Five-Year Plan for Party Building Work of Jingpo Lake Management Committee (2011-2015)

To thoroughly study and implement the spirit of the Fourth and Fifth Plenary Sessions of the 17th CPC Central Committee, strengthen the Party's governance capacity, consolidate the achievements of the Scientific Outlook on Development education, further promote the in-depth development of Party-building activities, effectively enhance the creativity, cohesion, combat effectiveness, and overall level of grassroots Party organizations, and create a new phase in the Party-building work of our committee, based on the municipal Party committee's work arrangements for strengthening Party construction and the implementation opinions on deepening the "Excellence and Vanguard" and "Three Practicalities and Two Innovations" activities, combined with the actual conditions of our committee, the Party committee has decided to formulate the following five-year plan for Party-building work from 2011 to 2015:
I. Guiding Ideology
Guided by the spirit of the 15th Plenary Session of the 10th Municipal Party Committee, with the main focus on carrying out activities to excel and serve the people and deepening the "Three Realities and Two Innovations" theme practice, closely revolving around the overall development of the scenic area during the 12th Five-Year Plan period, and with the emphasis on strengthening grassroots organizational construction, we will emancipate our minds, seek truth and innovate, comprehensively advance the Party's ideological, organizational, work style, institutional, and anti-corruption efforts, closely integrate with reality, improve mechanisms, strengthen functions, and achieve practical implementation. We aim to realize the goals of innovation and excellence, comprehensively enhance service quality and Party building standards, and provide strong organizational guarantees for creating a new type of institution characterized by orderly management, excellent service, beautiful environment, and civilized harmony, as well as promoting the sound and rapid economic development of Jingpohu Lake Scenic Area.
II. Party Building Objectives
(1) Party building efforts should strive to achieve the "Five Good" objectives: (1) Good leadership. The leadership and its members can conscientiously implement the Party's line, principles, and policies, maintain close ties with the masses, be politically steadfast, truth-seeking and pragmatic, pioneering and innovative, diligent and honest, and united and cooperative. (2) Good Party member and cadre team. Workers can play a leading role, and Party members can serve as exemplary models. (3) Good working mechanisms. The Party branch has sound and standardized working systems, and the Party building coordination mechanism is well-developed. (4) Good work performance. (5) Good public feedback.
(2) All Party members should strive to "Take the Lead in Five Aspects": First, take the lead in learning and improving. Strengthen the study of political theory, consciously firm up ideals and convictions; earnestly study and practice the Scientific Outlook on Development, establish awareness of scientific development, and enhance the ability for scientific development; diligently study scientific and cultural knowledge, rigorously master professional skills, and become experts in their respective fields. Second, take the lead in striving for excellence. Possess a strong sense of responsibility and dedication, love their jobs, work hard, pioneer and innovate, and selflessly contribute, achieving outstanding results in their positions and clearly demonstrating exemplary roles. Third, take the lead in serving the masses. Keep in mind the Party's purpose, care for the people, consciously enhance the sense of responsibility and service, actively help the masses solve practical difficulties, and consciously safeguard their legitimate rights and interests. Fourth, take the lead in observing discipline and laws. Earnestly study and implement the Party Constitution, consciously abide by Party discipline, and exemplarily comply with national laws and regulations. Fifth, take the lead in promoting integrity. Consciously practice the socialist core value system, firmly establish the socialist concept of honor and disgrace, promote new socialist trends, and dare to fight against unhealthy practices and violations of discipline and law.
(3) All Party members should strive to become "five vanguards": first, being pragmatic as pioneers in adept learning and conceptual renewal; second, being down-to-earth as pioneers in dedication and professionalism; third, being resolute in execution as pioneers of decisive and swift action; fourth, being innovative as pioneers who keep pace with the times and dare to explore; and fifth, striving for excellence as pioneers who set high standards and compete for top performance.
III. Main Tasks
(1) Carry out the "Excellence and Vanguard" campaign with the practical theme of "Taking the Lead in Striving for Excellence, Setting an Example in Serving Development" and the brand of "Devotion to Jingpo, Pursuit of Leapfrogging." All departments and units should, based on their actual work, focus on fulfilling their core responsibilities, and determine specific practical themes centered around the implementation of major strategies such as building Jingpohu Lake into a leading tourism industry, constructing a national 5A-level scenic area, and establishing an international tourism and cultural demonstration site. Strive to create a dynamic environment for the campaign with prominent themes, distinctive features, and tangible results. At the same time, the following key tasks should be prioritized:
1. Deepen the "Building a Learning-Oriented Party Organization" campaign. Starting from fostering advanced learning concepts and building a shared team vision, improve the learning program, innovate learning platforms, optimize learning formats, and widely carry out activities such as "Building Learning-Oriented Party Organizations, Building Learning-Oriented Leadership Teams, Striving to Become Learning-Oriented Leaders, and Striving to Become Learning-Oriented Party Members." Strengthen execution, explore and establish practical learning operation mechanisms, and enhance the organizational capacity to promote learning. Establish effective work systems and operation mechanisms to ensure learning becomes the primary need and conscious action for every Party member's survival and development. Emphasize the development and utilization of human resources and collective wisdom, guiding Party members and cadres to pursue development through learning, seek breakthroughs through learning, and advance the completion of the "Seven Doubling" goals through the application of learning outcomes.
Enhancing the competency and quality of Party members and cadres in government agencies.
2. Expand the "Upholding Party Spirit, Valuing Conduct, and Setting an Example" campaign. Summarize the experiences of the "Upholding Party Spirit, Valuing Conduct, and Setting an Example" campaign carried out in organizational and personnel departments, and further promote it among all Party members in government agencies. Strive to build a high-quality team of Party members characterized by strong political commitment, professional excellence, upright conduct, and a positive image.
3. Deepen the efficiency improvement in government agencies. By striving to become a model unit in efficiency enhancement, we will continue to extend efforts in improving work style and efficiency to departments and frontline operations. Strictly implement the "Eight Systems for Efficiency Improvement," and ensure the fulfillment of all tasks related to efficiency enhancement through measures such as overt inspections, covert visits, and performance evaluations. This will effectively improve the work style and efficiency of government agencies.
4. Promote urban-rural paired collaboration. All departments and units should fully leverage their advantages, boldly innovate carriers, enrich content, and effectively implement urban-rural paired共建 activities. Jointly carry out excellence-creation activities with party organizations of paired units, collaboratively study and set争创goals and plans, earnestly sign联动联创agreements, frequently exchange good practices and new experiences, and gradually establish a working mechanism with共建units that includes joint organizational activities,联动of party members,联培of cadre education,联享of resource utilization,联管of talent teams,联手in reform and development, and联建for social harmony.
5. Strive to create "Pioneer Party Member Posts and Model Party Member Windows." Through measures such as wearing Party member badges, establishing pioneer posts, displaying Party member identification at workstations, and designating Party member responsibility zones, the identity of Party members should be highlighted to encourage them to play exemplary roles. A number of model Party member posts should be established in select service-oriented units to drive broader impact. The specific steps for advancing the "Excellence and Vanguard" campaign are as follows: - **Comprehensive Promotion Phase (January 2011 to June 2011):** Focus on activities commemorating the 90th anniversary of the founding of the CPC. Efforts should continue to address follow-up tasks from the study and practice campaign, fulfill commitments made to the public, and establish long-term mechanisms for deepening the implementation of the Scientific Outlook on Development. Grassroots Party organizations and members should actively deliver on their public pledges, propelling the campaign to new heights. Before July 1, 2011, outstanding grassroots Party organizations, exemplary Party members, and outstanding Party affairs workers will be collectively recognized. - **Deepening and Elevation Phase (July 2011 to June 2012):** Focus on activities leading up to the 18th CPC National Congress. Grassroots Party organizations and members should launch a new round of excellence and vanguard pledges, showcasing outstanding performance and high spirits as a tribute to the Party. Before July 1, 2012, special recognition will be given to outstanding grassroots Party organizations and Party members who have made remarkable contributions to the campaign from 2010 to 2012.Summary and Improvement Phase (July 2012 to before the Party's 18th National Congress): Centered on celebrating the Party's 18th National Congress, all branches and departments systematically summarized and reviewed the progress of the "Striving for Excellence" campaign. The achievements of the campaign were showcased through activities such as photo exhibitions, theoretical seminars, compiling books, and setting up dedicated website columns. Effective practices from the campaign were institutionalized to establish a long-term mechanism for striving for excellence.
(2) Solidly and effectively carry out the "Three Realities and Two Innovations" themed practical activities, which primarily focus on "seeking truth, pragmatism, implementation, innovation, and striving for excellence." In accordance with the municipal Party committee's "Guidance on Comprehensively Launching the 'Three Realities and Two Innovations' Themed Practical Activities" and the "Implementation Plan for Conducting the 'Three Realities and Two Innovations' Themed Practical Activities Citywide," the initiative will center on the theme of "seeking truth and innovation, striving for leapfrog development and excellence," with accelerating scenic area development as the main thread and the "Three Realities and Two Innovations" as the vehicle. It aims to unite efforts, foster innovation and entrepreneurship, and provide strong organizational support for the coordinated and differentiated development of Jingpohu's "four major sectors" (Jingpohu, Bohai Kingdom, Underground Forest, Jingpohu Lake Town) and the strategic positioning of "expanding south, linking north, extending west, expanding east, and enhancing," as well as the effective implementation of the "Nine Major Projects." The specific objectives of the "Three Realities and Two Innovations" practical activities are as follows: - By the end of 2011, preliminary results will be achieved in the "Three Realities and Two Innovations" activities, with a preliminary formation of a culture emphasizing practical action, tangible results, and striving for excellence. The development goals for the first year of the 12th Five-Year Plan will be successfully completed, and all aspects of the committee's work will reach a higher level, showing significant overall improvement. - The "Three Realities and Two Innovations" themed practical activities will rank among the city's advanced initiatives. - The creation of Party-building brands will enter the city's Party-building brand creation ranks. - Strive to become a municipal-level outstanding unit in target management. - Strive to become a municipal-level advanced Party organization. - Strive to become a provincial-level outstanding tourism unit. - Strive to become a municipal-level outstanding unit in law enforcement work. - Strive to become a municipal-level outstanding unit in safety work. - Strive to become a municipal-level outstanding unit in advancing the rule of law. - Strive to become a municipal-level model unit for cultural and ethical progress. By the end of 2013, the overarching driving effect of the "Three Realities and Two Innovations" will become more pronounced, the momentum for leapfrog development will strengthen further, and an efficient operational mechanism will be largely established. The tasks outlined in the 12th Five-Year Plan will progress smoothly, achieving phased results, and the scenic area's work will reach new heights, striving to become a provincial-level model unit for cultural and ethical progress. %% By the end of 2015, the "Three Realities and Two Innovations" activities will yield significant results, with institutional mechanisms embodying the spirit of "Three Realities and Two Innovations" further refined. The goals of the 12th Five-Year Plan will be successfully achieved, placing the scenic area among the ranks of national first-class destinations. The overarching objectives of "five first-classes"—first-class mental state, first-class work style, first-class competency, first-class development environment, and first-class work performance—will be fully realized. Strive to become a national-level model unit for cultural and ethical progress.By the end of 2015, the "Three Realities and Two Innovations" campaign had achieved significant results, with mechanisms embodying its spirit further refined. The objectives of the 12th Five-Year Plan were successfully met, placing the area among the top-tier national scenic spots. The overarching goal of achieving "Five First-Class Standards"—first-class mental state, work ethic, competency, development environment, and performance—was fully realized. Efforts were made to attain national-level civilized unit status.
(3) Implement Three Projects to Promote the Upgrading of Party Building Work
First, deeply implement the grassroots organizational structure construction推进project. To effectively strengthen leadership over grassroots party organizations, continuously expand the coverage of机关party building work in grassroots party organizations, and promote their healthy and orderly development, the机关general branch should establish机关trade unions,机关youth leagues, and机关women's federations based on actual conditions. This will extend the coverage of party building work to grassroots party organizations, ensuring every party member can find their organization, participate in party organizational life, and搭建a platform for grassroots party organizations to exchange information and discuss为民services.
Second, deeply implement the culture enhancement project. Vigorously carry out activities to celebrate the 90th anniversary of the Party's founding. Organize the "singing red songs" activity; conduct the "Searching for Red Memories"机关party building巡礼exhibition, the "July 1st" red song chorus performance and oath-taking ceremony for hundreds of new party members, the Party knowledge and current affairs political knowledge TV competition, and the "Years Like Songs" essay series to celebrate the Party's glorious history and promote the theme of跨越争先; organize sports competitions such as mountain climbing, basketball, and table tennis.
Third, deeply implement the volunteer精品project. Build volunteer activities into爱心projects and民心projects; organize帮扶activities for困难groups; carry out activities around environmental cleanup, policy宣传, product packaging,困难帮扶, project development, and cultural event planning to explore and advance volunteer activities to deeper levels.
(IV) Deepening Six Key Areas of Development to Drive the Advancement and Excellence of Core Work Through Party Building
First, deepen the construction of "dual management and two-way service." In accordance with the spirit and requirements of the "Implementation Opinions on 'Dual Management and Two-way Service' for On-Duty Party Members in Organs of Mudanjiang City," thorough mobilization and implementation should be conducted, ensuring all members register and report to their communities within the stipulated time and accept assigned tasks. Issue and implement the "Implementation Plan for Commitment, Evaluation, Documentation, and Appraisal Work at Jingpohu Lake Management Committee." By adopting methods such as public commitments, leadership evaluations, public appraisals, and commendation selections, meticulously organize the development of the "Striving for Excellence" campaign. All Party members will collectively commit to five aspects: fulfilling obligations, adhering to regulations, serving development, maintaining the overall situation, and completing tasks. Additionally, emphasis should be placed on individual Party members' documentation and leadership evaluations, ensuring that Party organizations and members actively place themselves under the supervision of both the organization and the public, fully leveraging their vanguard role. This will foster a positive atmosphere where Party organizations strive for excellence and members compete for distinction, contributing to the rapid and substantial development of the scenic area.
Second, deepen the construction of organ work style and enhance execution and implementation. Continue to carry out the work style campaign themed "Upholding Party Spirit, Cultivating New Ethos, Optimizing Environment, and Promoting Development." Issue and implement the "Work Style Construction Plan for Jingpohu Lake Management Committee." Focus on addressing issues such as "mediocrity, laziness, and laxity" within organs by strengthening supervision, conducting inspections, and promoting progress, while increasing exposure and investigation of disciplinary violations to ensure unimpeded policy implementation with rigid measures. Each department should aim to improve execution and organ efficiency, using administrative accountability as a means to address work style issues among Party members and officials. In terms of writing style, resolutely overcome "lengthy, empty, and false" tendencies, vigorously advocating for "concise, practical, and innovative" approaches. In work style, promote the "Three Frontlines" approach, making great efforts to resolve issues such as "superficiality, buck-passing, and obstruction." Institutionally, establish and refine scientific performance evaluation methods for organ work, using rewards and penalties to invigorate the overall vitality of the cadre team and improve organ efficiency. Deepen the joint construction activities between urban and rural Party organizations, implement pairing partnerships, and promote the harmonious and integrated development of urban and rural areas.
Third, deepen the construction of civilized units. Actively carry out appraisal activities for civilized units, departments, and employees, integrating the creation of civilized units with the promotion of a positive organ culture. Combine these efforts with the "Three Realities and Two Innovations," "Striving for Excellence," Party building brand creation, and "Three Excellences" civilized city campaigns. Through five years of in-depth development activities, strive to achieve the goal of creating a national-level civilized unit by the end of 2015.
Fourth is to deepen the construction of a clean and honest Party conduct, creating a clean and upright working environment. Thoroughly study and implement the spirit of the Municipal Discipline Inspection Commission's plenary session and the "Regulations on the Integrity and Self-discipline of Leading Cadres of the Communist Party of China." Activities such as organizing Q&A sessions on the "Integrity Guidelines," visiting red memorial sites, expert warning reports, and watching case documentaries will continuously enhance Party members' and cadres' sense of public service, legal awareness, and ability to resist corruption. Further improve democratic centralism, implement the regulations on protecting Party members' rights, and promote openness in Party and government affairs. Establish a Party member information database and a Party affairs cadre QQ group to create an online platform for intra-Party discussions and democratic supervision, increasing Party members' and cadres' rights to know, participate, and stay informed about the Party's line, principles, and policies. Conscientiously implement the responsibility system for Party conduct and integrity, and refine supporting systems. Focus on social hotspots, key issues, and serving the people, emphasizing the implementation of measures to address existing problems and drive the in-depth development of Party conduct and integrity.
Fifth is to deepen the construction of Party-building brands. Leverage unique advantages to vigorously carry out innovative Party-building brand activities. Within the entire committee, launch Party-building brand activities with profound themes, recognizable names, robust measures, and popularity among Party members. Build Party organizations at all levels into leading cores and strongholds that unite people, drive development, and promote harmony, providing solid organizational guarantees for accelerating the development of scenic areas.
Sixth is to deepen self-improvement, comprehensively elevating overall construction standards. In accordance with the requirements of "emphasizing Party spirit, valuing integrity, and setting an example," strengthen the construction of Party members and cadres, implement strict performance management and evaluation, and organize activities such as "reading a good book, writing an essay, giving a Party lecture, and learning a new skill" to sustain the drive for excellence. Strengthen the construction of the Party committee leadership, closely follow municipal decisions, and focus on creating "learning-oriented, development-oriented, innovative, and service-oriented" teams to continuously enhance the ability to manage overall situations and drive development. Emphasize humanistic care, striving to create a warm, harmonious, and uplifting team atmosphere. Build new platforms for Party-building guidance, exchange, and development. Strengthen the construction of Party affairs cadres, organizing them in phases to study and observe advanced Party-building experiences in other regions. Pay attention to the management, motivation, and recommendation of Party affairs cadres, striving to build a team that is "politically strong, professionally proficient, structurally reasonable, and exemplary in conduct."
IV. Safeguard Measures %% (1) Improve and refine the leadership responsibility system. Establish a Party Building Leadership Group under the Mirror Management Committee, where the principal leaders of Party organizations at all levels serve as the "primary responsible persons" for grassroots Party building efforts. They should frequently engage with Party members and the public to identify issues, summarize experiences, and drive progress. Strictly implement the system of Party committee members linking with Party building initiatives, extending this system to Party member leaders at all levels. Transform these connection points into exemplary models for Party building, thereby driving comprehensive improvements and continuously elevating the overall standard of Party building across the committee. %% (2) Improve the target evaluation and assessment system. Party organizations at all levels should, based on the requirements of this plan and their actual conditions, formulate implementation measures and annual plans, clarify objectives and tasks, refine work measures, and strengthen accountability to ensure effective execution. Meanwhile, establish and improve a target assessment system for Party building, quantifying evaluation criteria and content. Combine qualitative and quantitative assessments, self-evaluations and superior evaluations, and Party organization assessments with public feedback. Link assessment results to the selection of advanced models, cadre promotions, and material incentives. Treat the performance of grassroots Party building as a key criterion for evaluating the achievements of leading bodies and secretaries at all levels. %% (3) Adhere to categorized guidance and strengthen exemplary demonstrations. Based on the actual conditions of different departments and units, conduct comprehensive planning, enhance categorized guidance, broaden the approach to Party building, and foster synergy to strengthen leadership and guidance over Party building efforts. %% 5. Strive to establish "Pioneer Party Member Posts and Model Party Member Windows." Through measures such as wearing Party member badges, setting up pioneer posts, displaying Party member identification at workstations, and defining Party member responsibility zones, highlight the identity of Party members and encourage them to play exemplary roles. Establish a number of model Party member posts in certain service-oriented units to drive broader impact. The specific steps for advancing the "Excellence and Vanguard" campaign are as follows: - **Comprehensive Promotion Phase (January 2011 to June 2011):** Focus on activities celebrating the 90th anniversary of the founding of the Communist Party of China. Continue implementing follow-up tasks from the Learning and Practice Campaign, fulfill commitments made to the public, and establish long-term mechanisms for deeply studying and practicing the Scientific Outlook on Development. Guide grassroots Party organizations and members to earnestly deliver on their public pledges, creating a surge in the "Excellence and Vanguard" campaign. Before July 1, 2011, outstanding grassroots Party organizations, exemplary Party members, and outstanding Party workers will be collectively commended. - **Deepening and Elevation Phase (July 2011 to June 2012):** Focus on activities in preparation for the 18th National Congress of the Communist Party of China. Guide Party organizations and members to launch a new round of "Excellence and Vanguard" pledges, presenting outstanding achievements and a spirited demeanor as tributes to the Party. Before July 1, 2012, special commendations will be awarded to outstanding grassroots Party organizations and exemplary Party members who have demonstrated remarkable performance in the 2010–2012 campaign.
Summary and Improvement Phase (July 2012 to the convening of the 18th Party Congress): Centering on the tribute to the 18th Party Congress, all branches and departments systematically summarize and review the progress of the "Striving for Excellence" campaign. Through activities such as organizing photo exhibitions, theoretical achievement seminars, compiling book series, and setting up dedicated website columns, the achievements of the campaign are showcased. Effective practices from the campaign are institutionalized to establish a long-term mechanism for continuous excellence.
(II) Improve the target assessment and evaluation system. Party organizations at all levels should, based on the requirements of this plan and their actual conditions, formulate implementation measures and annual plans, clarify objectives and tasks, detail work measures, strengthen accountability, and ensure thorough execution. Additionally, a sound Party building target assessment system should be established, with quantified evaluation criteria and content. This system should combine qualitative and quantitative assessments, self-evaluation and higher-level evaluation, and Party organization assessments with public feedback. The assessment results should be linked to the selection of advanced units, cadre appointments, and material incentives. The performance of grassroots Party organization construction should serve as a key criterion for evaluating the achievements of leading bodies and secretaries at all levels.
(III) Adhere to classified guidance and strengthen exemplary demonstrations. Based on the realities of different departments and units, comprehensive planning and classified guidance should be enhanced to broaden the approach to Party building, consolidate efforts, and effectively strengthen leadership and guidance in Party building work.
