To encourage party members and officials to take responsibility and demonstrate a clear stance of confronting false accusers while supporting the innocent, thereby fostering a positive and healthy political ecosystem and conducive environment for proactive work and entrepreneurship, the Municipal Commission for Discipline Inspection and Supervision and the Municipal Public Security Bureau hereby announce the following two typical cases of punishing false accusations as a warning.
1. HorseCase of So-and-so falsely accusing Guan So-and-so, Director of the Civil Affairs Bureau of Dong'an District, Mudanjiang City
In June 2019, Ma, a resident of Dong'an District, Mudanjiang City, was dismissed from his former workplace for depositing public funds into private accounts and embezzlement. Unwilling to accept this, he persistently lodged complaints over the years. Holding a grudge against Guan for dissuading him, Ma fabricated allegations that Guan had plotted to murder him and openly embezzled state funds. Investigations revealed that Ma's claims were unfounded. In March 2023, the Dong'an Branch of Mudanjiang Public Security Bureau determined that Ma had committed false accusation and framing. In accordance with the "Public Security Administration Punishments Law of the People's Republic of China," Ma was fined 300 yuan.
2. Case of Ding So-and-so falsely accusing Wang So-and-soFormer Deputy Director of the Police Station in Muling Town, Muling City Public Security Bureau
In March 2023, Ding, a resident of Muling Town, Muling City, dissatisfied with the handling result of his assault case by Wang, posted information on the Douyin platform accusing Wang of shielding criminals and acting as a "protective umbrella." Upon investigation, it was found that Ding's allegations were false. In March 2023, the Muling City Public Security Bureau determined that Ding had committed false accusation and framed Wang. In accordance with the relevant provisions of the "Public Security Administration Punishment Law of the People's Republic of China," Ding was sentenced to 5 days of administrative detention.
