In accordance with the requirements of the city's "Year of Implementation" campaign for deepening capacity and work style construction and the arrangements of the Jingpohu Lake Management Committee's special working group on ideological emancipation, on August 25, the Party Working Committee of the Jingpohu Lake Management Committee convened a thematic seminar to study and comprehend the important speeches and directives made by General Secretary Xi Jinping during his inspection of Jiangsu Province, as well as the spirit of the Jiangsu-Heilongjiang Work Exchange Conference. Members of the Party Working Committee attended the meeting, while heads of various departments (units) were present as non-voting participants. Comrade Li Dongjun presided over the meeting and delivered remarks.

During the meeting, members of the Party Working Committee engaged in discussions and exchanges based on their respective responsibilities. Everyone unanimously agreed to earnestly study the important speeches and directives made by General Secretary Xi Jinping during his inspection of Jiangsu Province, as well as the spirit of the Jiangsu-Heilongjiang Work Exchange Conference. They emphasized the need to deeply understand and grasp the "Four New" major tasks assigned by General Secretary Xi Jinping to Jiangsu Province and to align them with the actual conditions of the Jingpohu Lake scenic area. This would further advance the deployment requirements of "great ideological emancipation, significant capacity enhancement, major work style transformation, and substantial work implementation," ensuring the full implementation of higher-level decisions and directives at Jingpohu. It was stressed that efforts must focus on "promoting action through learning," concentrating energy on implementation, continuously deepening ideological emancipation, breaking free from habitual thinking and subjective biases, and working creatively to turn plans into tangible results. 

Li Dongjun emphasized the following points:First, efforts should be intensified to strengthen ecological and environmental protection.Thoroughly implement Xi Jinping's ecological civilization philosophy, and strive to build a "green Jingpohu" with blue skies, green land, and clear water. Accelerate the ecological restoration and protection of Jingpohu, and promote the normalization of the lake chief system; continue to consolidate the achievements of sewage outlet investigation and remediation, and complete the "latter half" of the lake's sewage outlet remediation; strengthen joint review and coordination among environmental protection, tourism, and law enforcement departments, and improve the supporting system construction for lake protection.Second, efforts should be intensified to deepen the integrated development of "culture, tourism, and sports."Focus on the excavation and organization of cultural resources in the scenic area, and accelerate the preparatory work for the Jingpohu Lake Historical and Cultural Exhibition Hall; strive to put the floating dock into use as soon as possible, and plan and promote the construction of tourism infrastructure projects to lay a solid foundation for connecting the "South, Middle, and North Lake" tourist routes. Seizing the opportunity of being approved as a "National Sports Tourism Demonstration Base," leverage the momentum to accelerate the development of "culture + tourism + sports," and successfully host events such as the Fourth Heilongjiang Provincial Mass Fitness Games. Capitalize on Jingpohu's winter natural resources to vigorously develop the ice and snow economy and tourism, transforming the lake's green mountains, clear waters, and snowy landscapes into "gold and silver mountains," thereby creating new advantages for Jingpohu's development.Third, efforts should be intensified to deepen the enhancement of capabilities and the improvement of work style.Guided by the "Year of Work Implementation" campaign, we will continue to deepen capacity and work style development, advance the rectification of issues identified in municipal inspections, enhance the quality and cohesion of grassroots Party building, persistently improve conduct and enforce discipline, strengthen integrity culture, consolidate and elevate a clean and upright political ecosystem, and propel scenic area work to achieve higher rankings. We will meticulously prepare and rigorously carry out thematic education, thoroughly grasp the requirements of "emphasizing practice" and "promoting action through learning," and ensure both education and practice are prioritized and mutually reinforcing. Efforts will be made to translate learning outcomes into specific policies, tasks, and actions, implementing each task meticulously, thoroughly, and effectively.Fourth, we must focus on ensuring the effective implementation of key tasks.We will fully draw on the beneficial experience of advanced scenic areas in management system reform, accelerate the core task of reforming the Jingpohu Lake management system, and lay the foundation for the protection and management of Jingpohu Lake Scenic Area. Strengthening communication and coordination with the National Forestry and Grassland Administration, we will ensure the "Master Plan for Jingpohu Lake Scenic Area" enters the "first tier" for approval among similar national scenic areas, striving for expedited approval. Proactively advancing the legislation of the "Regulations on Vessel Management in Jingpohu Lake Waters," we aim to achieve significant breakthroughs within the year, providing robust legal safeguards for strengthening vessel management in accordance with the law.

The meeting also conveyed and studied the spirit of the speech delivered by Dai Shoulun, Secretary of the Municipal Party Committee, at the expanded meeting of the Municipal Party Committee's Party Construction Work Leading Group, as well as the outcomes of the mid-year review meeting for the 2023 provincial special campaign to optimize the business environment. Additionally, it reviewed the progress of the "1+5" key tasks in the first half of 2023 and the city's rankings in innovation and excellence initiatives. Implementation suggestions for the next steps were proposed.
