





At 8:30 a.m. on July 17, the Jingpo Lake Administrative Commission convened a work meeting on flood prevention and post-disaster recovery for the Jingpo Lake Scenic Area. The meeting aimed to convey and implement the spirit of the speech delivered by Mayor Yang Yong at the municipal flood prevention video scheduling meeting held on July 16, and arrange and deploy subsequent work in light of the current flood control situation of the scenic area. Li Dongjun, Deputy Secretary and Director of the Jingpo Lake Administrative Commission, presided over the meeting. Members of the leading team as well as principals of all departments and affiliated units of the Commission attended the meeting.

The meeting pointed out that the flood situation in Jingpo Lake has attracted widespread attention from all sides, and the flood prevention situation remains extremely severe. All staff of the Commission must firmly uphold a bottom-line thinking, coordinate the advancement of flood prevention and post-disaster recovery work, adhere to the principle of taking early and proactive precautions, fully complete the statistics of disaster losses and post-disaster recovery work, and make adequate preparations to minimize the economic losses caused by floods and resume scenic area opening to tourists at an early date.

The meeting stressed key arrangements for the next phase of work as follows.First, continuously solidify flood prevention safety duty work. The Commission will carry out all-round inspections on infrastructure across the scenic area, conduct regular checks on the conditions of signs, lighting, enclosures and other facilities, standardize the whole-process management of the removal, transportation and disposal of waste flood prevention materials, and arrange special personnel for full-time supervision. Full-time staff will be deployed for round-the-clock duty and patrol in risk-prone areas, and regular publicity and persuasion will be conducted to keep tourists away from dangerous areas, so as to firmly safeguard the bottom line of flood prevention safety in the scenic area.Second, comprehensively promote the restoration and renovation of disaster-stricken facilities. Seizing the window period of receding water levels, the Commission will promptly right, replace and repair collapsed and damaged scenic signs and plates, and remove all kinds of water-damaged facilities in a timely manner. It will conduct a comprehensive investigation of disaster impacts in key areas including Luyuan Island, Dacaizheng and Power Plant, register all damaged items one by one, and establish and improve disaster data ledgers to provide data support for subsequent disaster prevention and mitigation work. Efforts will be made to rush-repair damaged roads, carry out overnight silt clearance operations, accelerate the rectification and restoration of damaged ongoing projects, and advance the construction of projects in disaster-free areas in an orderly manner. All kinds of restoration materials such as wood and stone will be fully stocked in advance with sufficient construction personnel deployed. Once the water level recedes, round-the-clock construction will be launched immediately, prioritizing the restoration of core scenic areas. After the water level drops, all staff will be deployed to the front line to centrally clear silt and garbage from key tourist areas including squares, Waterfall Viewing Bridge and lakeside plank roads. Adhering to the principle of "ensuring accessibility first and then upgrading quality", the Commission will give priority to restoring basic traffic and tourism functions of the scenic area, and carry out refined restoration of greening and landscapes in phases.
Third, effectively complete preparatory work for the scenic area’s reopening. Preparations will be made in advance for silt clearance and renovation of water-affected areas such as the tourist service center and public restrooms. Disinfection agents will be reserved in advance, and full indoor disinfection will be conducted immediately after the water recedes to prevent secondary post-disaster epidemics and ensure tourist safety. The Commission will coordinate and arrange cruise ship operations, systematically prepare publicity materials for the reopening, unify and standardize publicity standards for post-disaster recovery, and carry out external publicity in an orderly manner to effectively prevent and defuse negative public opinions. It will comprehensively clean up the internal and external environment of disaster-stricken exhibition halls in the Jingpo Lake Museum Cluster, rationally arrange tour guide personnel to serve at various tourist spots, accelerate the final acceptance of the Geological Museum and Integrity Culture Museum projects, improve the post-disaster cultural and tourism service system, and fully complete all preparations for the scenic area’s reopening and operation.
Going forward, all staff of the Commission will maintain a responsible attitude of always staying vigilant, coordinate flood prevention safety, facility restoration, tourist services and scenic area publicity work, seize the favorable window period to restore scenic area operations rapidly, and fully guarantee people’s lives and property safety as well as the stable and sound development of the scenic area.
