Approved at the 11th Meeting of the 17th Standing Committee of the Mudanjiang Municipal People's Congress on September 26, 2023, and ratified at the 8th Meeting of the 14th Standing Committee of the Heilongjiang Provincial People's Congress on November 2, 2023, the "Jingpohu Lake Water Vessel Management Regulations" officially came into force on March 1, 2024.

The Regulations consist of 27 articles, clearly stipulating penalties by the Jingpohu Lake Scenic Area Management Authority for violations such as unauthorized entry into Jingpohu Lake waters, operating beyond designated areas, or failing to navigate within specified zones. For infractions like vessels not equipped as required, illegal pollutant discharge, unauthorized docking, or failing to report entry/exit information at ports (docking points), the Regulations mandate that maritime authorities and relevant departments of the Mudanjiang Municipal Government handle them according to their respective responsibilities under the law.

This "Regulation" is the first specialized legislation in China for the management of vessels in scenic area waters.
