To fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second Plenary Session of the 12th Provincial Party Committee, the Heilongjiang Provincial Government convened a televised conference on the morning of January 3 to comprehensively deploy the integrated regulation of the winter tourism market and the themed campaign "Civilized Tourism in Longjiang." Over 100 participants attended the main venue in Harbin, including heads of 15 provincial departments such as the Provincial Civilization Office, Public Security Department, Transportation Department, Industry and Commerce Bureau, Price Supervision Bureau, Forestry Industry Bureau, and Tourism Commission, as well as the deputy mayor of Harbin, representatives from scenic spots, ski resorts, travel agencies, star-rated hotels, tour guides, tourists, volunteers, and central and local news media. Vice mayors and deputy commissioners of various cities, heads of relevant departments, principal and deputy leaders of tourism development commissions at the county (city, district) level, representatives from key scenic spots, travel agencies, star-rated hotels, tour guides, tourists, and volunteers participated in the sub-venues across different cities. The meeting was presided over by Comrade Xing Aiguo, Deputy Secretary-General of the Provincial Government. Comrade Sun Dongsheng, convener of the Provincial Tourism Joint Meeting and Deputy Governor, delivered a speech, and Comrade Xi Dongguang, Director of the Provincial Tourism Commission, spoke at the conference.

At the meeting, the Heilongjiang Provincial Tourism Development Commission read out the "Civilized Tourism Heilongjiang Tour" themed activity plan. Comrade Liu Hongyan, Deputy Director of the Provincial Party Committee's Propaganda Department and Director of the News Office, made arrangements for civilized tourism efforts. Representatives from five provincial departments including the Provincial Public Security Department, Harbin City, as well as tourism enterprises, tour guides, tourists, and volunteers, delivered statements.

Comrade Xi Dongguang, Director of the Heilongjiang Provincial Tourism Commission, comprehensively deployed the winter tourism market supervision work, emphasizing the need to fully leverage the integrated supervision mechanism and form a joint regulatory force in accordance with the principle of "government leadership, territorial management, departmental coordination, industry self-discipline, division of responsibilities, and joint efforts" established by the State Council and the provincial government. Efforts should focus on key areas, enterprises, and issues to enhance the effectiveness of supervision, with zero tolerance for frequent problems in winter tourism such as unreasonably low-priced tours, tourist scams, and forced charges, imposing severe penalties and public exposure. Market order rectification, strict case handling, and enhanced tourism integrity supervision will strengthen the deterrent effect of integrated oversight. Additionally, by reinforcing organizational leadership, addressing hidden risks, strengthening emergency preparedness, and providing safety alerts, the stability of tourism safety will be ensured.

Vice Governor Sun Dongsheng emphasized the need to acknowledge the positive changes in Heilongjiang's tourism industry while addressing existing issues and gaps. In recent years, following the directives of the Party Central Committee, the State Council, and the provincial Party committee and government, the provincial tourism system has actively collaborated with relevant departments to strengthen market regulation and promote civilized tourism. Innovative approaches have been adopted to standardize market operations and improve service quality, achieving remarkable results. However, challenges persist, including inadequate awareness, insufficient standardization in tourism management and service levels, and recurring illegal activities in the tourism market, making market order rectification an ongoing and arduous task.

Vice Governor Sun Dongsheng called for full implementation of the guiding principles of the 19th CPC National Congress and General Secretary Xi Jinping’s important speeches on tourism. He stressed the need to accurately grasp the new tasks and requirements for winter tourism market supervision and civilized tourism. The provincial Party committee and government attach great importance to tourism market regulation and civilized tourism, with Secretary Zhang Qingwei and Governor Lu Hao repeatedly emphasizing these aspects. In the process of building Heilongjiang into a strong tourism province, it is crucial to deeply understand the new tasks and demands of promoting tourism civilization.
