To fully implement the spirit of the document "Notice on Clarifying the Management Functions of Jingpohu Lake Management Committee of Heilongjiang Provincial Scenic Spots and Nature Reserves" (Mu Bian Fa [2022] No. 37) issued by the Municipal Committee of Institutional Organization, on April 27, 2023, the Jingpohu Lake Management Committee and the Municipal Transportation Bureau jointly organized a coordination meeting on the handover of port and shipping operations in the Jingpohu Lake area.

The meeting clarified that starting from April 27, the Municipal Transportation Bureau will fully transfer the management of port and shipping operations in the Jingpohu Lake area to the Jingpohu Lake Management Committee. This primarily includes: approval and licensing, port and waterway management, vessel law enforcement and enforcement actions, and vessel safety management. The Jingpohu Lake Management Committee and the Municipal Transportation Bureau discussed the handover of shipping operations during the meeting. The Municipal Transportation Bureau pledged full support for the committee's takeover of port and shipping operations, committing to provide guidance responsibilities, enhance business training for the committee's personnel, and organize comprehensive law enforcement operations in the Jingpohu Lake area after the May Day holiday to help the committee improve its comprehensive law enforcement capabilities. After the meeting, Deputy Director Li Zhenguo instructed the Social Affairs Bureau to lead relevant departments in conducting a thorough safety inspection of vessel operations in the Jingpohu Lake area before the May Day holiday to ensure the safety of tourists during boat tours.
