreciation banquets" in one's own or others' names, employing methods like scheduling in advance or delay, splitting into multiple batches, or holding at different locations.
  2. It is strictly prohibited to attend non-family-organized "graduation banquets," "teacher appreciation banquets," or other similar events that violate regulations.
  3. It is strictly prohibited to improperly accept or give gifts, cash, securities, electronic red envelopes like WeChat red packets, or electronic gift coupons under the pretext of academic advancement.
  4. It is strictly prohibited to accept arrangements from enterprises or management service providers for outings or other activities for one's children or relatives.
  5. It is strictly prohibited to use official vehicles or vehicles managed by service recipients to transport children or relatives to school;
  6. It is strictly prohibited to use public funds or have management service providers cover the expenses for "graduation banquets" or "teacher appreciation banquets."
  Party organizations at all levels across the city must earnestly shoulder their primary responsibilities, leveraging the "Year of Work Implementation" campaign to deepen capability and style construction as an opportunity to take effective measures to strengthen local and departmental work style development. For Party members, officials, and public employees with children graduating, measures such as reminder talks and signing commitment letters should be adopted to ensure warnings are given beforehand and prevention is prioritized, resolutely correcting the unhealthy trend of using children's graduation as an excuse for extravagant celebrations and profiteering.
  Disciplinary inspection and supervision agencies at all levels in the city will intensify oversight and inspection, closely monitoring issues related to "graduation banquets," "teacher appreciation banquets," and their variations. Any Party members, officials, or public employees found in violation of regulations by organizing such events will be investigated and dealt with on a case-by-case basis, with typical cases publicly named and shamed. A "zero-tolerance" attitude will be adopted to firmly curb the unhealthy practices of "graduation banquets" and "teacher appreciation banquets," as well as deeper issues such as the intertwining of improper conduct and corruption, fostering a clean, upright, civilized, and frugal ethos.
