





In accordance with the requirements of the Notice on Issuing the Implementation Plan for the Special Action on the Reception, Transfer, and Disposal of Ship Pollutants in Mudanjiang City, the Jingpohu Lake Management Committee promptly initiated actions under the city's "Five Ones" working mechanism.
Leading the establishment of a special task force. Actively leveraging the functional advantages of relevant departments in the Jingpohu Lake area to further strengthen interdepartmental coordination and information sharing, forming a powerful synergy for the reception, transfer, and disposal of ship pollutants. 2. Leading the formulation of a special plan (the "Implementation Plan for the Special Action on the Reception, Transfer, and Disposal of Ship Pollutants in Jingpohu"). Further clarifying responsibilities, refining tasks, and proposing measures for the reception, transfer, and disposal of ship pollutants based on goal orientation, problem orientation, local conditions, and practical needs. 3. Conducting self-inspections to drive rectification. Collaborating with the Jingpohu Lake Maritime Safety Administration and the Boat and Pier Service Center to thoroughly carry out self-inspections on the status of ports and piers, the reception, transfer, and disposal of ship pollutants, and the establishment of relevant work systems within the Jingpohu Lake area. In 2023, there were 63 vessels (including operational, official, and private vessels) requiring pollutant reception in the jurisdiction, with one issue identified during the self-inspection. A problem-and-rectification ledger was created, solutions were studied and formulated, timely rectifications were implemented, follow-up effectiveness was strengthened, and efforts were made to enhance the reception, transfer, and disposal of ship pollutants.
