





The 2017 Annual Work Conference of the Northeast China Scenic Area Alliance was convened at Jingpohu Lake National Scenic Spot in Mudanjiang City, Heilongjiang Province on the morning of January 13. Serving as the rotating chair unit for the year, Jingpohu Lake National Scenic Spot hosted nearly 100 participants, including representatives from 25 5A and 4A-grade tourist attractions across three northeastern provinces, along with special guests from Beijing Olympic Park, China Garden Museum, Beijing Summer Palace, Shanghai Yuyuan Garden, and Suzhou Humble Administrator's Garden.
The Northeast Scenic Area Alliance is the first regional tourism alliance in China, initiated in 2014 by seven scenic areas including Dalian Jinshitan Tourism Group, Dalian Laohutan Ocean Park, Mudanjiang Jingpohu Lake National Scenic Area, Harbin Sun Island Scenic Area, Changchun Jingyuetan National Scenic Area, Changchun Museum of the Imperial Palace of Manchukuo, and Changchun Changying Century City. Currently, it has 25 members, and during this conference, four more scenic areas—Xingkai Lake Xinkailiu Scenic Area, Lushuihe Changbai Mountain International Hunting Ground, Chaihe Forestry Bureau Weihu Mountain Jiuzhai Tourist Area, and Dunhua Liuding Mountain Cultural Tourism Zone in Jilin—have joined the alliance. The alliance's mission is to break geographical barriers through innovative operational models such as resource complementarity, unified promotion, and resource sharing. By promoting tourism products collectively and offering comprehensive, diversified tourism services, it aims to expand its influence in domestic and international markets with greater tourism resources and enhanced appeal. This approach seeks to improve the service quality and brand value of all member units. Additionally, leveraging convenient transportation networks like the Harbin-Dalian High-Speed Railway, the alliance strives to collaboratively develop the "Greater Northeast Tourism Belt."
The meeting began with the outgoing rotating chair unit, Changchun Jingyuetan National Forest Park, summarizing the alliance's work in 2016, followed by a flag-handover ceremony with the new rotating chair unit, Jingpohu Lake National Scenic Area.
During the conference, member scenic areas discussed topics such as implementing President Xi Jinping’s important assertion that "ice and snow are as valuable as gold and silver," supply-side structural reforms in China’s tourism industry, strengthening alliance branding and promotion, and unlocking the market potential of alliance-linked products through coordinated efforts. Suggestions were also made for the alliance’s 2017 work plan. Additionally, the Northeast Tourism Alliance and Jingpohu Lake National Scenic Area signed a strategic cooperation agreement with Beijing’s Summer Palace to implement the State Council’s "13th Five-Year Plan for Tourism Development." The agreement focuses on deepening collaboration in smart scenic area construction, operations, management, marketing, secondary consumption upgrades, tourism product innovation, business interoperability, ice-and-snow tourism cooperation, and joint visitor resource sharing.
At the conclusion of the meeting, the newly appointed rotating chair unit, Jingpohu Lake National Scenic Area, outlined the alliance’s 2017 agenda. It emphasized enhancing connectivity and interaction among member scenic areas by organizing alliance expos, launching an alliance journal, conducting professional training, and releasing public advertisements. These initiatives aim to break down geographical barriers, promote tourism products collectively, and expand the alliance’s influence.
During the conference, the delegates and guests visited famous scenic spots such as the Diaoshuilou Ice Waterfall, Snow Castle, and Shaman Village at Jingpohu. They also witnessed the large net winter fishing at Jingpohu Lake and enjoyed various ice entertainment activities.
