Since the launch of the city-wide reform of policing mechanisms, the Jingpo Lake Scenic Area Police Station of Xi'an Branch of Mudanjiang Public Security Bureau has always upheld the original aspiration and mission of the people's public security force serving the people. With the goal of "safeguarding the security and stability of the scenic area", it has thoroughly carried out the special "Year-Round Tourism Protection" operation. By strengthening work in public security prevention and control, public convenience services, potential hazard rectification, ecological protection, and cracking down on tourism-related illegal and criminal acts, the police station has fully safeguarded the safe and orderly environment of Jingpo Lake Scenic Area, protected tourists’ rights and interests, conserved ecological resources, and made positive contributions to consolidating the security and stability of the scenic area.
The Jingpo Lake Scenic Area Police Station has always regarded tourism protection work as a key task in serving the development of culture and tourism, upholding the scenic area brand and ensuring public safety. Adhering to high-level coordination, forward deployment and rigorous implementation, the police station has made every effort to create a safe and orderly tourism environment.First, compacting responsibilities for tourism protection. A special tourism protection task force has been established, with strict implementation of the systems of leadership on-duty, police force stationed at key spots and regional responsibility contracting. Tasks including prevention and control, services, law enforcement and management have been assigned to specific positions and individuals.Second, strengthening source-side control. The police station has deeply integrated smart policing with tourism-oriented policing. For key facilities and areas such as core scenic spots, tourist gathering zones, roads around the lake, waterside and cliffside sections, and business premises, strict control during peak hours, patrol control during off-peak hours and strict prevention at night have been implemented. Meanwhile, scientific and technological means such as video surveillance, traffic checkpoints and portrait comparison have been fully utilized to strengthen real-time patrol, risk early warning and rapid analysis, effectively improving the efficiency of police incident response and handling.Third, optimizing tourism protection services. Deepening the philosophy of "policing moved forward, services advanced and convenience prioritized", tourism protection service posts, consultation points and rescue stations have been set up at key nodes of the scenic area to ensure rapid response and efficient handling.
Fourth, promoting ecological policing and co-governance. Taking the lead in establishing a multi-party linkage mechanism of "public security + scenic area + enterprises", joint patrols, joint restoration and joint disposal have been carried out. Early detection and rapid handling have been achieved for illegal acts such as intentional damage to public facilities in the scenic area, harm to the ecological environment and disruption of tourism order.
The Jingpo Lake Scenic Area Police Station has taken resolute and tough action against acts that damage the ecological environment and tourism-related illegal and criminal activities, exercising strict regulation to demonstrate the effectiveness of tourism protection through actual results.Since March 2026, the police station has solved 3 cases with high quality and efficiency, effectively safeguarding the ecological environment and tourism order of the scenic area.
First, it swiftly solved the case of Zhu and another individual damaging the protective fences of Jingpo Lake Scenic Area, achieving a breakthrough within 24 hours of the incident. Zhu and the other offender have each been placed under administrative detention, creating a strong deterrent against illegal acts such as damaging scenic area facilities and harming the ecological environment.Second, it cracked the case of Qian, a criminal suspect, organizing tourists to evade scenic area entrance tickets. The Jingpo Lake Scenic Area Police Station has transferred the case to the People’s Procuratorate of Ning’an City for examination and prosecution, effectively cracking down on illegal activities that severely disrupt operational and management order and infringe upon the legitimate rights and interests of the scenic area.
Third, it efficiently concluded the case of Xu and Li engaging in illegal fishing of aquatic products.Given the special nature of Jingpo Lake, which includes both natural waters and tidal-flat aquaculture areas, as well as controversial issues such as whether self-made tools qualified as prohibited fishing gear, the Jingpo Lake Scenic Area Police Station held multiple consultations and studies with the Mudanjiang Bureau of Agriculture and Rural Affairs and the People’s Procuratorate of Ning’an City. Following two rounds of supplementary investigations, a complete chain of evidence was legally secured. The two suspects were ultimately transferred to the court for examination and prosecution on the charge of theft. They were each sentenced to six months in prison, suspended for one year, and fined RMB 4,000.
Through comprehensive strategies and persistent efforts, various police incidents in the scenic area have dropped significantly year on year. Tourist requests for help and conflicts and disputes have been handled promptly, and the quality and efficiency of services have been continuously improved. The integrity rate of public facilities and the capacity for ecological environment management in the scenic area have been comprehensively enhanced, and ecological protection has been further strengthened. Illegal cases in the scenic area have been investigated and resolved quickly and punished severely in accordance with the law, demonstrating strong law enforcement deterrence, and the public security and tourism environment have been steadily improving.Going forward, the Jingpo Lake Scenic Area Police Station will effectively consolidate the achievements of the spring special tourism protection operation. Focusing on its core duties, the police station will improve the three-dimensional prevention and control system, enhance emergency response capabilities, maintain a tough stance in cracking down on illegal activities, and accelerate the handling of illegal cases. It will further tighten responsibilities for ecological management and protection to build a solid ecological security barrier, deepen inter-departmental coordination and cooperation, and improve the long-term governance mechanism.
