Administrative Committee of Jingpohu Lake 2012 Annual Self-Construction Work Objective Evaluation Measures (Trial)
Chapter I General Provisions %% Article 1 In order to effectively strengthen the evaluation of target assessments, enhance work efficiency, and motivate and mobilize the enthusiasm and creativity of Party organizations and Party members in pursuing innovation and striving for excellence, thereby achieving set goals and fulfilling various tasks, this method is formulated based on the "Work Evaluation Measures for Directly Affiliated Organs (Units) of Mudanjiang City (Trial)" and in light of practical circumstances. %% Article 2 Scope of evaluation: Primary-level Party organizations under the committee, including the Landscaping Department, Gate Area Management Station, Law Enforcement and Supervision Team, Environmental Monitoring Center, South Lake Management Office, Boat and Dock Management Station, Fisheries Management Station, Visitor Service Center, and Group Company. %% Article 3 Relevant departments responsible for the construction of their own work objectives and tasks shall incorporate these into their overall work objectives and tasks. %% This method shall be organized and implemented by the Work Objective Evaluation Office for Self-Construction.
Chapter 2: Target Assessment System
Article 2 Scope of Assessment: Grassroots party organizations under the commission. Specifically: the Landscape Gardening Department, Gate Area Management Station, Law Enforcement and Supervision Team, Environmental Monitoring Center, South Lake Management Office, Boat and Dock Management Station, Fisheries Management Station, Tourist Service Center, and Group Company.
Article 3 Relevant departments of the agency responsible for the tasks and objectives of self-construction work shall incorporate them into their overall work goals and tasks.
This method shall be organized and implemented by the Assessment Office for Self-Construction Work Goals.
Chapter 2 Target Assessment System
Article 4 The evaluation indicators for self-construction work shall be determined based on the target tasks assigned by the Municipal Party Committee Organization Department, the Municipal Discipline Inspection Commission, the Municipal Office of Spiritual Civilization, the Municipal Working Committee of Directly Affiliated Organs, the Municipal Office of Law-Based Governance, and the Municipal Legislative Affairs Office.
Article 5 Evaluation content includes: leadership team building, Party conduct and clean governance construction, Party building and work style construction within organs, spiritual civilization construction, legal system construction, social management innovation, and efficiency improvement.
Article 6 Evaluation entities and procedures: Party conduct and clean governance construction (optimizing the economic development environment) and efficiency improvement shall be evaluated by the Discipline Inspection Commission; leadership team building shall be evaluated by the Political Department; Party building and work style construction within organs and spiritual civilization construction shall be evaluated by the Party General Branch of the organs; legal system construction shall be evaluated by the Office; social management innovation shall be evaluated by the Office.
The formulation of self-construction work objectives shall be proposed by the evaluation entities based on the annual key tasks of the superior authorities, specifying the evaluation content and standards for the current year, which shall be issued after review by the Target Evaluation Office.
Article 7 Once the self-construction work objectives are issued, they generally shall not be adjusted. If adjustments or additions are necessary due to requirements from superior departments or other special reasons, the relevant evaluation entities must submit an application, and adjustments may only be made after approval by the Leading Group for Self-Construction Work Objective Evaluation.
Chapter 3 Target Supervision
Article 8: Implementation of the Target Responsibility System. Following the principle of "whoever is in charge is responsible," a target responsibility system shall be established, where each level supervises the level below it and each level is accountable to the level above it. The primary leaders of each unit are the first responsible persons, tasked with ensuring the implementation of the unit's own construction work objectives and promptly reporting progress to their respective supervising leaders. Each unit must designate supervising leaders, working bodies, and full-time (or part-time) staff, and formulate corresponding safeguard measures.
Article 9: Regular Self-Assessment. Based on the assigned targets and tasks, each unit shall conduct monthly self-assessments on the completion status of various work objectives, promptly identify and resolve issues that arise during target execution, and report the progress to the Construction Work Objectives Evaluation Office by the end of each quarter.
Article 10: Follow-Up Inspections. Methods such as experience exchanges, site meetings, and symposiums shall be employed to conduct follow-up supervision and random inspections. Progress updates on each unit's targets shall be publicly announced in various forms as needed, with a comprehensive inspection conducted every six months and a report submitted to the Party Committee of the Commission.
Article 11: Strengthening Guidance. The Evaluation Office is responsible for the comprehensive guidance, coordination, and feedback of the evaluation and implementation process. It shall promptly summarize and promote advanced practices and experiences, continuously improve the evaluation mechanism, and ensure the effectiveness of the evaluation work.
Chapter IV: Evaluation Procedures
Article 12 At the end of each year, all units shall conduct year-end self-inspections and submit the completion status of their annual self-construction work objectives along with supporting materials to the Self-Construction Work Objectives Evaluation Office.
Article 13 The Evaluation Office conducts assessments based on the evaluation content and standards established at the beginning of the year, and reports the assessment results to the Leading Group for Target Evaluation of the Commission.
Chapter V Evaluation Scoring
Article 14 The evaluation of self-construction work targets accounts for 21 points, constituting 21% of the total target score of the Commission. Specifically: leadership team building (3 points), party conduct and clean governance (3 points), party building within the organ (1.5 points), work style construction within the organ (1.5 points), cultural and ethical progress (3 points), legal system construction (3 points), social management innovation (3 points), and efficiency construction (3 points).
Article 15 For each minor item not completed within any category, 0.2 points will be deducted. If three minor items remain uncompleted cumulatively, the entire category will be disqualified from assessment.
Chapter VI Application of Evaluation Results
Article 16 The evaluation results are categorized as follows: above 95 points (excluding 95) is excellent; 95-85 points (excluding 85) is good; below 85 points is satisfactory.
Article 17 Departments (units) rated as excellent in the assessment shall be given priority in cadre evaluations, advanced commendations, training opportunities, and other aspects.
Chapter VII Organizational Structure
Article 18 The Jingpohu Lake Management Committee shall establish an Assessment Management Team for its own construction work objectives.
