In 2011, the general work plan for Party building of the Jingpohu Lake Lake Management Committee is as follows: Adhere to the guidance of the spirit of the Fifth Plenary Session of the 17th Central Committee of the Party, conscientiously implement the work arrangements of the 15th Plenary Session of the 10th Municipal Party Committee and the Municipal Government Working Committee, focus on the two major tasks of serving the center and building the team, take accelerating development and achieving leapfrog progress as the main line, and use the "Three Realities and Two Innovations" theme practice activities as a starting point to innovate Party building work in government agencies, boost the morale of cadres, and make breakthroughs in implementing the "Regulations on the Work of Grassroots Organizations of the Communist Party of China in Party and Government Agencies" and the "Opinions of the Mudanjiang Municipal Party Committee on Further Strengthening and Improving Party Building Work in Government Agencies," target evaluation, striving for excellence, building learning-oriented Party organizations, and promoting the creation of Party building brands. Guide all branches and the majority of Party members and cadres to fully leverage the fighting fortress role of Party organizations and the exemplary vanguard role of Party members, taking the lead and setting an example in the scenic area's leapfrog development, making greater contributions to completing the annual work tasks set by the Management Committee and accelerating the realization of the city's economic and social leapfrog development. The key tasks to focus on are as follows:
1. Guided by the "Three Realities and Two Innovations" thematic practice activities, providing guarantees for strengthening Party building in government agencies.
By launching initiatives such as the "Pioneer Party Member Post" and "Pioneer Party Member Unit" campaigns, we educate and guide Party members and cadres to innovate with a practical attitude, work with a pragmatic style, tackle challenges with effective implementation, create first-class endeavors, and achieve outstanding performance. Specifically, we focus on being "Five Pioneers": First, seek truth—be a pioneer in learning and updating concepts; Second, be pragmatic—be a pioneer in working diligently and loving one’s job; Third, implement resolutely—be a pioneer in decisive execution and swift action; Fourth, innovate—be a pioneer in keeping pace with the times and daring to explore; Fifth, strive for excellence—be a pioneer in high-standard positioning and striving for the top.
2. Taking the creation of learning-oriented Party organizations as the vanguard, providing political impetus for accelerating scenic area development.
(1) Strengthen leadership and focus on building learning-oriented leadership teams. Leading groups at all levels are not only organizers and commanders in establishing learning-oriented Party organizations but also the first practitioners. They must lead by example and take the initiative. We will organize Party members and cadres to carry out activities such as "Promote Learning, Enhance Competence, and Build Image" and "Study Policies, Theories, Professional Knowledge, and Skills," requiring each leading cadre to write over 10,000 words of study notes. By establishing learning-oriented leadership teams, we continuously improve the ability of leading cadres to fulfill their duties, solve problems, and drive innovation and development.
(2) Strengthen execution, explore and establish practical learning operation mechanisms, and enhance the organizational capacity to promote learning. Establish effective work systems and operation mechanisms to make learning the primary need and conscious action for every Party member's survival and development. First, establish and improve systems for Party member training, annual learning plans, and periodic analysis and inspection. Carefully formulate annual, quarterly, and monthly learning plans for the general branch, branch, and Party members, identifying key learning content and research topics. Ensure planned and organized learning implementation while tracking and inspecting progress, promptly correcting any issues. Second, organize activities such as Party member learning days, seminars, research, collective study sessions, leadership lectures, expert guidance, and initiatives like "Read More, Read Good Books, Read Wisely" and "Leadership Book Recommendations." Develop the "Employee Book Corner" and focus on the management, motivation, and recommendation of Party affairs cadres. Organize study tours for Party affairs cadres to learn from advanced Party-building experiences in other regions, broadening their perspectives through multiple channels. These activities aim to comprehensively improve the overall quality of Party members and cadres. Third, formulate assessment and incentive measures for building a learning-oriented Party organization to encourage enthusiasm for learning among Party members and cadres, stimulate intrinsic motivation for diligent study, and enhance the consciousness and initiative of learning.
(2) Strengthen execution, explore and establish practical learning operational mechanisms, and enhance the organizational capacity to promote learning. Establish effective work systems and operational mechanisms to guide learning through institutional arrangements and constraints, making it the primary need and conscious action for the survival and development of every Party member. First, establish and improve systems for Party member training, annual learning plans, and periodic analysis and inspections; carefully formulate annual, quarterly, and monthly learning plans for Party branches, Party members, and cadres, identifying key learning content and research topics, and ensure learning is carried out systematically and organized. At the same time, track the implementation of learning and promptly correct any issues found. Second, organize activities such as Party member study days, seminars, research, collective learning, leadership lectures, expert guidance, "reading more, reading good books, and reading wisely," and "leader-recommended books," while also managing the "Employee Bookstore." Emphasize the management, motivation, and recommendation of Party affairs cadres, and organize study tours for them to learn from the Party-building experiences of advanced cities, thereby broadening their horizons through multiple channels. Through these activities, comprehensively enhance the overall quality of Party members and cadres. Third, develop assessment and reward measures for building learning-oriented Party organizations to inspire enthusiasm for learning among Party members and cadres, mobilize their internal drive for diligent study, and increase their consciousness and initiative in learning.
III. Focusing on the "Striving for Excellence" Campaign to Provide Spiritual Motivation for the Comprehensive Completion of Central Tasks %% (1) Grasping the Theme of "Striving for Excellence" to Further Enhance the Appeal and Timeliness of the Campaign Truly making the process of the "Striving for Excellence" campaign one that elevates professional standards, strengthens grassroots organizations, improves institutional conduct, and builds a capable team. %% First, each Party branch and committee should, based on the actual work of their respective units and departments and the development of Party members, formulate specific plans for the "Striving for Excellence" campaign, including phased goals and annual plans. Each Party member should propose methods and measures for participating in the campaign based on their personal needs and work realities. %% Second, carry out the "Striving for Excellence" campaign commitment and documentation activities. In accordance with the unified requirements of the Municipal Government Working Committee, issue and implement the "Implementation Plan for Commitment, Evaluation, Documentation, and Appraisal Work in the Jingpohu Lake Lake Management Committee." Meticulously organize the campaign through methods such as public commitments, leadership evaluations, public appraisals, and commendations. All Party members will collectively commit to five areas: fulfilling obligations, adhering to rules, serving development, safeguarding the overall situation, and completing tasks. Additionally, emphasis should be placed on individual Party member documentation and leadership evaluations, ensuring that Party organizations and members actively place themselves under the supervision of the organization and the public, fully leveraging their vanguard roles. Fourth, we will advance the Party-mass co-construction and excellence creation activities, leverage the roles of trade unions and the Communist Youth League in serving the central tasks, and further enhance efforts in serving the masses. In conjunction with the city-wide initiatives such as "Ten Thousand People Evaluate Baike" and "Three Excellences Civilized City," we will organize and carry out excellence creation activities like "Urban-Rural Hand-in-Hand Pairing and Co-construction."
First, each Party branch and Party committee should, based on the actual work and Party member development of their respective units and departments, formulate specific plans for the "Excellence and Vanguard" campaign, including phased goals and annual plans. Each Party member should propose methods and measures for participating in the campaign according to their personal needs and work realities.
Second, carry out the "Excellence and Vanguard" commitment and documentation campaign. In accordance with the unified requirements of the municipal Party committee, issue the "Implementation Plan for Commitment, Evaluation, Documentation, and Appraisal Work in Jingpohu Lake Lake Management Committee." Through methods such as public commitments, leadership evaluations, public reviews, and commendations, meticulously organize the "Excellence and Vanguard" campaign. All Party members will collectively commit to five areas: fulfilling obligations, adhering to rules, serving development, maintaining the overall situation, and completing tasks. At the same time, focus on individual Party member documentation and leadership evaluations to ensure Party organizations and members actively place themselves under organizational and public supervision, fully leverage their vanguard roles, and create a positive environment where Party organizations strive for excellence and Party members compete for distinction, contributing to the rapid and substantial development of the scenic area.
Third, leverage unique advantages to innovate Party-building brand activities. Launch Party-building brand activities across the committee that feature deep thematic content, strong branding, robust work measures, and high popularity among Party members. Transform Party organizations at all levels into cohesive, development-driven, and harmony-promoting leadership cores and strongholds, providing solid organizational support for accelerating the development of the scenic area.
Fourth, promote joint Party-mass efforts in the "Excellence and Vanguard" campaign, leveraging the roles of trade unions and youth leagues in serving central tasks, and further intensify efforts to serve the public. In conjunction with city-wide activities like "Ten Thousand People Evaluate Public Services" and "Three Excellences Civilized City," organize "Excellence and Vanguard" activities such as "Urban-Rural Hand-in-Hand Pairing and Co-construction."
IV. Intensify Efforts to Advance Four Key Projects and Meticulously Organize Initiatives to Keep Party Building Work in Step with the Times
First, implement the project to improve grassroots organizational structures. To strengthen leadership over grassroots Party organizations, continuously expand the coverage of Party building work within grassroots units, and promote their healthy and orderly development, the Party General Branch should establish trade unions, youth leagues, and women's federations tailored to actual conditions. This will extend Party building efforts to grassroots levels, ensuring every Party member finds their organizational home, participates in organizational activities, and creates a platform for grassroots units to exchange ideas and discuss public service.
Second, implement the performance evaluation project. Seizing the opportunity to study and implement the "Regulations on the Work of Grassroots Organizations of the Communist Party of China in Party and State Organs," thoroughly implement the "Key Points of Party Building Work for Municipal Organs in 2011" and the "Assessment Measures for Party Building and Work Style Construction Target Responsibility Systems in Municipal Organs." In line with the overall committee's practical work, formulate the "Assessment Measures for Party Building and Work Style Construction Target Responsibility Systems in Jingpohu Lake Lake Management Committee." Align with established goals, identify key points for service development, and create a structured Party building framework with clear task delegation and division of responsibilities.
Third, implement the volunteer excellence project. Firstly, actively participate in volunteer activities organized by the Municipal Working Committee, focusing on environmental governance, policy advocacy, product promotion, aiding the disadvantaged, project development, and trade-tourism-cultural initiatives. Secondly, conduct high-quality research centered on core themes. Under the "Three Practicalities and Two Innovations" campaign, mobilize Party members and cadres to engage deeply with grassroots communities, gather public concerns and opinions, address their difficulties, and contribute insights for decision-making and the scenic area's leapfrog development.
Fourth, implement the cultural enhancement project. Carefully organize celebrations for the 90th anniversary of the Party’s founding, designing tailored activities that reflect the Management Committee's characteristics. Through recognizing exemplary Party member roles and outstanding members, revisiting入党誓词 (oath of Party membership), hosting red song choruses, New Year cultural performances, staff sports competitions, Jingpohu Lake Hua music contests, and outdoor team-building activities, strengthen Party cohesion, elevate cultural life quality, and achieve goals of moral cultivation, stress relief, harmony, and work motivation.
Fifth, focus on five fundamental Party-building tasks to comprehensively strengthen the construction and work style of Party organizations within government agencies.
Firstly, in accordance with the spirit and requirements of the notice issued by Mudanjiang Municipal Organization Joint Document No. 3 [2011], titled "Implementation Opinions on 'Dual Management and Two-Way Service' for On-Duty Party Members in Government Agencies," we will conscientiously carry out mobilization efforts. All members are required to register and report to their respective communities within the stipulated time frame to receive assigned tasks.
The second is to strengthen the work style of government agencies, providing guarantees for the development of the scenic area. In accordance with the requirements of the municipal party committee plenary session and the central tasks of the party committee, we aim to enhance governance capacity and administrative efficiency, using administrative accountability as a means to address work style issues among party members and officials. In terms of writing style, we resolutely overcome "lengthy, false, and empty" content, vigorously advocating for "concise, practical, and innovative" approaches. In terms of work style, we address problems such as "superficiality, buck-passing, and obstruction." In terms of systems, we establish scientific performance evaluation methods to motivate the entire cadre team by rewarding excellence and penalizing underperformance, thereby improving administrative efficiency.
The third is to carry out activities for creating civilized units. We actively engage in the evaluation of civilized units, civilized departments, and civilized employees, combining the creation of civilized units with the promotion of a positive work atmosphere in government agencies. This effort is integrated with activities such as "Three Realities and Two Innovations," "Striving for Excellence," the creation of party-building brands, and the establishment of a "Three Excellences" civilized city. At the same time, following the municipal party committee and discipline inspection commission's requirements to "address incompetence, laziness, and disorganization," the general branch, along with other departments, forms joint inspection teams to strengthen oversight, thereby elevating the quality of civilized unit creation.
The fourth is to strengthen the construction of a clean and honest party and government, fostering a clean and upright working environment. We thoroughly study and implement the spirit of the municipal discipline inspection commission plenary session and the "Regulations on Clean Governance for Leading Party and Government Officials of the Communist Party of China." Activities such as organizing study sessions on the "Regulations on Clean Governance," visiting red memorial sites, having experts deliver warning reports, and watching case study documentaries are conducted to continuously enhance party members' and officials' awareness of the masses, legal concepts, and their ability to resist corruption. We further improve democratic centralism, implement the regulations on protecting party members' rights, and promote transparency in party and government affairs. We establish a party member information database and a QQ group for party affairs cadres, creating an online platform for intra-party discussions and democratic supervision to increase party members' and officials' rights to information and participation, ensuring they stay informed about the party's policies. We implement the responsibility system for clean governance to deepen the construction of a clean and honest party and government.
The fifth is to widely publicize and mobilize, focus on selecting and promoting role models, and create a strong atmosphere to boost the advancement of party-building work. Identifying, establishing, and publicizing advanced models should be a key approach to advancing party-building and the "Striving for Excellence" activities. Role models should be selected from among party members and officials close to the masses and from different units and positions, providing examples for others to emulate and fostering a dynamic environment where the less advanced strive to catch up with the advanced, and the advanced continue to excel. Special issues and reports on the "Striving for Excellence" activities should be produced. Media platforms such as party-building QQ groups, party-building information networks, and municipal party-building information networks should be utilized to extensively publicize advanced models, particularly highlighting the significant changes and achievements of the Jingpohu Lake Lake Management Committee in the "Striving for Excellence" campaign, ensuring strong support for the high-quality completion of central tasks.
